CONTEXT
With increasing demand for cheap labour in destination countries, combined with high levels of unemployment and endemic poverty in Indonesia, Indonesia is currently one of the major labour sending countries in the world with the majority of its labour migrants recruited in the informal sector for low skilled jobs. Unfortunately, although Indonesian labour migrants contribute greatly to the economic development of their home country, they remain inadequately protected by law and are insufficiently informed of their rights as well as the procedures to migrate legally. This makes them, especially women and children, vulnerable to abusive practices and severe human rights violations, including human trafficking.

According to IOM Indonesia’s data generated by its trafficking victim assistance program, nearly 70 percent of trafficking victims assisted were trafficked for labour purposes and 55 percent were forced into domestic servitude, reflecting a high prevalence of labour trafficking from Indonesia. There is also extensive internal trafficking within Indonesia, mostly from rural to urban areas, particularly for sexual exploitation and domestic servitude.In such context, IOM has since 2003 actively supported Indonesia in its efforts to fight human trafficking and better manage labour migration from Indonesia through a number of initiatives. Those activities have included amongst others: (i) the establishment of a comprehensive and sustainable law enforcement programme and a corresponding assistance and protection programme (return, recovery and reintegration) for both internally and externally trafficked persons; (ii) the setup of a comprehensive database documenting on the trafficking and medical profile of assisted victims; (iii) the provision of technical assistance to define the framework for applying the anti-trafficking legislation at both local and national levels, combined with focused training of relevant stakeholders in the performance of their respective duties; and (iv) the improvement of the labour migration institutional framework through research, policy dialogue, policy recommendations and study visits to key destination countries.

Under the direct supervision of the Chief of Mission, the incumbent will be responsible for the overall management, implementation and development, of counter trafficking (CT) and labour migration (LM) project activities in Indonesia.

CORE FUNCTIONS / RESPONSIBILITIES
  • Develop, prepare, and implement programmes and projects of Counter-Trafficking and Labour Migration (CT&LM). Provide overall guidance, monitor and coordinate the projects and activities in a timely manner. Provide administrative, financial and technical oversight in line with IOM’s policies and practise, as well as donor requirements;
  • Undertake duty travel to monitor project activities, deliver training as well as to represent IOM at national and international conferences/meetings on CT and LM matters;
  • With the assistance of IOM Indonesia’s Public Information/Media Focal Point, ensure full visibility of the projects’ achievements;
  • Provide oversight in the management of Counter Trafficking Unit’s (CTU’s) Direct Assistance Database, including the preparation of regular statistical data report;
  • Liaise with relevant IOM offices (i.e. IOM Headquarters (LM, CT, Communication units); MRF Washington) on the progress of project implementation and the review/approval of project deliverables.
  • In coordination with IOM Indonesia’s Resource Management Unit, monitor and be responsible for all administrative (including staff recruitment and procurement), budgetary and financial activities of projects in accordance with contractual terms and anticipate any need for project amendment or extension.
  • Prepare periodic reports to donors on Programme delivery, including interim and final reports to donors on budgetary expenditure and results, in coordination relevant IOM Offices on reporting matters as well as on any other request for project amendment and extension if needed.
  • Identify potential project ideas in relation to CT and LM and develop project proposals in coordination with IOM Finance Unit and Development Office;
  • Liaise with various donors, international organisations, government and diplomatic authorities on CT and LM-related issues and seek funding for future activities.
  • Build strategic partnership among local and international state and non-state actors for ongoing and future CT and LM project activities.
  • Support the Chief of Mission in promoting and maintain partnerships with relevant Government entities, development partners/UN agencies, private sector, civil society partners and other stakeholders, to strengthen IOM’s counter-trafficking and labour migration projects and activities in Indonesia; and provide policy advice and technical assistance to relevant Government departments in line with national policies and/ or regional strategies.
  • Supervise and mentor project staff; conduct performance appraisal of the staff using the IOM Staff Evaluation System (SES); and actively identify and promote training needs of the staff.

REQUIRED QUALIFICATIONS AND EXPERIENCE

Education
  • Master’s degree in Political, Law, Social Science, International Relations, Social Work, Public or Business Administration, or alternatively a combination of relevant training and experience, with 5 (five) years of relevant professional experience; or
  • University degree in the above fields with 7 (seven) years of relevant professional experience.
Experience
  • 7 (seven) years of programme management experience, including: resource management, staff coordination, implementation, monitoring and evaluation, reporting and budgeting;
  • 7 (seven) years of government liaison with at least two of the following government institutions: Coordinating Ministry of People’s Welfare, Ministry of Women’s Empowerment and Children Protection, Ministry of Social Affairs, Ministry of Foreign Affairs, Ministry of Manpower and the National Board for the Placement and Protection of Indonesian Overseas Workers, Indonesian National Police, Attorney General Office and Indonesian Supreme Court.
  • Sound knowledge and understanding of the labour migration and human trafficking context in Indonesia as well as relevant policies and laws pertaining to labour migration and counter trafficking; Knowledge on labour migration management and counter trafficking best practices;
  • Strong strategic and creative thinking and proven high level analytical skills; Strong networking skills with international organisations, civil society organisations, donors, diplomatic authorities and any other relevant stakeholders necessary for the implementation of IOM’s activities and the development of future initiatives.
  • Excellent drafting skills in both English and Bahasa Indonesia; Excellent communication, negotiation and mediation skills. Good computer skills; Ability to supervise staff; Ability to work independently and within a team from varied culture and professional background.
Languages
Fluency in English and Bahasa Indonesia is required.
