CONTEXT
With increasing demand for cheap labour in destination countries,
combined with high levels of unemployment and endemic poverty in
Indonesia, Indonesia is currently one of the major labour sending
countries in the world with the majority of its labour migrants
recruited in the informal sector for low skilled jobs. Unfortunately,
although Indonesian labour migrants contribute greatly to the economic
development of their home country, they remain inadequately protected by
law and are insufficiently informed of their rights as well as the
procedures to migrate legally. This makes them, especially women and
children, vulnerable to abusive practices and severe human rights
violations, including human trafficking.
According to IOM Indonesia’s
data generated by its trafficking victim assistance program, nearly 70
percent of trafficking victims assisted were trafficked for labour
purposes and 55 percent were forced into domestic servitude, reflecting a
high prevalence of labour trafficking from Indonesia. There is also
extensive internal trafficking within Indonesia, mostly from rural to
urban areas, particularly for sexual exploitation and domestic
servitude. In such context, IOM has since 2003 actively supported
Indonesia in its efforts to fight human trafficking and better manage
labour migration from Indonesia through a number of initiatives. Those
activities have included amongst others: (i) the establishment of a
comprehensive and sustainable law enforcement programme and a
corresponding assistance and protection programme (return, recovery and
reintegration) for both internally and externally trafficked persons;
(ii) the setup of a comprehensive database documenting on the
trafficking and medical profile of assisted victims; (iii) the provision
of technical assistance to define the framework for applying the
anti-trafficking legislation at both local and national levels, combined
with focused training of relevant stakeholders in the performance of
their respective duties; and (iv) the improvement of the labour
migration institutional framework through research, policy dialogue,
policy recommendations and study visits to key destination countries.
