The Indonesia Sustainable Ecosystems Advanced (SEA) Project is a five-year contract that supports the Government of Indonesia to conserve biological diversity and improve the governance of marine resources at local, district, provincial and national levels. By using an ecosystem-based approach to management and engaging key stakeholders, the SEA Project will 1) enhance conservation and sustainable use of marine resources by reforming fisheries management and promoting marine protected areas to enhance fisheries productivity, food and nutrition security, and sustainable livelihoods within the target area; and 2) strengthen the leadership role and capacity of the Ministry of Marine Affairs and Fisheries and local governments to promote conservation and sustainable fishing. The SEA Project is implemented by Tetra Tech and a consortium of partners that includes Wildlife Conservation Society (WCS), Coral Triangle Center (CTC) and WWF-Indonesia (WWF). The SEA Project will run from March 2016 through March 2021.
The SEA Project is predicated on an ecosystem approach to fisheries and marine resources management, which implies that it will integrate across sectors and assist in the development of plans and implementation actions that address biophysical, governance and socio-economic concerns. To accomplish this vision of ecosystem approach and integration, it will need to formulate a consistent level of baseline information for project areas so that actions and longer-term plans will truly address the underlying issues and threats to the geographic areas of focus. Such an approach will also provide a model for other areas in Indonesia and a systematic means of scaling up coastal and marine resource management by local districts, provinces and the national government.
The SEA Project will implement activities in the three provinces —West Papua, North Maluku, and Maluku Provinces—that lie within Indonesia’s Fishery Management Zone WWP-715. This zone was chosen to be the site of the SEA Project because of the area’s high marine biodiversity, status as a national priority area for fisheries, the presence of small island provinces/districts, high rates of extreme poverty and high vulnerability to climate change. The project will also operate at a national scale to support specific activities of the Ministry of Marine Affaires and Fisheries.

S/he will serve as a technical resource for project staff and assist with troubleshooting IT issues. Additionally, s/he will assist the admin team with routine tasks related to procurement, activity support, and project inventory management and tracking.

Minimum qualifications for IT and Administrative Officer:
- Minimum 5 years’ experience in information technology with emphasis on the following
- LAN Windows administration (Server 2008 and Windows 7)
- Practical experience with Oracle and MS SQL databases
- Firewall and VPN configuration, Exchange, DNS, DHCP, Active Directory, backups, antivirus
- Security policies

Minimum 5 years’ experience in IT systems analysis, with ability to prepare reports and documentation clearly and objectively
- Strong communication English skills (oral and written).
- Ability to work in a team and independently with minimal supervision
- Familiarity with USAID procurement regulations and procedures preferred.
- Professional level in English
II. Accounting Officer
The Accounting Officer will assist the Finance Manager in preparing financial statement and annual accounts of the project and:
- Compile and analyze financial information for the preparation of financial statement, monthly and annual accounts, which include but not limited to:
- Perform other related finance tasks as required Bank/account reconciliation
- Journal entries and general ledger operations
- Monthly financial reports
- Accurate and timely financial reports
- Financial data bases
- Scanning of all financial documents and maintenance of quality for reporting purposes
- Ensure financial records are maintained in compliance with USAID policies and procedures
- Continuous management and support of budget and forecast activities.
- Assist Finance Manager for preparation and coordination of the audit process
- Manage filing of financial and accounting records
Minimum qualifications for Accounting Officer:
- Bachelor degree in Accounting
- Minimum 3 years of experience performing similar duties as an Accountant
- Experience in project/accounting/financial management. Experience in project financed by USAID and in a financial audit process is an advantage. Experience working with accounting software Quickbooks is an advantage.
III. Capacity Building Specialist
The Capacity Building Specialist is a long term position in SEA Project, who will lead design, establish, and institutionalizing process SEA Project capacity building program that will encompass SEA strategic approach including, Ecosystem Approach to Fisheries Management (EAFM), strengthening the management effectives of Marine Protected Areas, strengthening the Marine Spatial Planning process, and enhancing the law enforcement effort for better compliance to regulations.
Minimum qualifications for Capacity Building Specialist:
- University degree in related field. Relevant experience and another university degree may substitute for the degrees mentioned. Advance degree holder is preferred
- A minimum 10 years’ experience in capacity development, gender integration, and program management,
- Experience conducting organizational capacity assessments and facilitating focus groups.
- Familiarity with fisheries management and marine conservation is highly desirable.
- Able to work under pressure and tight deadlines.
- High degree of adaptability to varied working environments and good interpersonal and teamwork skills.
IV. Fisheries Data Management Specialist
The Fisheries Data Specialist is responsible for overseeing and providing fisheries data and information build upon IFISH data management system, in a digital and/or analog format for input to technical team. The Fisheries Data Specialist will work closely with the COP/DCOP to support the project with fisheries data and information for programmatic monitoring,
evaluation, and learning.

The Fisheries Data Specialist specifically will:
Develop and maintain i-FISH, and other fisheries data management systems.
- Provide technical support for analysis and production of fisheries data management systems required for technical work and project communications.
- Provide extensive technical support to all levels of government.
- Provide fisheries data management (i-FISH) training to SEA staff and partners.
- Report to Sustainable Fisheries Advisor.
Minimum qualifications for Fisheries Data Management Specialist:
- University degree in related field. Relevant experience and another university degree may substitute for the degrees mentioned. Master degree holder is preferred
- five-to-seven years’ experience working and providing training on fisheries data management systems for international donor-funded programs
- familiar with I-FISH system
- proven experience in capacity building of data management systems, preferably I-FISH
- Fluent in Bahasa Indonesia and professional proficiency in oral and written English

V. Monitoring and Evaluation (M&E) Manager
The M&E Manager is responsible for the oversight of the implementation of SEA Project ME&L Plan. The M&E Manager will work closely with the Chief of Party /Deputy Chief of Party to support the project with programmatic monitoring, evaluation, and learning.
The M&E Manager specifically will:
- Ensure that data generated from activities and interventions are reliable, , and accurate, collected in a timely manner,, and oversee all MEL activities including in field activities.
- Conceptualize, design, and implement program result framework and Monitoring, Evaluation, and Learning Plan in consultation with project team and consultants.
- Develop a tool for programmatic management system to ensure the project deliverables are achieved according to the work plan.
- Develop a system for coordination and implementation of Monitoring, Evaluation, and Learning Plan between the SEA Project and implementing partners.
- Train the implementing partner staff, as required, in data collection and analysis pertaining to the MEL plan.
- Provide a quarterly report to Chief of Party/Deputy Chief of Party for deliverables update.
- Assist the Chief of Party with client (USAID), stakeholder, and key decision- maker trainings and presentation on the project’s activities.
- Provide feedback on logical framework designed and developed by project, subcontractors, as well as their survey designs.
- Provide formal training to partners, and other relevant stakeholders on the project’s state of the art M&E systems, policies, procedures, templates, and forms.
- Analyze and identify state-of-the-art M&E tools and methods used to improve program M&E systems and their efficiency.
- Report to Deputy Chief of Party; supervise the M&E Specialist.
Minimum qualifications for Monitoring and Evaluation (M&E) Manager:
- University degree in related field. Relevant experience and another university degree may substitute for the degrees mentioned. Master degree holder is preferred
- Five to seven years experience working on monitoring and evaluation for international donor-funded programs of similar size and complexity
- Must be familiar with M&E systems, policies, and processes, particularly with USAID monitoring and evaluation system procedures and requirements
- Fluent in Bahasa Indonesia and professional proficiency in oral and written English
- Able to work under pressure and tight deadlines.
- High degree of adaptability to varied working environments and good interpersonal and teamwork skills.
VI. GIS/Spatial Planning Specialist
The GIS/Spatial Planning Specialist is responsible for providing spatial data and information in a digital and/or analog format for input to technical team. The GIS/Spatial Planning will work closely with the COP/DCOP to support the project with spatial data and information for programmatic monitoring, evaluation, and learning. The GIS/Spatial Specialist will be required to help in building capacity for marine spatial planning and the use of GIS within select SEA Project government agencies and NGO partners as required.
The GIS/Spatial Planning Specialist specifically will:
- Develop and maintain SEA planning, GIS data sets and maps for the targeted SEA locations.
- Provide technical support for analysis and production of maps required for technical work, marine spatial planning, and project communications.
- Provide extensive technical support to all levels of government and for SEA Project partners
- Provide GIS and marine spatial planning training to SEA staff and partners.
- Report to DCOP.
Minimum qualifications for GIS/Spatial Planning Specialist :
- University degree in related field. Relevant experience and another university degree may substitute for the degrees mentioned. Master degree holder is preferred.
- Five-to-seven years’ experience in GIS, data and information technology management, and capacity building
- Experience in developing and implementing GIS training courses with government agencies and others as beneficiaries.
- Knowledge and understanding of remote sensing, marine spatial planning and environmental governance issues
- Fluent in Bahasa Indonesia and professional proficiency in oral and written English
- Able to work under pressure and tight deadlines.
- High degree of adaptability to varied working environments and good interpersonal and teamwork skills.
VII. Communications and Outreach Manager
The Communications and Outreach Manager is responsible for leading the overall delivery design, management, implementation, and evaluation of national and regional communications and outreach strategy of the SEA Project. The ultimate goal of the communication and outreach work is strategic human behavior change in support of SEA Project objectives.
The Manager will work closely with the COP/DCOP to support the project with communications and outreach strategy for programmatic monitoring, evaluation, and learning and be primarily responsible to design and generate an array of communication materials supporting SEA Project work.
The Communications and Outreach Manager will:
- Develop and oversee the implementation of communications and outreach strategy for behavior change program and production of communication material outputs
- Manage the communications activities (C4C; Strategic Communications) of outputs and relevant staff for timely, impactful delivery of all deliverables.
- Provide strategic management and leadership for effective and powerful communications strategic communications materials and deliverables (website, social media, success stories, etc.).
- Lead on the development and management of local partnerships with (for example) ministries, universities, local NGOs, and private sector to support the overall communication strategy.
- Report to the Chief of Party; supervise the Communications Officer and oversee communications and outreach STTA and/or subcontractors as required
Minimum qualifications for Communications and Outreach Manager :
- Degree in communications and/or experience equivalent to a master’s degree in communications for development, international development, journalism, Entertainment-Education, social marketing or a field relevant to media/communications and environment (should have examples of past work to show)
- The candidate will be a thought leader in program design and messaging
- Excellent management and team building skills.
- Fluent in Bahasa Indonesia and professional proficiency in oral and written English
- Able to work under pressure and tight deadlines.
- High degree of adaptability to varied working environments and good interpersonal and teamwork skills.
