Job Description
Position: Provincial Coordinator (2 positions)
Location: Kendari, South East Sulawesi and Gorontalo Provinces
Reports to: Project Director

Overview:
Cowater International is an Ottawa-based Canadian management consulting firm specializing in international development.  We work primarily on projects funded by bilateral and multilateral donor institutions such as Global Affairs Canada (GAC – formerly CIDA) and the World Bank.

Terms of Reference for this position are as follows:
Global Affairs Canada is providing support to NSLIC/NSELRED (National Support for Local Investment Climates / National Support for Enhancing Local and Regional Economic Development), aneconomic development project which intends to increase employment and incomes for poor men and women in Indonesia by improving the investment climate and supporting business development. The Project is working with government and stakeholders largely in 2 provinces and 10 districts/cities in Sulawesi and requires two full time Provincial Coordinators to manage local support offices in South-East Sulawesi and Gorontalo Provinces.

The Provincial Coordinator (one per province) plays a pivotal role in delivering the project capacity development activities in the respective districts/cities as well as building relationships withpartners.  The Provincial Coordinator leads the District Facilitators in the respective provinces and provides administrative and technical support for project activities at the provincial level.  The Provincial Coordinator reports to the Project Director but also liaises closely with the Deputy Project Director and all other technical advisors and specialists.

The Provincial Coordinator will also coordinate the implementation of the Responsive Innovation Fund (RIF) component in the respective province.  S/he will work in cooperation with the respective RIF Provincial sub-committee members, local government partners and associated technical advisors.

Key responsibilities:
Capacity Development Activities
  • Supervise and assist the team of District Facilitators working in the province to implement NSLIC NSELRED activities and achievement of targeted project results.
  • Liaising with key provincial and district level decision-makers and projects stakeholders to facilitate project implementation.
  • Work closely with the team of NSLIC/NSELRED’s technical advisorsconsultants and Deputy Director.
  • Identifying emerging project implementation issues and alerting the Project Director;
  • Analyzing and providing advice on the local government context;
  • Provide administrative and technical support for NSLIC/NSELRED activities at the district/city level.
  • Prepare and submit quarterly progress report and monthly work plans included monthly budget and expenditure.
RIF Coordination:
  • Work closely with the respective RIF provincial sub-committee
  • Manage day-to-day implementation of the RIF in collaboration with relevant NSLIC/NSELRED team members and government partners.
  • Collaborate with the Project Director, the Deputy Project Director, the Senior LRED Support Facility Advisor and LRED RIF Coordinator to assist in disseminating lessons learned and smart practices yielded by the RIF. 
Desired Key Qualifications

Qualifications:
  • Education: Graduate Degree preferred in EconomicsRegional Development or Intergovernmental Relations; Undergraduate Degree emphasizing public administration, social justice, project management, local governance reform, anti-corruption or other relevant specializations;
  • Additional relevant education and/or professional training would be an asset.
Experience
  • Minimum of 8 years experience in local and/or regional economic development, including integration of social, gender and environmental perspectives into development
  • Previous experience working with bilateral or multilateral donors in a similar capacity/role as required for NSLIC
  • Thorough knowledge and understanding of the Indonesian governance context, decentralization, local government operations and institutional capacity issues.
  • Strong communications and inter-personal skills including the ability to represent the project 
  • Strong organizational and coordination skills, including experience managing a team of professionals in dispersed offices
  • Experience working in Sulawesi, including an understanding of Sulawesi culture, politics and language, would be beneficial.
