The International Committee of the Red Cross Delegation in Indonesia

position for:
Program Officer for Humanitarian Affairs (Indonesian)
The International Committee of the Red Cross (ICRC) is an impartial,
neutral and independent organization with the exclusively humanitarian
mission to protect the lives and dignity of victims of war and internal
violence and to provide them with assistance. It also endeavors to
prevent suffering by promoting and strengthening International
Humanitarian Law and universal humanitarian principles. The ICRC
delegation in Jakarta is seeking an experienced and highly motivated
person to fill the above-mentioned position.
Responsibilities:
The Program Officer for Humanitarian affairs is responsible for developing networks and dialogue with civil society, humanitarian organisations, religious circles and associated groups in Indonesia, Southeast Asia and beyond, taking a leading role in the organisation of events related to International Humanitarian Law, Islamic Law, other religious traditions and humanitarian principles, as well as organizing and developing the requisite dissemination, academic and human resources to develop ICRC Jakarta into a regional networking support hub.
The Program Officer for Humanitarian affairs is responsible for developing networks and dialogue with civil society, humanitarian organisations, religious circles and associated groups in Indonesia, Southeast Asia and beyond, taking a leading role in the organisation of events related to International Humanitarian Law, Islamic Law, other religious traditions and humanitarian principles, as well as organizing and developing the requisite dissemination, academic and human resources to develop ICRC Jakarta into a regional networking support hub.
All activities are carried out under the supervision of the Regional
Advisor for Humanitarian Affairs and in collaboration with other ICRC
departments across the region. The Program Officer:
- Maintains and develops contacts with a wide range of civil society actors, including religious circles, educational institutions, students, humanitarian organisations and media
- Supports and advises delegations on networking issues
- Participates actively in designing and implementing an effective networking and communication strategy
- Supports delegations in crisis situations
- Assists with verbal & written translations to/ from Bahasa Indonesia and their vetting
- Carries out research and analysis to better map and understand important networks and dynamics, developing a single overarching framework with corresponding tools
- Contributes to the development of a media monitoring capacity
- Contributes to the analysis of the wider security, socio-economic, cultural and political environment, highlighting and sharing information on key events and trends
- Helps to identify potential issues related to ICRC acceptance and security and explores means to mitigate or prevent them
- Learns and researches about International Humanitarian Law, Humanitarian Principles and relevant Islamic Law and other religious principles in order to upgrade and develop appropriate modules and syllabi for ICRC workshops, courses and publications on these subjects
- Monitors events and changes within the region that could have an impact on ICRC activities
- Takes a lead role in organising workshops, round tables, seminars and courses for civil society and religious circles interlocutors (primarily Islamic scholars and educational institutions)
- Contributes to the development and production of ICRC publications and web resources, including supervising the translation of key texts
- Writes detailed analytical reports in English, including reports on ICRC activities and minutes of meetings
- Collaborates with the Regional Advisor on strategy papers and other key documents.
Requirements
- University degree or equivalent experience, ideally in Law, Islamic Studies, International Relations, Political Science, Languages, Communication, History or Anthropology
- Excellent written and spoken English and Bahasa Indonesia
- Advanced ability to write detailed analytical reports in English and confirmed capacity to analyse the political and social environment
- Advanced computer, communication, presentation and organisational skills, Ability to manage, analyse and summarise large amounts of information
- Excellent social and networking skills to establish contacts, lobby and network at both national and international levels
- Demonstrated autonomy, motivation and commitment; ability to deliver within deadlines and work efficiently and effectively under pressure

Flexibility and ability to work in teams as well as independently,
ability and willingness to travel throughout Asia for short missions,
also at weekends
Assets
- Good knowledge of Common & International Law
- Knowledge of Arabic and Islamic Law
- Knowledge of other Asian languages and religions
- Previous experience of humanitarian work or engagement with civil society, government or security force personnel
