Job Vacancy: Hutan Harapan Ecosystem Restoration Concession - 5 Position in Jambi

A consortium of Burung Indonesia, the Royal Society for the Protection of Birds and BirdLife International, established Hutan Harapan to protect and restore the biodiversity, productivity and ecosystem balance of 98,555 ha of dry lowland rainforest in Jambi and South Sumatra Provinces, Sumatra. PT Restorasi Ekosistem Indonesia (PT REKI) received the first ever ecosystem restoration concession (ERC) license issued by the Indonesian government in 2008. With support from international donors, financial institutions and business partners, PT REKI manages Hutan Harapan. Hutan Harapan is offering a unique opportunity to join and shape this groundbreaking initiative. Accommodation is provided on site in a comfortable base camp which is located 3 hours by car south of the city of Jambi.

Director of Operations

Summary
A proactive Director of Operations is required to manage and lead the daily operational activities of Hutan Harapan and met the requirements of PT REKI’s ERC license, according to the strategic direction set by the Harapan Partner organizations. A minimum of 10 years’ experience at an advanced management level demonstrating sound and independent judgment, leadership, interpersonal skills, and ability to strategize, develop and effectively implement land management plans. This includes: working in teams, ability to prioritize activities and implement numerous assignments concurrently; responding quickly, effectively and flexibly to wide-ranging requests; and operating effectively in a cross-cultural setting. The Director of Operations reports to the Programme Manager of Burung Indonesia and will work with a team of 4 senior managers overseeing approximately 100 employees. An attractive salary package will be offered to the successful candidate.

Tasks
  • Manage the concession budget to meet the objectives of the Hutan Harapan concession;
  • Oversee the implementation of the 10 year work plan (RKU) and annual work plans (RKT) in collaboration with the Division Heads;  
  • Provides direction to the Division Heads on field office operations including community partnerships, concession planning and reporting,  business development, and finance and administration;
  • Coordinate with the Burung Indonesia Hutan Harapan  programme  team on  programme  scope, goals and deliverables every three months;
  • Liaise with key stakeholders at district, provincial and national levels;
  • Coordinate the development of annual plan and quarterly operational plan;
  • Coordinate the development of quarterly, mid-term and annual reports;
  • Reports on a regular basis to Burung Indonesia Programme Manager.

Qualifications
  • Indonesian National;
  • University degree (minimum BSc or S1) in Forestry, Natural Resources, Agriculture or closely related field;
  • At least 10 years’ experience in forestry or land/ concession management;
  • Good knowledge of ecosystem restoration license requirements;
  • Experience with non-timber forest products and businesses an advantage;
  • Strong leadership skills, strong communications skills and team player;
  • Knowledge of PHPL verification systems;
  • Experience in leading and motivating a large number of staff;
  • Experience in conflict-resolution processes;
  • Good understanding of governmental structures and processes at national, provincial and district levels;
  • Strong staff management skills;
  • Familiarity with financial management and control, especially of large and multiple income streams;
  • Fluency in both Indonesian and English (speaking, reading, and writing);
  • Working knowledge of the management cycle (strategic planning, implementing, budgeting and monitoring);
  • Able to adapt to a remote location and the character to embrace challenges with enthusiasm and integrity.
Head of Business Development Division

SummaryHutan Harapan is pioneering the development of non-timber forest products that are expected to not only generate income for the concession’s operations but also are environmentally sustainable while generating employment and promoting local economic development. Reporting to the Director of Operations, the candidate will be responsible for leading HH’s business development team to manage all stages of the commodity development chain. In addition, the Head of the Business Department will explore the feasibility of other business development initiatives such as ecotourism and renewable energy.

Tasks
  • Develop and implement commodity businesses that are economically and socially feasible  and meet ecosystem restoration concession objectives;
  • To manage all stages of the commodity value chain – planting, maintenance, harvesting and marketing;
  • Generate a cash flow from the sale of Hutan Harapan’s commodities;  
  • Build shareholder value and interact and manage stakeholders that include processors, commodity companies, government, communities and major customers;
  • Ensure operational efficiency and  provide effective leadership and motivation;
  • Develop field trials  for horticulture production where necessary;
  • Facilitate feasibility studies to explore other sources of income generation;
  • Prepare budgets and progress reports.
Qualifications 
  • Indonesian National;   
  • University degree (minimum BSc or S1) Business Development, Natural Resources, Horticulture/Agriculture or related field;
  • Senior management experience in the agro-industrial sector with a track record of commercial success;
  • Experience with one or all the following commodities and advantage: agarwood, rubber and honey;   
  • Strong business acumen;

Head of Ecosystem Management Division

Summary
The HEMD, will  report to the Director of Operations,  will lead a team composed of the forest protection team, firefighting team, infrastructure management team, as well as planning and restoration specialists. The HEMD will be responsible for managing the concession based on the strategies developed for each of the land-uses.  The Division Head will work in coordination with the other Division Heads to ensure that land-use management objectives are met.

Tasks
  • Lead the development of term planning and annual plan to meet the obligations of PT REKI as ERC license holder;
  • Supervise, provide direction and priorities, and oversee the activities of the ecosystem management team, forest patrol units and the infrastructure maintenance team;
  • Ensure mobilization of resources in strategic locations to maintain the concession integrity, including coordination with other Head of Divisions;
  • Plan the area management and restoration strategies for assigned lands.  Choose appropriate management strategies, techniques and tools and monitor the progress of activities;
  • Coordinate with district, provincial and national authorities to ensure the integrity of Hutan Harapan’s concession boundaries;
  • Lead the forest patrol units, and ensure that they are working effectively and strategically;
  • Develop, coordinate and maintain physical improvements;
  • Ensure that all boundaries of Hutan Harapan are well marked and posted, as necessary; and maintain good relations with bordering concessions;
  • Ensure monitoring programme to maintain the ecological integrity of Hutan Harapan;
  • Contract research to support land management objectives where necessary;
  • Responsible for managing and updating the geographic information system used for land management;
  • Conducts regular field visits to monitor conditions and supervise field staff.
Qualifications   
  • Indonesian National;
  • University degree (minimum BSc or S1) Forestry, Natural Resources, Agriculture or related field;
  • Senior management experience in concession management
  • At least 5 years’ experience work in leading and motivating a large staff, previous work with field patrol / security teams an advantage;   
  • Experienced with the  management cycle (strategic planning, implementing, budgeting and monitoring);
  • Knowledge of natural area management, field operations, ecological and environmental issues and their impact on ERCs;
  • Working knowledge of field restoration and managing plant and animal communities;
  • Knowledge of ecosystem restoration license requirement;
  • Strong leadership skills, strong communications skills and team played;

Head of Stakeholder Partnership Division

Summary
Reporting to the Director of Operations, the HSPD leads a team composed of community development specialists. They are responsible for resolving conflicts, developing land use management plans and implementing livelihood strategies with communities. The HSPD works in coordination with the other division heads to ensure that land in the in the different land use zones in the concession.

Tasks
  • Lead  the community development team in Hutan Harapan to resolve  land use claims, creating agreements and implementing livelihood action plans;
  • Liaise with the Ministry of Environment and Forestry and key stakeholders in local governments on conflict resolution strategies;
  • Work in coordination with other Department Heads to ensure that community partnership strategies are integrated with business development, agroforest ecosystems and forest protection strategies;
  • Lead the development of landscape management strategies with the neighboring concessions;
  • In coordination with the Area Head of Department, work with the Forest Management Unit-Meranti in South Sumatra on addressing issues of concessions boundaries, overlapping land use claims and landscape management;
  • Developing and implementing stakeholder engagement strategies including informing, consulting and involving stakeholders  where relevant and evaluating the effectiveness of  these strategies;
  • Advising senior management of issues and/or risks to stakeholder relationships as soon as they arise so risks can be managed effectively.
Qualifications
  • Indonesian National;
  • University degree (minimum BSc or S1) Forestry, Natural Resources, Sociology or related field;
  • Senior management experience in community organizing and development;
  • At least 5 years’ experience work working on community livelihood development;
  • High level of project management skills (strategic planning, implementing, budgeting and monitoring);

Head of Finance, Administration and Support Services Department

Summary
Reporting to the Director of Operations, the Head of Finance, Administration and Support Services will be responsible for overseeing HH’s financial operations, administration support, HRD, transportation management, visitor services, as well as office and camp maintenance.

Tasks
  • Oversee all finance and accounting functions including budgeting; asset management; cash flow management; payroll; management reporting; financial variance and accounts analysis in accordance with generally accepted accounting principles, financial policies and procedures of PT REKI  and all other applicable laws, rules and guidelines;
  • Grant and contract management including supporting the Director of Operations in negotiating donor funding support;
  • Coordinate and lead the annual audit process, liaise with external auditors and the finance committee of the board of directors; 
  • Management of donor funding up to final financial report with exposure to reporting requirements of donors;
  • Maintain financial and accounting systems;
  • Be accountable for and manage the staff delivering the following functions: 
    • Visitor services;
    • Maintenance of camp offices and buildings, equipment and assets;
    • Administrative functions;
    • Human Resources Development;
    • Cafeteria.
Qualifications
  • Indonesian National;  
  • University degree (minimum BSc or S1) in Accounting, Commerce or Business Administration or equivalent;
  • An MBA is an added advantage;
  • Fluency in both Indonesian and English (speaking, reading, and writing);
  • A minimum of 5 years of experience in project financial and administrative management;
  • Can work autonomously, effectively managing workload without continual guidance;
  • High level of project management skills (strategic planning, implementing, budgeting and monitoring);
  • Previous experience managing finance and administration for  international donor agency funded projects highly desirable;
  • Outstanding interpersonal, verbal and written communication skills;
  • Demonstrable supervisory experience of administrative staff;
  • A high level of knowledge and competency in Microsoft Office especially Word & Excel;   
  • Strong leadership skills, strong communications skills and team player;
