Launched in February 2007, the programme aims to improve compliance with labour standards and competitive nessin global supply chains. Better Work involves the development of both global tools and country level projects. The focus is on developing scalable and sustainable solutions, which build cooperation between government, employer and worker organizations, and international buyers. Improving compliance with labour standards in global supply chains is an important part of a pro-poor development strategy.

Ensuring workers’ rights and entitlements are protected helps to distribute the benefits of trade. Better Work supports enterprises in implementing the ILO core international labour standards and national labour law.

This helps enterprises compete in global markets where many buyers demand compliance with labour standards from their suppliers. Improved labour standard compliance also helps enterprises be more competitive through higher productivity and quality. These benefits help build the business case and supplier support for improved labour standard compliance.

In 2011 the Better Work Indonesia country program became operational with a view to making its services available to enterprises in the garments and footwear sector of Indonesia. It currently works with over 150 enterprises. By beginning of 2017, Better Work Indonesia (BWI) will establish an independently operating foundation and the delivery of core services will be implemented by this Foundation with quality oversight provided by Better Work staff in the ILO Jakarta office and at theglobal level.

Function
This position involves supervising staff that are providing professionallevel enterprise assessment and advisory services, including conductingindependent enterprise assessments against labor standards and provisioningenterprise level consultancy services to support remediation and enterpriseimprovement. The person will play a leadership role in general Better Work Indonesiaoperations and stakeholder engagement. The work has an impact on enterpriseperformance and access to markets. 

Supervision and Guidance
The position reports to Better Work Indonesia Operational Manager who is based in Jakarta,Indonesia. The position requires a high level of independence. Judgement,initiative and creativity are required in translating project tools and approaches at the enterprise level.

The work product is controlled by the supervisor for technical soundness and appropriateness.

Responsibilities
  • The NO-B incumbent is expected to undertake analytical duties and in-depth enterprise assessments on the basis of findings made by NO-A Officials. 
  • The NO-B incumbent is expected to undertake supervisory duties and in-depth consultancy services on the basis of initial work done by NO-A Officials.  Responsibilities will include coaching, facilitating workers-management committees, providing technical advice and conducting classroom based training.
  • Supervise NOA officials to produce high standard reports in English on (i) assessments findings, (ii) recommendations for improvement, (iii) enterprise improvement plans and (iv) progress reports on implementation. Review the reports of other advisors as part of the Better Work quality assurance system. Write reports as senior member of assessment teams;
  • Contribute creative ideas for program development and serve as a senior national program advisor to the Program Manager; draft portions of program and budget proposals, objectives, program reviews, and evaluation. Monitor progress of the program by reviewing, verifying and analysing work plans, progress reports, final reports and other data that is relevant for Better Work Vietnam expansion and sustainability;
  • Plan, organize, and facilitate consultative meetings, seminars and workshops with stakeholders including the Better Work Indonesia Project Advisory Committee, international and local buyer representatives, government, employer representatives, unions, donors, and others.
  • Provide technical advice and input into the development of Better Work research, products and strategies;
  • Provide leadership for the project’s monitoring and evaluation strategy, research agenda and knowledge management strategy;
  • Contribute to the financial sustainability strategy of the project including encouraging the participation of enterprises and buyers in project activities, monitoring the situation of budget expenditures and revenues, and making programmatic recommendations to Management for any revisions in strategy;
  • Undertake missions on behalf of Better Work Vietnam independently or accompanying other officials
  • Supervise the work of project support staff as required;
  • Other duties as required by the supervisor.
  • Nationality - Indonesian Education/Experience – First level University degree in a relevant field (including human resource management, law, adult education,international development) with   at least 3 years  professional experience in the relevant occupational area (including social dialogue, capacity building in private sector, corporate social responsibility) Languages - Excellent command of English and Bahasa Indonesia.
Required Competencies
  • Good team management skills, with a strong focus on building staff skills through a participatory approach. Ability to solve complex operational problems through negotiation and conflict resolution
  • Good understanding of budget issues, project formulation, and administration.
  • Good communications skills, both oral and written and an ability to deal with people with tact and diplomacy;
  • Good analytical skills;
  • Good knowledge of the Indonesian labor law and regulations;
  • Good group facilitation, interpersonal and conflict resolution skills and capacity to deliver classroom training. Experience in industrial relations and building of social dialogue between management and worker representatives at the workplace an advantage;
  • Understanding of enterprise level human resource, production and quality systems;
  • Good understanding of corporate social responsibility and labor compliance issues in global supply chains;
  • Ability to monitor the effectiveness of training and capacity building initiatives undertaken by partner organizations/consultants;
  • Good understanding of principles of gender equality and principles of equal opportunity and how these can be promoted as part the responsibilities of the post;
  • Self-motivated and ability to work independently in an outcomes-based work culture as well as contributing to the work of a team; and
  • Capacity to sensitively liaise and network with a range of stakeholders including staff, donors, international buyers, government officials, management, unions and NGOs.
Written Examination and Interview Prospective candidates will be required to sit in a written examination and take part in an interview.
