CARE International Indonesia Job Vacancy: Modules Consultant based in Jakarta

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and enterprise & economic development. 

CARE International Indonesia in Head Quarter Office-Jakarta is currently recruiting the following position for its project: 

JOB TITLE: MODULES CONSULTANT

BACKGROUND
The Personal Advancement and Career Enhancement (P.A.C.E.) in River Side Communities project is a continuation of the successful GAP Inc. and CII collaboration of the P.A.C.E. program that targeted especially female factory workers in Indonesia. The proposed P.A.C.E in community program will support predominantly women and youth members of poor communities who live at the river banks in Jakarta. The P.A.C.E community project at the river banks utilizes the modules and methodologies of previous GAP Inc. funded projects. The four basic modules on communication, problem solving & decision making, time& stress management and financial literacy will be adapted and linked to existing needs and development plans of a river side community in Jakarta. In addition, CII will also provide a women leadership training. 

After reviewing secondary sources and completing a rapid assessment in various river side communities (Kebon Pulo, Bukit Duri, Kampung Pulo, Bidara Cina, and Marunda), CII decided the most suitable area to work is in the urban community “Marunda” in collaboration with Karina KWI Yogyakarta and Bina Swadaya Konsultan (BSK), a close and long term CII partner. Karina KWI Yogyakarta and BSK has started implementing an urban resilience project in Marunda, along the Eastern Flood Canal and the Tiram River in the eastern part of North Jakarta. Karina KWI Yogyakarta and BSK has already carried out a participatory urban neighborhood needs assessment, a risk and hazard mapping and is in the process of strengthening a multi-stakeholder platform called MURIA (Marunda Urban Resilience in Action) that involves local communities, NGOs, private sector and government for urban resilience development.

CII believes that this pilot can become a “good practice” to showcase that Personal Advancement and Career Enhancement (P.A.C.E.) of women and youth can be combined with urban community development programming. CII is looking forward to demonstrate that the P.A.C.E. basic modules can be integrated into the urban resilient program, and can provide women and youth a more prominent role in community building urban resilience. CII is looking forward to work together with the MURIA stakeholders, including the local government, as this will also open up opportunities for extension, scaling up or replication of this pilot program. CII is therefore keen to make this pilot a success, and looks forward to continue the collaboration with GAP after 2016.

MURIA welcome the collaboration with CII in Marunda, as the P.A.C.E. in River Side Communities program will provide women and youth a set of life-skills that will empower them to more effectively participate and better influence the interventions of the MURIA platform. CII and MURIA stakeholders have identified that the two programs complement each other in the following ways:
  • The P.A.C.E. program supports women and youth to obtain resources (time, finance) that can be used for the planned interventions;
  • The P.A.C.E. program provides skills (communication, problem solving and decision making, time and stress management and financial literacy) that empower women and youth to be more effectively involved in the MURIA platform and become the women/youth leaders;
  • The collaboration opens up opportunities to replicate& multiply the tested P.A.C.E. in community program towards the networks of Karina KWI Yogyakarta, BSK and other networks;
  • The existing connections and long term commitment of the MURIA stakeholders towards the target groups in Marunda contribute to the sustainability of the P.A.C.E. in community program;
  • The connections and information directly available from the MURIA platform provide a quick entrance towards the target community, which is necessary in this short term pilot;
  • CII and its partners highly value close and sustainable collaboration with the Indonesian governments, and have a similar approach to encourage multi-stakeholder partnerships.
GENERAL PURPOSE
Adjustment P.A.C.E. existing basic training modules will be conducted after mapping and need assessment in Marunda. Modules adjustment is needed to ensure that the modules are tailored to the needs of multidimensional phenomena of urban river side community that were identified during the needs assessment. CII will ensure that exercises in the modules will stimulate a high degree of participation from everybody and that the learning will be as much as possible linked to the planned interventions of the MURIA platform. The training modules is expected to be able to provide numbers of real situation and example from the field captured but not limited to mapping and need assessment exercises. The training modules expected to include mechanism to measure learning objectives has been delivered and understandable by the participants.

OUTPUT
Adjust the four P.A.C.E. program existing modules (developed for female garment workers) to the context of women and youth in urban settings specifically river side areas. The four modules are (1). Communication, (2). Problem Solving & Decision Making, (3).Time & Stress Management, and (4). Financial Literacy. The module is also expected to be integrated into the urban resilient program, and can provide women and youth a more prominent role in community building urban resilience.
The expected output are as follows:
  • Adjustment of modules and Training of Trainers materials (4 modules);
  • Visual presentation (instructional calendar);
  • Pocket Book for training participants;
  • Prepare example of exercise games or sample of brainstorming;
  • Involve in Training of Trainers to help participants (prospective trainers) to understand the modules.
TIMELINE
May-June 2016 for expected output as above.

QUALIFICATIONS
  • Education: University degree in Education or Social Study or Sociology or Communication and/or other relevant background.
  • Experience: At least 5 (five) years proven in module training development for community especially specific experience for urban setting as the end user.
  • Specific technical skills: 
    • Experience in adult learning methodology;  
    • Constructing high quality Training module development and writing targeted for community trainers guideline; 
    • Ability in developing effective and user friendly presentation materials and pocket book for training participants;
