GENERAL:

resource management to benefit the poor and disadvantaged of the world.
BACKGROUND:
TERANG (Investing in Renewable Energy for Rural, Remote Communities in
Sumba) project is part of Green Prosperity partnership cooperation
between Winrock/Hivos and Millenium Challenge Account – Indonesia
started in January 2016, to rapidly scale up renewable energy access and
income benefits by replicating the successful approaches and business
models developed under the Sumba Iconic Island (SII) program.
Under TERANG, Winrock International will lead development on a number of
proven, community based solar PV technologies to off grid locations
throughout Sumba, to include school electrification and charging
stations for lanterns and batteries (at schools and kiosks).
The project team will establish Renewable Energy (RE) Service Kiosks in
central locations in Sumba to provide RE sales and services to community
groups throughout the island. As technical and institutional capacity
is developed within each kiosk, responsibility for revenue and
operations will be gradually handed over until each kiosk is running
independently. By the end of the project, the network of RE Kiosks will
be a financially self-sustainable mechanism for the introduction,
distribution, management, and effective utilization of small and micro
RE technologies in Sumba.
POSITION SUMMARY:
The Local Team Leader, will be responsible for oversight and management
of activities noted above, in close coordination with Hivos and Winrock
senior leadership in Jakarta and DC. The Local Team Leader will develop
the project work plan and schedule, mobilize and oversee staff and
consultants, oversee and monitor day-to-day tasks and deliverables,
manage the Winrock budget, provide technical expertise and direction,
and liaise with Hivos, local NGOs, and stakeholders. This position is
only for Indonesian nationals.
LOCATION:
The position will be for Jakarta but a substantial part of the time will be spent in Sumba.
DURATION:
The project will run for two and a half years. The contract will be a
full-time contract for one year with option to extent till end of the
project.
RESPONSIBILITES:
- Lead and implement project scope in a proactive manner
- Identify and implement tasks and activities required for project success
- Provide technical direction and leadership
- Manage the overall schedule to ensure work is on time
- Manage the overall team to ensure tasks and responsibilities are clear
- Provide timely and helpful performance feedback to team members
- Facilitate a productive team environment
- Identify, track, manage, and resolve project issues
- Disseminate project information to all stakeholders
- Identify, manage, and mitigate project risk
- Ensure that project deliverables are on time and of acceptable quality
- Champion the project and promote buy-in
- Work effectively with an array of implementing partners
- Understand and navigate complex development environments
Skills, Knowledge, and Experience
- Bachelor’s or Master’s degree or equivalent in engineering, sustainability, natural resource management, international development, project management.
- 5 -10 years of relevant experience managing rural off grid renewable energy projects.
- Experience training and facilitating development of sustainable business models for local entrepreneurs.
- Experience working on major donor-funded projects.
- Experience working in rural communities.
- Experience managing technical and administrative personnel.
- Ability to build and maintain strong and effective relationships with multiple stakeholders.
- Exceptional communication skills, including writing.
- Team player and willingness to learn
- Fluent in English and Bahasa strongly preferred
