collecting the Longitudinal Livelihood Study
Background
The
Australia Indonesia Partnership for Promoting Rural Income through Support for
Markets in Agriculture (PRISMA) is a DFAT funded initiative aimed at being an
effective mechanism for embedding M4P in Indonesia. With the support of the Government of Australia, the program aims
to achieve a 30% increase in the net incomes of 300,000 male and female
smallholder farmers in eastern Indonesia by June 2017. It will work in a range of sub-sectors in
collaboration with farmers, businesses, government and civil society partners
to increased competitiveness of poor male and female farmers through (i)
Increased productivity; (ii) Improved business performance; (iii) A growing
share of an expanding market; and (iv) the continuous adoption of innovations
that contribute to productivity, performance, and market growth. The project works
at several districts in five (5) provinces of Eastern Indonesia: East Java,
Nusa Tenggara Barat (NTB), Nusa Tenggara Timur (NTT), West Papua and Papua.
PRISMA is
developing a rigorous system for monitoring and measuring results, based on the
DCED (Donor Committee for Enterprise Development) Standard. This will allow the
Program to routinely track the effectiveness of its interventions and estimate
their impact on the target group (i.e. farmers and rural businesses), through a
common theory of change across the program.
In addition
to this routine assessment we want to examine
the wider socio-economic effects of our interventions at the household level
using a longitudinal study.
This will strengthen our understanding of the
effectiveness of our interventions and contribute to the wider evidence base
about the efficacy of a market-oriented approach to poverty reduction, to
inform the decision making of key stakeholders such as DFAT and the Government
of Indonesia.
For three
sub-sectors PRISMA investigates how targeted farmers use their additional
agricultural incomes. This requires to follow selected members of PRISMA’s
target groups over several years (panel data) to collect information on their
household incomes and expenditure. The purpose of these longitudinal studies is
to help the Program assess and explain its focus on raising rural incomes. The
baseline data and report were completed in 2015, and the second wave of data
collection is due to take place from September-October 2016.
The three interventions and sub-sectors which will be examined are:
- “Promotion of Organic Certification in Coconut Sugar (Coconut EJ, Java Island, District. Pacitan)”,
- “Introducing Improved Breed of Pigs and Promotion of Commercial Pig Rearing (Pigs NTT, Flores Island, District Ngada)“
- “Promotion and use of improved/hybrid seed (Maize EJ, Madura Island, District Sumenep)”.
These
are three of PRISMA’s interventions that aim to increase the income of farmers.
The interventions are already being implemented.
Activity Purpose
Swisscontact
supports PRISMA with this research. The purpose of this research is to provide information
of second wave of the social-economic situation of PRISMA’s potential target
group and to see how additional agriculture income might change their
livelihoods. The second wave research will work from the baseline study results
completed in 2015. This requires the collection of data of different livelihood
aspects using an already designed questionnaire. The activity objective is to provide a service
to collect the quantitative and the qualitative household data for 3
sub-sectors. This data from the second wave in 2016 will be used to compare the
results from the baseline study in 2015 The
activity of research
will be undertaken in District Pacitan (East Java Province), District Ngada
(Flores Island/ NTT) and District Sumenep (Madura – East Java Province).
For
these purpose, Swisscontact is
looking for the research company to conduct primary data collection. The
research will be divided into three distinct parts (one for each sub-sector),
each with a different questionnaire, different deliverables (i.e. separate data
sets for each intervention) and different timelines. The research company should
conduct the data collection as per provided methodology and questionnaire. A
respondent list will also be provided, which are the same respondents from the
2015 baseline study. The quantitative and qualitative questionnaires include a
general part which is standardized for all sub-sectors as well as a specific
part for each sub-sector. For each sub-sector, 200 households will be
interviewed for the quantitative study which sums up to a total of 600
households interviews for quantitative data and 15 respondents will interviewed for the qualitative
study which sums up to at total 45 respondents interview for qualitative data.
Estimated timeframe
Enumerator training and data collection must take place
during September – October 2016. Based
on the performance of the research firm, the collaboration might be extended to
collect data in the following years.
Required
Qualification
- Strong experience in data collection for socio-economic studies especially in eastern part of Indonesia.
- Experienced in training enumerators for data collection.
- Have the resources required to conduct data collection, inputting and cleaning with STATA and excel.
- Experienced and able to conduct data collection using software or mobile/tablet application and mitigate data collection errors for a clean final dataset.
- Research team
should be willing to receive inspection and spot check from PRISMA.
Derivable
- The data collection should address the following Follow sampling plan and methodology.
- Provide enumerator training including a set of mock interviews using the data collection software/application.
- Provide enumerators speaking local languages where necessary.
- Provide project coordinator, supervisor of enumerator and editors
- Submit three datasets (raw and cleaned; for each subsector) for use in STATA/SPSS and Excel with code book of variable names and value labels 1 week after data collection.
- Soft copies of all completed questionnaires from the data collection software/application.
- Field report of data collection activities in English and Bahasa

- A proposal containing two parts:
- Technical Proposal comprising the description of implementation plan. The technical proposal should demonstrate understanding of research ethic, qualification of research team members and their CVs, as well as their roles in the research. The reseach company also describe their experience in conducting similar research, and financial and technical capacity.
- Budget Proposal comprising details of budget plan such as team member fees, transportation, stationeries and other research necessities.
