USAID Oceans Project Job Vacancy: Site Coordinator - Bitung Or Manado

JOB SUMMARY
The Site Coordinator will be the main USAID Oceans representative based in the learning site coordinating interventions, events, workshops and partners in Bitung/Manado, Indonesia. The Site Coordinator will maintain close collaboration and communication with the USAID Oceans implementation team and partners, and oversee day-to-day activities including the implementation of interventions by potential subcontractors and grantees at the learning site. The Site Coordinator will be based in either a local partner’s office or the fisheries agency, and shall report to the Chief of Party and Fisheries Management Specialist.
PRINICIPAL RESPONSIBILITIES AND TASKS
The Site Coordinator is responsible for:
  • Assisting USAID Oceans staff/consultants, subcontractors and grantees to develop and implement the learning site implementation strategy in Indonesia starting in 2016.
  • Supporting USAID Oceans and partners to ensure smooth coordination and execution of events, workshops, trainings and other interventions at the learning site in Manado/Bitung region.
  • Identifying and building a strong constituency of industry and non-government stakeholders to champion the CDT system and sustainable fisheries management, including gender equality, in the Manado/Bitung region.
  • Contributing to the development and management of public-private partnerships and dialogue mechanisms at the learning site, in collaboration with PPP Advisor and others partners, to support the CDT system implementation, sustainable fisheries management planning and gender-sensitive human welfare/capacity building activities.
  • Building awareness and support for testing and expanding the CDT system with key stakeholder groups in the learning site, including local government, seafood processors, fisher groups and associations, NGOs and universities.
  • Supporting USAID Oceans staff and subcontractors to collect secondary data to create a learning site profile with information on the fishery, value chains and human welfare issues.
  • Conduct or facilitate area level coastal resources management and fisheries management planning with the assistance of Fisheries Management Specialist and/or sub-contractors.
  • Monitoring site-specific fisheries management interventions with the assistance of Fisheries Management Specialist, and local subcontractors or grantees.
  • Organize and facilitate workshops, trainings and capacity building activities at the learning site in collaboration with USAID Oceans staff and sub-contractors to support local government, NGOs, and industry/fisher organizations to implement the EAFM and adopt CDT system.
  • Provide regular updates and report on the progress of learning site interventions to USAID Oceans, in person, by email and through progress reports as prescribed, including participation in weekly staff meetings by phone.
  • Collect, update, and maintain data for USAID Oceans’ performance monitoring system from the learning site.
  • Perform other tasks as required.

QUALIFICATIONS

  • Understanding of value chain, industry and SME development; smallholder, human welfare and food security issues; agriculture and/or economic and trade policy. Knowledge of fisheries management, the seafood industry, gender equality principles, and/or information communication technologies highly desirable.
  • Experience working with private sector or NGOs in the fisheries or agricultural sectors on environmental sustainability, social responsibility and community development is preferable.
  • Previous experience in coordinating fisheries/EAFM plan formulation an advantage.
  • A proven ability to work collaboratively with industry, government and non-government stakeholders in the learning site area.
  • At least an undergraduate degree in business, economics and other related fields; Postgraduate qualification preferable. 

  • Excellent communication, organizational and project management skills.
  • Excellent oral and written English.
  • Excellent skills in Word, Excel and PowerPoint.
  • Willing to spend approximately 30-40% of his/her time outside his/her home base and extensively local/site travel, although the amount of travel will vary based on workload.
  • Ability to work in a flexible, informal environment, nights and weekends when necessary and to take the initiative and work as part of a team as well as independently.
