in need. Since 1919, we have been fighting for children’s rights,
saving their lives and providing hope for brighter futures worldwide.
Save the Children’s programs in Indonesia is implemented by Yayasan
Sayangi Tunas Cilik. We currently work in eleven provinces,
have staff of approximately 300 local professionals, and programming in
Child Protection, Education, Health and Nutrition, Disaster Risk
Reduction, and Humanitarian Response. We are urgently seeking to fill
the following position:
Food Security and Livelihoods (FSL) Officer
1 position, based in Sumba Barat
Code : FSLO
ROLE PURPOSE:
The
Officer will be expected to lead on sectoral assessment, project
planning, coordination, and support fundraising,
recruitment and procurement, usually at district level and will be
responsible for directly supervising the Community Mobilizers.
The post holder will be expected to also mentor and/or build the
capacity of programme staff. In addition, the Officer will represent the
organization during community meetings and will ensure that strong
M&E systems are in place and results are integrated
throughout the project.
Dimensions:
Predictive models of Sea Surface Temperature (SST), a strong
predictor of the El Nino effect showed Indonesia as one of the countries
affected by the pronounced and prolonged
dry season. This prolonged dry season in 2015 has already impacted
water resources and agriculture which led to delays in planting, failure
harvesting main crops and generated significant loses for communities
and potential crisis.
BNPB-National Disaster Management Agency has stated that 102
districts are currently affected by drought and has prepared Rp75
billion to provide assistance including distribution
of water tanks and construction of reservoirs.
The prolonged dry spell created by El Nino has impacted one of the
poorest provinces with the lowest human development indicators,
NTT-Nusa Tenggara Timur, where Save the Children
is working in 6 out of 20 districts.
Following initial needs assessments, SC Indonesia is currently scaling up a response in West Sumba.
KEY AREAS OF ACCOUNTABILITY
- Responsible for FSL activity implementation in West Sumba district (based in the town of Waikabubak with frequent travel to the villages);
- Responsible for compilation of project information and sharing regular reports and updates to the FSL Advisor and Head of Sub Office ;
- Ensure appropriate beneficiary selection procedure and criteria are followed by Community Mobilizers and the project committees;
- Ensure any feedback from beneficiaries or target communities shared by Community Mobilizers are responded to appropriately or raised with the FSL Advisor or Head of Sub Office if needed;
- Oversee regular market monitoring in key target locations; analyze and share information to the FSL Advisor for timely decision-making;
- Coordinate with finance staff and security focal points in the Sub office on CTP and ensure that cash distributions are conducted timely and in line with SC security policies and procedures;
- Ensure Community Mobilizers understand post-distribution monitoring and market price monitoring tools and processes and check the quality of information collected regularly. Compile data and share with relevant staff in a timely manner

QUALIFICATIONS, EXPERIENCE AND SKILLS
Essential
- Minimum of Bachelor Degree in relevant fields;
- Organisation, management and negotiation skills;
- Good communication skills;
- Previous experience in implementing food security and livelihoods programs, preferably cash transfer programs;
- Previous experience in humanitarian setting, preferably with humanitarian organizations
- Prepared to work under pressure;
- Honest and motivated;
- Knowledge of the program areas;
- At least 4 years of previous experience managing people;
- Able to use Microsoft Office (Excel, Word, Power Point etc);
- Good command of English: speaking and writing;
Desirable
- Experience working on cash, voucher or other food security and livelihoods programming;
- Able to work with minimum level of supervision;
