USAID - IUWASH Vacancy: Training Module Development Specialist - Jakarta

The USAID Indonesia Urban Water Sanitation and Hygiene (USAID IUWASH) project is a 64-month program funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. USAID IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The expected results to be achieved arei in close collaboration with GOI: (a) 2,400,000 people in urban areas gain access to improved water supply; (b) 250,000 people in urban areas gain access to improved sanitation facilities; and (c) the per unit water cost paid by the poor in targeted areas decreases by at least 20%.

In support of the sanitation service chain, IUWASH is actively promoting the establishment and operation of Regular Desludging (Layanan Lumpur Tinja Terjadwal or LLTT), including capacity building  at central and local government level. Included in this is the development of a set of training material for technical and none-technical staff of Ministry of Public Works (National and Provincial_SATKER), local consultants hired by Ministry of Public Works/donor, local LLTT operators, local decision makers as well as staff of other donors supporting LLTT activities in non-IUWASH locations.   

IUWASH Long  and Short term staff are currently completing a LLTT handbook (Buku Pengembangkan LLTT) which will be used as the basis for the training modules and teaching plans for a series of trainings to be implemented in partnership with Ministry of Public Works in April 2016.

Correlation to IUWASH Outcomes
IUWASH provides assistance to selected cities in developing integrated management of domestic waste water services to support the following outcomes IUWASH:
  • HR4: To increase the capacity of people involved in Septage management (LLTT) operations
  • IC-5: Number of local governments implementing integrated sanitation and hygiene interventions that reflect their citywide sanitation strategic plans
  • IC-8: Number of sanitation management units established with policies, budgets and personnel
To achieve these outcomes IUWASH need high caliber incumbent to fill the positions of

The LLTT Training Module Development Specialist, based in Jakarta Office (LLTT/TMDS-JKT)
  • Available to start on March 2016
  • 2 months contract (March - April 2016)
Objective
The objective of this assignment is the development of an agreed set of training modules and teaching plans on the basis of the already develop LLTT handbook in support of increasing the planning and implementation of LLTT programs in Indonesia.
Scope of Works
The STTA will closely work with the IUWASH LLTT team members for delivering a set of comprehensive training materials and teaching plans. General tasks include:
  • Review available LLTT handbook + supplements
  • Prepare and agree on module and syllabus template format
  • Conduct regular consultation meetings with IUWASH team
  • Prepare draft training modules and syllabus
  • Conduct a review meeting with the IUWASH sanitation team
  • Conduct field test training (arranged by IUWASH and Ministry of Public Works)
  • Finalize the training modules and teaching plans
Duty Station, Reporting and Travel arrangements
The STTA will be mostly working from home, with occasional meeting at IUWASH Office in Jakarta and will directly report to the designated IUWASH. Travel arrangements and events within IUWASH regions will be arranged by IUWASH.

Remuneration
The STTA will be remunerated on the basis of an agreed daily fee rate in accordance to standard IUWASH procedures. Periodic requests for payment should be prepared and submitted by the STTA to the IUWASH PIC of this assignment. All travel and accommodation cost will be covered by IUWASH.

Required Qualifications and Experience
The Consultant should have an S-1 degree and minimum of 8 years’ of professional experience, working with governments in infrastructure development, capacity building and training within Indonesian sanitation sector.
