CARE International Indonesia Job Vacancy: Project Manager And Alliance Lead - Jakarta

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and enterprise & economic development.

CARE International Indonesia in Head Quarter Office-Jakarta is currently recruiting the following position for its project: 

JOB TITLE: PROJECT MANAGER and ALLIANCE LEAD (PM)
DEPARTMENT/PROJECT: PROGRAM/PfR
REPORTS TO: COUNTRY DIRECTOR 

JOB SUMMARY
The Project Manager and Alliance Lead (PM) will provide overall oversight to CARE Indonesia’s role in the PfR II alliance, as well as lead the broader PfR alliance and its partners in Indonesia. As such, this role has a duel responsibility – managing the implementation of the CARE components of the PfR II project in Indonesia, and leading the alliance partners in Indonesia as part of the wider, international PfR II alliance. S/He will be responsible for coordinating the overall PfR II project planning and implementation, as well as coordinating joint alliance activities, meetings and reports.

In terms of managing the CARE components of the PfR project, the PM’s work will include monitoring progress, including timeliness, effectiveness and economy of activities, contract management, including budget management, and key relationship building with partners, alliance members, national and local implementing partners, and other stakeholders including national and local government. In particular, the PM will be responsible for making every effort to ensure that CARE’s responsibilities, objectives and outputs as part of the PfR II project are achieved to a high standard of quality according to the log frame and budget, within the contracted project period, and in compliance with national laws, donor regulations and CARE policies and procedures. 

As the alliance lead, the PM will also be responsible for coherence and smooth co-operation in-country of the PfR II program; facilitate coordination of IRM Dialogue activities and Capacity Strengthening with the Country Team; represent the Country Team nationally; report on progress to CTNL; liaises with Programme Working Group (PWG) on identified issues; liaise with Thematic Working Groups; represents PfR in dialogues with embassy; and represent the PfR II Country Team in Regional Team to align strategy with other countries.

QUALIFICATIONS
  • Minimum of Bachelor in Management, Development, Social Studies, Environment, Communications, or other related fields; 
  • At least 10 years of experience managing projects of similar size, comparable complexity; 
  • At least 3 years’ experience at a similarly senior level of management; 
  • Experience working with a wide range of partners in project management, and engaging with a diverse group of stakeholders; 
  • Experience working with a development NGO in multi-cultural environment; 
  • Relevant knowledge and/or experience in disaster risk reduction, climate change adaptation, and ecosystem management restoration; 
  • Experience with the design, implementation, management and evaluation of programs; 
  • Experience in participatory planning and review techniques; 
  • Experience working in NTT or eastern Indonesia region; 
  • Ability to create and maintain a work environment that respects and promotes diversity, fully benefiting from each individual’s unique qualities, gender, ethnicity, background, age, culture, disability or lifestyle; 
  • Able to communicate clearly and sensitively with internal and external stakeholders as a representative of CARE including effective negotiation, facilitation and representation skills; 
  • An understanding of gender issues and gender-sensitive approach to programming; 
  • Capacity for sound operational decision making and proactive problem solving; 
  • Understanding and skills in relation to facilitating institutional development and organizational change 
  • Willingness to spend significant time in the field; 
  • Strong interpersonal skills; 
  • Ability to work with little supervision; 
  • Practical computer skills (Microsoft Office, Outlook, etc.); 
  • Ability to work independently as well as a part of a team in a cross cultural environment; 
  • Excellent communication skills, both written and verbal; 
  • Fluently spoken and written English.
