Deutschland e.V (ASB) is one of Germany‘s oldest and largest social
welfare organisations. ASB has over 200 offices in Germany and a
membership of 1.1 million. Core activities include the provision of
public medical and rescue services alongside an extensive range of
social service provision. Overseas, ASB‘s Foreign Aid Department
operates mainly in the fields of humanitarian relief, return and
reintegration, development and disaster risk reduction (DRR).
ASB
Indonesia and Philippines aims to build resilience through inclusive
and risk aware development. ASB has been working in Indonesia, in
partnership with the Indonesian Ministry of Home Affairs, since 2006. In
Indonesia ASB works directly with partners and communities, and in
support of government, to empower and build resilience through an
inclusive whole-of-community approach. The ASB Philippines Community
Resilience Programme was established at the beginning of 2015 and has
the specific objective of strengthening the resilience of communities
affected by Typhoon Haiyan via local partner led programming &
increasing inclusive-DRR practice across different levels (local to
regional). The Philippines programme is implemented through local
partner led projects and is remotely managed from Indonesia by ASB. A
key component of the work that ASB does across the region is
implementing and promoting inclusive risk aware practice. ASB is also a
founding member of the Disability Inclusive Disaster Risk Reduction
Network (DIDRRN).
PROJECT SUMMARY:
The "Institutionalizing Disaster
Preparedness and Management Capacity of BPBDs in Indonesia through Technical
Assistance and Training Teams" program (TATTs) is a USAID-funded
consortium project aimed at increasing disaster management capacity at the
sub-national level. Led by Mercy Corps Indonesia, the consortium includes
national and international civil society and private sector partners
encompassing disaster management professionals, academics and specialists in
inclusion and disability. TATTs project areas are eight provinces - Central
Java, East Java, West
Sumatera, Southeast
Sulawesi, Maluku, North Maluku, West Papua and Papua.
ASB is delivering and ensuring the TATTs
project is inclusive with particular concern for the inclusion of persons with
disabilities under the Sendai Framework for DRR. ASB’s role includes capacity
building on inclusion, mentoring on inclusion, remote support and supporting
the establishment of ‘Disability Service Unit’ (see PerKA BNPB No 14, 2014).
POSITION SUMMARY:
Responsibility
for oversight, to ensure quality delivery of project activities and outcomes, and
coordination of project
team and point of liaison for TATTs partners and other stakeholders.
Duties & Essential Job
Functions:
- Support and work closely with Programme Manager to ensure quality delivery in line with donor, partner (including government) and ASB expectations and contractual agreements.
- Ensure planning and compliance regarding activities, outputs (with due regard to outcomes) and financial compliance in close coordination with the Finance and General Affairs Manager.
- Representation of ASB to project partners, government and to other concerned parties including informal and formal coordination meetings, conferences and similar.
- Ensure project team adhere to ASB’s Code of Conduct, Standard Operational Procedures and Security Plan.
- Conduct regular budget planning, review and monitoring in close coordination with Finance and General Affairs Manager.
- Maintain full project documentation for ASB and partner reference.
- Ensure participation of key stakeholders in project and monitoring and evaluation activities with particular regard to participation and inclusion of potentially at-risk groups according to gender, age, disability and socio-economic standing. Also, pay due regard to individuals who may be impacted as indirect beneficiaries of project activities.
- Provide mentoring and actively contribute to staff development, capacity building and skills development.
- In cases any underperformance assist Programme Manager and project teams to seek suitable solution and to raise performance levels to expected high standards.
- Sharing of information, and key lessons learned, between and across ASB projects and inform projects of particular good and best practice examples to encourage and stimulate quality.
- Provide technical support regarding inclusion and education and training to project teams.
- Support and advise teams to ensure accurate reporting of project outputs and activities.
Output: The main outputs and verifiable
deliverables of the position are:
- The delivery of the above to ensure the quality of programming and to support the successful implementation of projects.
- Project outputs and activities delivered against indicators according to ASB and partner expectations and contractual obligations.
- Full documentation and filing of activities concerning project performance and mentoring activities conducted.
- Documentation and publication of best practices (electronic and print media).
- Notes and minutes of formal and informal meetings concerning project performance with project teams.
- Regular spoken updates to country director.
- The prompt reporting of underperformance issues and risks to the Programme Manager.
- To provide monthly summary reports of activities, issues and recommendations submitted to the Programme Manager and Country Director.
- Monthly work log and time sheet.
Qualifications /Requirement:
- Minimum 5 years of related experience project management.
- Excellent organizational skills and ability to work independently to deadlines.
- Excellent reporting skills required.
- Excellent project financial plannning, review and monitoring
- High level of analytical skills.
- Excellent communication and coordination skills.
- English language proficiency.
- Computer literate (minimum MS Office).
- Able to multi-task and work to achieve deadlines.
- Knowledge of disability and inclusion an advantage.
- Knowledge of inclusive and/or special needs education.
- Knowledge of disaster risk reduction an asset.
- Experience of working with government an advantage.
- Able to work under own initiative as well as within a team in a multicultural environment
