Background
The Global Green Growth Institute (GGGI) seeks to hire a REDD+ Jurisdictional Approach Expert to support their collaborative green growth program with the Government of Indonesia (GoI) especially in East Kalimantan (EK) in supporting the development of provincial level emission reduction initiative which will be proposed to Forest Carbon Partnership Facility Carbon Fund (FCPF-CF).
The Government of Indonesia is
designing a jurisdictional approach (JA) to achieve green development. Reducing
emissions from forested landscaped is a central part of this and all programs and activities that aim
to reduce emissions from deforestation and forest degradation are planned and
implemented within the existing jurisdictional structure to ensure a
comprehensive approach aligned with national system and international
reporting requirements and avoid the risk of displacement and reversals. The
Jurisdictional Approach brings the concept of REDD+ into the broader dialogue of
green growth and development.
GGGI is an international
organization founded in June 2010.
GGGI is dedicated to pioneering and diffusing a new model of economic growth,
known as “green growth”. This simultaneously targets key aspects of economic
performance, such as poverty reduction, job creation, social inclusion and
those of environmental sustainability, such as mitigation of climate change and
security of access to clean water. GGGI’s approach is particularly suited to
developing countries because it starts from broad-based progress in living
standards and growth. Since 2013, GGGI has worked in close collaboration with
the Government of Indonesia (GoI) in the GoI-GGGI Green Growth Program (GGP)
and supports GoI in forest and land-based mitigation.
The Jakarta office is offering a part
time consultant position to support GGGI’s sub-national work with EK
Government. The post holder will be based in Samarinda, to support the Regional
Climate Change Council/DDPI in the development of the Emission Reduction Project
Document in the framework of JA REDD+ implementation, for submission to the
FCPF-CF. The role will
involve extensive travel within the province as well as occasional travel to
Jakarta or districts in EK as needed. The position will have
dual-reporting lines to GGGI’s provincial and Jakarta offices.
Role overview
He/she will work together with DDPI and play an active role in prioritizing, scoping and designing the REDD+ JA activities in EK to be submitted to National Government (Ministry of Environment and Forestry) as Managing Entity on the proposed emission reduction program for FCPF-CF. The position is also expected to support other relevant program activities in EK in the land-based sector, such as identifying and facilitating the design of forest and land-based GHG mitigation concept notes, which will be further developed into proposals for submission to international forest and climate funds with a scope for PPP and private investment aimed to meet green growth objectives. He/she will work closely with government counterparts, especially the DDPI, forest and landuse agencies in EK. In addition, he/she will support GGGI’s capacity building efforts through workshop/FGD preparation.

Key responsibilities
- Assess current land management practices in EK in order to recommend improved and sustainable landscape management in light of the jurisdictional approach.
- Work closely with the DDPI and other provincial and district level governments in reviewing, prioritizing, scoping and designing of the appropriate REDD+ and green development initiatives in EK.
- Identify opportunities and challenges of forest and land-based GHG mitigation activities in EK which contribute to emission reduction and green growth goals more broadly.
- Support DDPI to organize a range of focus group discussions and/or workshops as needed related to developing and socializing measurement and accounting systems under a jurisdictional approach (MRV, safeguard, benefit sharing of revenues, etc.) and other aspects which contribute to the development of practical guidance to stakeholders to help shape REDD+ JA activities in the province.
The
position is expected work as part of the hybrid teams that GGGI has
established with each of our GoI counterparts at sub-national level. As a
supporting member of a small but diverse program team, he/she will have responsibilities
and need to be flexible and responsive to tight deadlines.
Skills and qualifications
- A Bachelors (preferably Masters) Degree in Forestry ideally with a focus on land-based sector development.
- Minimum 10 years of relevant experience, ideally with international organizations or NGOs, in analytical capacity.
- Excellent analytical skills on forest/land-based assessment tools.
- Ability to communicate complex green growth related issues in a clear and simple way to a diverse audience.
- Flexible, adaptive and able to carry out multiple activities to tight deadlines.
- Ability to deliver quality products independently with minimal supervision.
- Outstanding stakeholder engagement, government relationships, and consensus building skills.
- Engagement and policy experience with Indonesian government officials will be seen as an asset.
- A wide network with local governments, private companies, academicians and local CSOs will be seen as a strong asset.
- Good understanding of domestic/public and private investment flows will be seen as an asset.
- Working fluency in English.
