Under the direct guidance of the WHO Representative to Indonesia (WR) and as part of the WHO Country Office (WCO)-Indonesia team, the incumbent will have the following responsibilities:
- Provides strategic direction for and monitors implementation of the WHO country office program on HIV, hepatitis and STI, including preparation of the bi-annual program and budget proposals, and provides advice to the WHO Representative on country priorities and policies. Ensures close cooperation with other related areas and programs such as health system development, TB, expanded program on immunization, maternal and child health, laboratory/diagnostic services, pharmaceuticals, health education, research promotion, and development of human resources for health.
- Participates with the national authorities (in particular the MOH but also the National AIDS Commission) in developing and reviewing plans and activities to strengthen HIV, hepatitis and STI surveillance and strategic information, prevention, and management including in particular technical support for the planning, monitoring and evaluation of GFATM HIV related grants.
- This involves advice on the analysis of specific health and health resources situations (including surveillance data), the definition of priorities, identification of priority populations and geographical areas, and development of projects to inform national policy and guidelines. Ensures leadership and facilitation of multilateral, bilateral, national and civil society partnerships, and monitoring and evaluation of collaborative activities.
- Within the context of the Continuum of Care, the Strategic Use of ARVs and the Universal Health Coverage policies and plan implemented by the GoI, specifically provides strategic technical support to MOH and its partners in the operational expansion of relevant key services of HIV, hepatitis B, C, STI screening, expansion of HIV-testing and effective linkages of PLHIV to early treatment and retention in particularly with priority focus among TB/STI patients, TB/HIV and HIV-hepatitis co-infection management and with attention to key populations such as men who have sex with men, sex workers, and prevention of mother-to-child transmission of HIV, congenital syphilis and hepatitis B.
- Provides updates on WHO HIV, hepatitis and STI strategies and guidelines to relevant departments of the Ministry of Health and promotes policy dialogues on program areas that require change/innovation in program implementation.
- Support and advises implementation research on innovative strategies to inform national policies and guidelines for the surveillance, prevention and management of HIV/AIDS, viral hepatitis B and C and other STI and documents and shares experience and lessons learned from Indonesian good practices on service delivery.
- On behalf of WHO participates in relevant technical coordination forums such as the HIV Technical Working Group, the UN Joint Team on HIV/AIDS and provides support and coordination to HIV/STI related work in other UN mechanisms as required.
- Performs other duties as needed.
- Essential: University degree in medicine or related field in health sciences and postgraduate degree in epidemiology, public health or related discipline.
- Desirable: Postgraduate studies or training in clinical or epidemiological research an advantage.
- Very good knowledge of HIV and STI surveillance, prevention and management. Sound knowledge of hepatitis
- Very good knowledge of WHO policies, programs and activities in the relevant areas of HIV, STIs, and hepatitis as well as a sound understanding of Heath Systems functioning
- Skills in health policy planning, monitoring, evaluation and implementation research for HIV/AIDS and STI programs in low or middle-income countries
- Sound knowledge of working in HIV/AIDS and/or STI programs
- Skills in resolving complex issues with political and socio-cultural implications.
- Health planning at operational, sub-national, and national levels, with political and technical elements;
- Capacity building through multiple methods, including training, mentoring and example setting;
- Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct;
- Ability to demonstrate gender equity and cultural appropriateness in the delivery of services
- Very good communication and presentation skills.
Essential:
- At least 10 years of professional experience, including considerable experience obtained in an international context, in management of public health programs, particularly on HIV/AIDS, and/or STI program planning, monitoring, evaluation and surveillance.
- Knowledge and experience of working in international organizations in low and middle-income countries with proven experience in partnering with national, regional and international counterparts, including managing multi-agency efforts and resource mobilization.
- Experience in HIV and STI prevention and treatment programs in the Asian context an asset.
- Knowledge and experience of working on viral hepatitis prevention and control.
- Excellent knowledge of spoken and written English
