Tanoto Foundation is a not-for-profit foundation which strives to be a center of excellence for facilitating and improving access to quality educationand to empowerment opportunities that contribute to poverty reduction. The Foundation currently runs a number of philanthropic programs in Indonesia ranging from scholarship, teachers training, school improvement programs, research support, to small business development. Tanoto Foundation is currently looking  for a Early Childhood Education Program Officer (based in Jakarta) and Regional Project Officer for North Sumatra (based in Rantau Prapat).

Early Childhood Education Program Officer

Job Summary
The Early Childhood Education Program Officer (ECE PO) will be supporting the implementation and management of entire Early Childhood Education (Pendidikan Anak Usia Dini/PAUD) Program in Jakarta under overall guidance of Pelita Pendidikan Program Manager and Management of Tanoto Foundation, and in collaboration with the Regional Program Manager and other Specialist.

Early Childhood Education Program is a new initiative of Tanoto Foundation under Pelita Pendidikan program, which has just started in 2013. This position will provide overall supports of PAUD (Early Childhood Education) program activities, including but not limited to, facility-based quality assessment, infrastructure improvement, capacity building for caregivers, and improvement of operations-management of the facility for sustainability purpose. In general, the ECE PO will be responsible for, developing and managing PAUD Program in Jakarta, conducting supervision – technical assistance and facility visits to monitor the program, coordinating training activities (externally and internally), ensuring quality of the training program achieved, conducting and maintaining excellent networks relationships with external stakeholders in Jakarta and National level, monitoring and evaluation activities, and strengthening branding of Tanoto Foundation in the areas/sites.

Responsibilities:
Program Design and Development
  • Under supervision of Pelita Pendidikan Program Manager (PPPM), to design and develop implementation strategy of Tanoto Foundation PAUD program in Jakarta that aligns with vision and mission of Tanoto Foundation, including but not limited into access to PAUD facility, quality of education in PAUD, and the system that enabling long-term sustainability of PAUD facilities.
  • Responsible to quality improvement of caregivers capacity that suitable with Tanoto Foundation implementation strategy, including but not limited to: 
    • Conduct assessment on current condition of caregiver’s capacity and competency within implementation areas to identify needs and design training dan technical support for caregivers 
    • Conduct desk review on best practices in caregiver’s training, from national level (MOEC, national training providers, Private training providers), international level (International Organization/Agency, international Publication, etc) 
    • Coordinate trainings into targeted groups/schools, including planning and organizing training/technical support, and identifying training facilitator/consultant for the training/technical support.
    • From time to time, evaluate the modules/manuals to fit in into dynamic changes within education sector in Indonesia (Curriculum, Long-term Education Policy, Government Strategy focus, etc) 
    • Identify authorized agency to measure (certify) the competency of caregivers and link the supported caregivers to obtain competency assurance 
    • Promote access to external training or advanced education, including sponsorship, to advance the competency and capacity of caregivers for PAUD sustainability
  • In collaboration with Program Specialists (Teacher’s Trainer, Environment, Construction, and PAUD Specialist), developing strategy that comprehend multi-focused/thematic issues that aligns with the Tanoto Foundation implementation strategy, including but not limited to: 
    • Improve PAUD facilities to meet minimum standard of services as per government regulation and policy, and monitor the construction and maintenance of PAUD facilities, 
    • Provide inputs and insight into other program component related to modules/manuals/training strategy that will be delivered in the program, 
    • Incorporate issues/focused key message from other program into teacher’s training and how to apply it into daily teaching and learning activities
Program Implementation and Quality Assurance
  • To be responsible in implementing/coordinating teacher’s training program according to the implementation strategy of Early Childhood Education Program. 
  • To be responsible in monitoring and evaluation the output and impact of the training as stated in TOR, including ensuring the training content is delivered and the beneficiaries is satisfied.
  • To ensure the quality of training activities and the content of the training is aligning with implementation strategy, and focused of program objectives.
  • In coordination with PPPM, to ensure that all training schedule is well coordinated with Training Specialist and/or External training providers; which the timeline is planned and delivered according to the work plan. 
  • To manage the administration and legal affairs to enable the renovation/construction of PAUD facilities and execution of training/technical support to caregivers/teachers
Monitoring and Evaluation
  • In collaboration with M&E Unit, developing monitoring and evaluation tools for impact on teacher’s training programs and other interventions.
  • To make sure that the result of the training is implemented by the teachers and ECE Facilities (post-training activities) including providing a regular mentoring to the teachers and partner facilities. 
  • To support the development of impact evaluation tools of the program and impact evaluation activities, if required.
  • Periodically submit monitoring result to PPPM regarding improvements of PAUD Program in Jakarta, based on monitoring tools developed.
Others
  • Perform other relevant duties as reasonably assigned by the immediate supervisor or Management of Tanoto Foundation.
  • Support the process of the following projects:
    • Identification of Human Interest Stories and/or other inspiring stories to be submitted for to Corporate Communication Department.  
    • If required, collecting baseline and needs assessment data for a new program initiative (daycare center/Early Childhood Education), Pelita Pendidikan and RGE Schools.
Duty Station and working condition:
Early Childhood Education Program Officer will be based in Tanoto Foundation Jakarta Office, with extensive to travel onsite to ECE facility partners in Jakarta.

QUALIFICATIONS
  • Minimum of Bachelor Degree majoring in Education Program or any other relevant education background that matches with Program from reputable university.
  • A minimum of 5 years experience working in humanitarian or social business (NGO/INGO), with experience in managing Early Childhood Care and Development/Education program will be advantageous.
  • Experience in large-scale program (both coverage and budget management) would be advantageous.
  • Has familiarity to develop program frameworks, understand project cycle, and ensure the implementation of program.
  • Proven experience in liaisons with stakeholders and counterparts. Having expertise/experience in monitoring and evaluation of education program or other programs would be advantageous.
  • Demonstrated ability to achieve results, including team building – could work independently and as team player
  • Strong communication skills, diplomacy skill and attentive to detail
  • Ability to communicate in English (both oral and written) is desirable.
  • Able to do multi-tasking, working in high pressure to meet results, working with minimum supervision and multi-cultural environment.

Regional Project Officer North Sumatra (School Improvement Program)

Job Summary
The Regional Project Officer (RPO) will be supporting the implementation and management of Pelita Pendidikan Program and Improvement Program of RGE Schools under overall guidance of Pelita Pendidikan Regional Project Manager and Pelita Pendidikan Program Manager.

Pelita Pendidikan is a multi-year school development program currently implemented in several provinces of Sumatra. This program has been implementing since 2010 and now entering 2015 of implementation periods. The RPO will provide overall supports of Pelita Pendidikan, RGE Schools and other Tanoto Foundation Program, including but not limited to, managing programs within responsible areas/sites, communication and coordination with BU/BG, Counterparts and Beneficiaries; Monitoring and Evaluation activities, and strengthening branding of Tanoto Foundation in the areas/sites.

Responsibilities:
Program Management and Implementation Support
  • Supporting and taking responsibilities for the on-going Pelita Pendidikan program implementation in their working areas/sites, including, but not limited to: 
    • Preparing and processing proposals from schools for Pelita Sekolah Ramah lingkungan, Pelita Sekolah Aman & Pelita Sekolah Sehat components, 
    • Taking a lead in processing agreements between the schools and Tanoto Foundation for all Pelita Pendidikan program components, to be submitted to Jakarta for approval and signatures, 
    • Coordinating, organizing and managing all training and other activities that are implemented within their operational sites. 
    • Mentoring the application of training knowledge and coordinating with the relevant Program Specialist for following up and/or managing the challenge 
    • Conducting regular monitoring and evaluation on the output and impact of training or other intervention under the Pelita Pendidikan Program for further analysis and decision making process 
    • Ensuring the program implementation, program reporting, program budgeting and program monitoring and evaluation is in line with the approved SOPs, checklists, action plans, and schedules. 
    • Liaising with other departments/stakeholders/counterparts within the Tanoto Foundation especially BU/BG staff, and with relevant service providers to ensure timely activities is implemented. 
    • Preparing work plan of activities within responsibilities sites according to the needs, and ensure all documentations for running the activities are well prepared according to the schedule.
  • Supporting the implementation and documents collection for application of Beasiswa Guru Pelita Pendidikan (Tanoto Teachers Scholarships), including but not limited in identifying scholarships candidates from intervened schools, collecting documents and ensuring the documents are in compliance with the requirements, checklists and other forms as needed.
  • Supporting the following activities: 
    • Identification and drafting Human Interest Stories and/or other inspiring stories to be submitted to Corporate Communication Department (for media communication purpose) 
    • Collecting baseline and needs assessment data for a new program initiative (daycare center/ 3Es in Asian Agri), Pelita Pendidikan and RGE Schools.
Supports to RGE Schools Initiatives
  • Supporting ongoing RGE Schools Initiatives in the field, in coordination with School Based Coordinator at Jakarta, which requires supports from field officer, including but not limited to: 
    • Liaising with RGE Schools located in the area where the RPO works, always involving RGE Schools Teachers in trainings and other activities of Pelita Pendidikan. 
    • In coordination with Regional Project Manager and Program Specialist, monitoring and identifying bottle neck, challenges and constraints of RGE Schools initiatives in the field, and discussing the findings with Program Manager and School Based Coordinator in Jakarta.
Documentation and Asset Management
  • Supporting the development of all documentation, including regular progress report, within Pelita Pendidikan Program, including, but not limited to:
    • Technical and Narrative reports of Pelita Pendidikan Program at Provincial and District Level, that should be developed in a systematic filing and documentation system.
    • Agreement and other legal documents, with Partners and counterparts in field.
    • Any other documents as required to be filled and documented.
  • In coordination with FFAO in the field, and Pelita Pendidikan Staff (Jakarta and Field), actively reporting and updating condition of Pelita Pendidikan assets in possession at regular basis.
  • Documenting the impact of the program through  the human interest story on the success and challenges faced by the beneficiaries (including presenting the pictures) and communicating the impact findings to Corporate Communication Unit
Others
  • Perform other relevant duties as reasonably assigned by the immediate supervisor or Management of Tanoto Foundation.
Duty Station and working condition:
The Regional Project Officer will be based in Tanoto Foundation North Sumatra Regional Office in Rantau Prapat, and within designates area/site, with frequent travel to other area/site as required.

QUALIFICATIONS
  • Minimum of Bachelor Degree from reputable university, preferable majoring in education back ground, – a Post graduate would be advantageous.
  • A minimum of 3 years experience in project management, experience in large scale program  (both coverage and budget management), INGO/NGO would be advantageous.
  • Having previous experience in Education program implementation in rural area (such as Decentralized Basic Education/DBE, a USAID funded project), would be advantageous.
  • Previous experience in liaisons with stakeholders and counterparts, monitoring and evaluation would be advantageous.
  • Demonstrated ability to achieve results, including team building – could work independently and as team player
  • Knowledge and experience in Project Management is highly desirable
  • Strong communication skills, ability to communicate in English (both oral and written) is good.
  • Able to do multi-tasking, working in high pressure to meet results, working with minimum supervision and multi-cultural environment.
  • Willing to be placed in very remote areas with minimum facilities and supervision.
  • Able to use computers and MS Windows Applications (MS Word, MS Excel, MS Power Point)
  • Willing to travel to project sites as required.
