KINERJA USAID Job Vacancy: Public Service Oversight Specialist - Jayapura, Papua

KINERJA Project, a local governance program funded by USAID focusing on providing service delivery in the areas Education and Health is currently looking for Public Service Oversight Specialist according to the scope of work below. Position: Public Service Oversight Specialist
Duty Station: Jayapura, Papua

General Description of Position
The Public Service Oversight Specialist will be responsible for leading in the development of the capacity of Papua interest groups and elected councils (as required) to mobilize demand for improved services delivered by local governments, with a focus on education and healthcare in four targeted Districts in Papua (Kota Jayapura, Kab Jayapura, Kab Jayawijaya, Kab Mimika). S/He is mainly responsible for the related outcome: functional, engaged and sustainable Multi Stakeholder Forums/MSFs operate at SDU and district level to monitor and advocate for improvements of health services with substantive engagement of men and women. Using existing tools and mechanisms as well as exploring new opportunities, the Public Service Oversight Specialist will primarily focus on demonstrating cost effective applications of these techniques in the pilot sites, documenting the applications so that they can be readily replicated, and expanding the network of experienced service providers.

Duties and Responsibilities
  • Lead the development of the capacity of district and provincial interest groups and elected councils to mobilize demand for improved services delivered by local governments, with a focus on education, healthcare and economic development. 
  • Assess existing tools and mechanisms as well as explore new opportunities. The Public Service Oversight Specialist will primarily focus on demonstrating cost effective applications of these techniques in the pilot sites, documenting the applications so that they can be readily replicated, and expanding the network of experienced service providers.
  • Provide capacity building to civil society groups and local councils (as required) to encourage forums for regular dialogue between civil society groups and local service providers
  • Provide capacity building for the multi stakeholder forum to conduct complaint survey and to promote service charters and/recommendations to service providers /related SKPD, including provision of oversight to the implementation of service charter. This task include provide capacity building and support to district level staff in revitalizing and strengthening Dewan Pendidikan at District level and  to Implementing Organization in establishing Expanded School Committee at village level 
  • In collaboration with Media Specialist, Support the establishment or strengthen complaint handling mechanisms using SMS Gateway and the utilization of media products and media channels as part of civil society and multi stakeholders engagements 
  • Assist with the development of materials, training programs and technical expertise with subject areas in demand by local governments, civil society organizations or local councils.
  • Work with national CSO networks and government training institutions to disseminate successful programs.
  • Identify and support service providers and local organizations in developing grant proposals.

This position reports to the Governance and M&E Advisor

Qualifications required
  • Master degree plus 7 years or Bachelor degree plus 15 years relevant experience, highly desirable with Papua experience 
  • High-level understanding of the complexities in civil society and local councils strengthening, and good understanding of Papua environment/context 
  • Deep knowledge of training institutes and CSOs in the field of public oversight. 
  • Demonstrated managerial and administrative skills. 
  • Indonesian and English fluency required. 
  • Strong oral/written communication skills and ability to communicate at multiple levels in the organization. 
  • Strong planning, organization and problem solving skills. 
  • Strong presentation and facilitation skills. 
  • Ability to build effective relationships with all clients, peers, and stakeholders. 
  • Ability to work hands-on, independently, and within team in difficult work environment
