Description:
FHI 360 is currently recruiting for the position of Grants Manager for the upcoming USAID/Indonesia BERSAMA Gender-based Violence Eastern Indonesia project. The purpose of this project will be to reduce gender-based violence in targeted districts in Eastern Indonesia by generating demand for more and better services to combat GBV. Illustrative activities could include capacity building of NGOs and women’s groups to better advocate for services; increasing the awareness of the problem of GBV in Eastern Indonesia, and improving the ability of CSOs and legal providers to assist victims of GBV.
The Grants Manager will oversee the management and implementation of the grants component of this anticipated project. S/he will be responsible for setting up and managing the program grants management system and oversee training to program staff and grantees on grants policies and procedures. The Grants Manager will be responsible for supervising a team of Grant Coordinators and providing grant management capacity building support to project staff and grantees. FHI 360 anticipates that the Grants Manager will be based in Jayapura, Papua but with project-funded travel to other parts of Papua and Jakarta, Indonesia. This position is contingent on project funding.

Job Summary / Responsibilities:
- Draft and review sub-grants, sub-grant budgets, grantee programmatic and financial reports, and grant payment documentation
- Contribute to work plans, donor reports, success stories, and other deliverables
- Maintain accurate and complete files of small grants documentation
- Review small grant activities for compliance with USG rules and regulations, as well as FHI 360’s policies
- Provide procedures and policy guidance and interpretation for program staffers as well as sub-grantees to ensure adherence to grant management procedures
- Analyze and evaluate grant applications, proposals, and awards to ensure adherence to grants management procedures
- Ensure proper negotiation of terms and conditions for sub-grants
- Ensure post-award management in accordance with relevant regulations, including but not limited to reporting, audits, etc. in accordance with USAID and Program directives, policies, and procedures.
- Oversee procurements for in-kind grants and project operations
- Oversee grant-making process from start to finish
- Ensure that the grants to local CSOs and any other grantees are implemented as per program objectives, design, and USAID sub-grant regulations
- Design and oversee the issuance of RFAs
- Supervise a team of Grant Coordinators and work with them to design and deliver grant management technical assistance
Qualifications:
- At least 10 years of experience successfully managing complex donor-funded grants programs, with USAID program experience preferred.
- Experience working in Papua, Indonesia strongly desired.
- Bachelor’s degree in accounting, business administration, financial management, international development, or similar field required with a master’s degree strongly encouraged.
- Demonstrated skills in effectively working, coordinating and negotiating with local institutions and organizations, donors, other USAID projects, U.S. embassies, and partners.
- Ability to manage USAID agreements and all required reporting requirements.
- Ability to design and implement strong internal grant control processes.
- Fluency in Bahasa and English required.
