PROJECT DESCRIPTION
The
Indonesia Prioritizing Reform, Innovation, Opportunities for Reaching
Indonesia’s Teachers, Administrators, and Students Project (PRIORITAS)
is a 5-year project (2012-2017) funded by the United States Agency for
International Development (USAID). The USAID PRIORITAS project in
Indonesia focuses on capacity building and quality improvements for
teacher training institutions (TTI) and pre-service
teacher training providers. The USAID PRIORITAS will build the capacity
of MONE, MORA and pre- and in-service teacher training organizations to
coordinate; plan and train The USAID PRIORITAS will support teaching
improvement at the primary and junior secondary
level, especially in early grade reading (EGR), math and science. The
USAID PRIORITAS will strengthen provincial, district and local training
for improved school governance and management of financial and human
resources, so that these resources will directly
support learning outcomes and will ensure that staff development can be
sustained. The USAID PRIORITAS will work to strengthen TTI capacity
through programs which address the needs of curriculum and course
content, training lecturers in improved pedagogy and
strengthening teacher practicum courses.
SUMMARY:
The
Teaching and Learning (T//L) Operations Manager will manage the
administrative and financial needs of the provincial office
for the project. These duties will include: budgeting, procurement
oversight, records management, meeting and travel coordination and
scheduling, as well as tend to other office logistical needs. S/he will
be responsible for preparing timely and accurate financial
reporting and assisting in the preparation of monthly financial
spreadsheets, cash flow forecasts, data entry, corresponding with
vendors as appropriate, and ensuring the office follows EDC and USAID
financial procedures. This position reports to the Teacher
Training Institute (TTI) Development Specialist in the province. The
Senior Finance Manager in Jakarta will supervise and guide the
Operations Manager’s financial/operations activities. This position is
located in Serang,
Banten, Indonesia.
ESSENTIAL FUNCTIONS:
FINANCE and
OPERATIONS
- Manage finance and operations support to EDC PRIORITAS employees in provincial office;
- Supervise the Accountant Assistant in Provincial office
- Monitor budget in each provincial office
- Manage the provincial bank account
- Lead EDC Accounting functions in provincial office; prepare monthly finance reports, bank reconciliations under supervision and coordination by the Senior Finance Manager in Jakarta.
- Ensure accurate and timely software data entry
- Complete accurate weekly cash forecast requests based develop on programmed expenditures
- Prepare and input all financial information in relation to EBAR and travel tracking at province level
- Assist with scheduling, planning and organizing project activities.
- Work closely with technical staff to develop Activity Fund Request for provincial workshops
- Implement approved activity workshop budgets including procurement of goods and services, venue preparation, personnel and financial requirements.
- Assist in the location of participant personal data required for reporting and service provider payment where applicable.
- In collaboration with the technical team, ensure successful workshop program implementation through attendance at major events.
- Handle and coordinate provincial office logistical and procurement functions.
- Review TTI Coordinator invoices before approved by TTI Development Specialist and submit to Jakarta Office.
- In cooperation with technical staff, review travel requests, travel advances and expense reports prior to approval.
- Maintain communication with EDC’s Jakarta office to brainstorm problem resolution options and improve processes;
- Ensure compliance and adherence to all donor regulations and procedures
- Monitor provincial personnel compliance to policies and procedures and the implementation of necessary disciplinary actions or recognition of merit;
- Monitor travel coordination for provincial staff
- Maintain hard copy files, including any EDC inventory where necessary
- Occasional domestic travel may be required based on project needs. Weekend work may be required.
HUMAN RESOURCES
- Ensure HR regulations are consistently administered in compliance with EDC policies and local government regulations;
- Follow and ensure application of EDC’s HR procedures;
- Maintain record keeping systems;
- Maintain confidentiality for sensitive Human Resources issues or projects;
- Collect monthly timesheets and ensure timely delivery to Jakarta office
- Any other duties that may be assigned by the TTI Development Specialist and/or the Senior Finance Manager
QUALIFICAITONS AND REQUIREMENTS
- Bachelor's Degree or equivalent with 6-7 years in operations management experience with international projects;
- Experience working with USAID funded projects preferred;
- Knowledge of generally accepted accounting principles and practices;
- Successful experience working in a diverse, face-paced environment;
- Excellent computer skills including MS Office programs, advanced skills in Excel and Quickbooks preferred;
- Excellent written and oral communication skills;
- Fluency in Bahasa Indonesian and English required.
