The
USAID Indonesia Urban Water Sanitation and Hygiene (USAID IUWASH)
project is a sixty-month program funded by the United States Agency for
International Development (USAID) and implemented under the leadership
of DAI. USAID IUWASH works with government, the private sector, NGOs,
community groups and other stakeholders to improve access to safe water
supply and sanitation in Indonesia’s urban areas.
The expected results
to be achieved are:
- Two million people in urban areas gain access to improved water supply;
- 250,000 people in urban areas gain access to improved sanitation facilities; and
- the per unit water cost paid by the poor in targeted areas decreases by at least 20%.
- Mobilizing demand for water supply and sanitation service delivery,
- Improving and expanding capacity for water and sanitation service delivery, and
- Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
IUWASH is
now seeking the engagement of a qualified Service Provider for comparing
costs, construction efforts, and treatment efficiency of about six
selected types of household septic tanks. Field sampling and the
analysis of waste water qualities will be conducted in close
collaboration with a certified laboratory.

The
objective of this assignment is the analysis of the treatment
efficiency of selected types of household septic tanks, including a
comparison of associated costs and construction efforts. The results of
the evaluation will be compiled in a comprehensive evaluation report for
providing guidance on septic tank options in consideration of costs,
construction efforts, and treatment efficiencies.
SCOPE OF WORKS
Works will include (i) preparation of a waste water sampling plan, (ii) evaluation of septic tank costs, construction efforts, and maintenance requirements, (iii) evaluation of waste water sampling results, (iv) compilation of a comprehensive evaluation report, and (v) dissemination of results to PPLP of KemenPUPR.

Specific tasks of this assignment include:
The key deliverable is a comprehensive evaluation report that describes the key outcomes of the five specific tasks, as outlined under the scope of work. The report shall be delivered in three stages, including an outline at the beginning of the assignment, draft, and the final version. The acceptance of the evaluation report at each stage is subject to IUWASH review and approval.
- Preparation and implementation of a waste water sampling plan
- Selection of representative types of septic tank (estimated six distinctive types) and locations (estimated 5 locations for each selected type of septic tank) in close collaboration with the national urban sanitation specialist and the regional BCC specialists on the basis of a agreed selection criteria. The septic tanks should be in use for at least 6 months, should treat black and grey household waste water, and should have not less than 4 and not more than 6 users.
- Prepare water sampling parameter in compliance with national effluent standards, in close collaboration with the national urban sanitation specialist and in consultation with PPLP of KemenPUPR.
- Prepare, in close collaboration with the national urban waste water specialist, scope of works (SOW) and support the assignment of a certified laboratory for the implementation of waste water analysis for selected parameter.
- Identify a qualified person for implementing field sampling for an estimated amount of 30 septic tanks in three IUWASH regions. Agree on sampling methodology, documentation, sampling locations, and time schedule. Include simple user questionnaire and measurement of volume of accumulated sludge.Coordinate, in close collaboration with the urban sanitation specialists and the concerned regional BCC specialists the sampling schedule and BCC support required during sampling.
- Coordinate between the assigned laboratory and the assigned person in charge of field sampling appropriate procedures and schedules.
- Evaluation of septic tank costs, construction efforts and maintenance requirements
- Closely collaborate with regional urban sanitation specialists and BCC specialists for evaluating the specific construction and possible maintenance costs of selected types of septic tanks, comprising cost of materials and labor. Present results in a matrix format. The cost of each septic tank type will be provided by the IUWASH to the STTA.
- Closely collaborate with regional urban sanitation specialists and BCC specialists for evaluating construction efforts, in particular comparing time and labor requirements of “in-situ” and “pre-fab” septic tanks.
- Assess and document maintenance requirements for each type of septic tank.
- Evaluation of waste water sampling results
- Verify lab results in close collaboration with the appointed laboratory.
- Determine treatment efficiency for each selected type of septic tank on the basis of sampling results; describe pattern (max/min/mean) and provide conclusions on treatment efficiencies of each selected type of septic tank.
- Identify those types of septic tanks that comply with national effluent standards.
- Compilation of a comprehensive evaluation report
- Present sampling methodology and sampling results for each selected type of septic tank.
- Present comparison (matrix format) of each selected type of septic tank, comprising: costs, construction efforts, treatment efficiency, and overall cost-benefits.
- Select septic tank types that comply with Indonesian effluent standards and describe in detail, in close collaboration with the national urban sanitation, relevant technical specifications, size and space requirements, costs, construction efforts, treatment efficiency, and maintenance requirements.
- Prepare rating and make recommendations on preferred types of septic tanks on the basis of performance results and a cost-benefit analysis.
- Dissemination of results to PPLP of KemenPUPR
- Present draft evaluation report to PPLP of KemenPU, seek technical inputs and recommendations, and make adjustments as required.

The STTA will work in the IUWASH Project Office in Jakarta. Required traveling within Jakarta and/or to other cities will be arranged by IUWASH. The STTA will report to the National Sanitation Coordinator (PIC) and the Senior Sanitation Advisor.

Required Qualifications and Experience
A proven track record in wastewater chemical analysis, a minimum of a PhD in water quality analysis or related field, and at least 20 years of relevant sector experience.
