Indonesia signed the Climate Change Convention (UNFCCC, United Nations Framework Convention on Climate Change) in Rio in 1992, which was then ratified in 1994 through Law no. 6/1994. Under this framework, Indonesia, which is a non-Annex 1 country, is committed to fully implementing the convention. Under one of the requirements of the convention, Indonesia has to report its activities aimed at addressing the climate change to the UNFCCC through the National Communication on Climate Change.

The National Communication contains information on national circumstances, GHG inventory and projection, mitigation action plan (including related cost, expected funding and relevant policies), vulnerability and adaptation assessment (including action plan for adaptation, related costs, expected funding and relevant policies), institutional arrangement, and plan for improvement of future national communication.

This Enabling Activity project will assist Indonesia to prepare the 1st Biennial Update Report (BUR) and Third National Communication (TNC) to the UNFCCC. The objective is to cover the annual GHG Inventory for 2000-2012 for the BUR and 2000-2012 for the TNC, focusing on sectors/ gases that have significant shares of greenhouse gas (GHG) emissions and/or present a large degree of data uncertainty. The progress on the implementation of national mitigation actions and their effect on emission reduction will also be reported. Regional climate models and downscaled global models will be developed to reduce the uncertainties in vulnerability and adaptation assessments for different sectors. Indonesia’s description of national circumstances will be updated as well. Finally, the project will continue to build institutional capacity for implementing the Convention and to undertake activities related to climate change education and awareness.

With the integration of BP REDD+ into the Ministry of Environment and Forestry, there is an urgent need to strengthen the capacity of the Ministry in term of REDD+ and to ensure smooth technical knowledge transition from the BP REDD+ into the Ministry. REDD+ plays an important portion in the BUR and TNC as crucial part of the mitigation action plan from land based sector. To ensure a successful output delivery of TNC project particularly in relation to land based mitigation and GHG inventory issue, a Technical Officer REDD+ will be hired.

The position of Technical Officer REDD+ will be located primarily in TNC Project Office under the supervision of the National Project Coordinator (NPC) and overall guidance of Head of Mitigation Working Group. The Technical Officer for REDD+ will be responsible for providing technical assistance and support to the Ministry of Environment and Forestry in the areas of planning and implementing of REDD+ Roadmap, including national forest inventory system, mapping, institutional strengthening, strategic partnership, and capacity building.

Duties and Responsibilities

Functions/Key Results Expected 

Summary of Key Functions:
  • Ensuring effective implementation and monitoring of REDD+ Roadmap;
  • Ensures creation of strategic partnerships and support to the implementation of REDD+ Roadmap and
  • Facilitation of knowledge building and awareness on REDD+;
1. Ensures implementation of REDD+ Roadmap focusing on achievement of the following results:
  • Provide technical guidance and advice on the development and implementation of the national forest inventory to support the national forest monitoring system and reference emission level(s) for components of national REDD+ Roadmap;
  • Ensure that the National Forest Inventory activities and outputs can contribute to the preparation of the GHG inventory for the LULUCF/AFOLU sector and for REDD+;
  • Supervise the preparation of the necessary methods for the assessment of Indonesia country-specific emission factors;
  • Provide recommendations for the sustainability and transparency of the national forest monitoring system;
  • Provide technical support on the development of a functional satellite forest monitoring system based on available satellite imagery and national technical, and human resources;
  • Identify challenges and provide recommendations to manage risk of the REDD+ strategies and ensure smooth implementation and
  • Perform other technical and operational duties, as necessary.
2. Ensures creation of strategic partnership and support to the implementation of the REDD+ Roadmap focusing on achievement of the following results:
  • Support dialogue between the different institutions involved in the preparation of the GHG inventory for the LULUCF sector; Facilitate and support government officials in the organization and delivery of training of national staff involved in the national forest monitoring system and
  • Maintenance of an overall good flow of communication and information between the Ministry of Environment and Forestry and other relevant stakeholders, including Ministry of Agriculture, Ministry of Forestry, and provincial government, particularly Environment Office;
3. Ensure facilitation of knowledge building and awareness on REDD+ focusing on achievement of the following results: 
  • Facilitate and support government officials in the organization and delivery of training of national staff involved in the national forest monitoring system;
  • Provide support to trainings/ workshops/ meetings on international conventions and particularly on REDD+ requirements under the UNFCCC and
  • Producing documentation/ report of discussions or meetings/ workshops organized by the Ministry of Environment and Forestry in relation to REDD+ Roadmap.

Required Skills and Experience
Recruitment Qualifications

Education:

  • Minimum Master’s Degree with 2 years experience or Bachelor Degree with 6 years experience in Forestry, Agriculture, Natural Sciences, Environment or other related field. Background in climate change mitigation, a plus.
Experience:

  • Relevant experience at the national or international level in REDD+ or other relevant climate change mitigation land based projects.
  • Substantive knowledge in climate change mitigation, particularly REDD+ will be advantage.
  • Experience in the usage of computers and office software packages
  • Experience in handling of web based management systems will be advantage.
  • Familiarity with UNFCCC National Communication requirements, a plus.
Language Requirements:

  • Fluency in the UN and national language of the duty station.
