Job Description: Finance Manager
Established in 2009 in partnership with UCP Wheels for Humanity, UCP Roda Untuk Kemanusiaan (UCP) focuses on providing mobility and empowerment for people with disabilities. Our programs are developed with the intention of integrating the provision of assistive devices within government healthcare. In order to achieve this goal program activities include clinical skill development, policy advocacy, community awareness and concentrated collaboration with various levels of government.

Summary: The Finance Manager will oversee all financial and adminsitrative aspects of UCP Roda Untuk Kemanusiaan (UCP). The Finance Manager will oversee grant accounting with various compliance requirements, inventory management, payroll, creation of financial statements, grant reporting, database oversight and a variety of adminstrative supervision.

The Finance Manager plans and directs accounting activities within the Finance department consisting of a Finance Coordinator, Inventory Clerk, Database Clerk and must coordinate with all programme departments also.

The Finance Manager will be report directly to the Operations Manager, with guidance and direction provided by the Finance Manager at UCP Wheels headquarters in Los Angeles, California, USA.

Essential Duties and Responsibilities
  • Assists in the development and implementation of goals, policies, priorities, and procedures relating to financial management, budget, accounting, and/or payroll. 
  • Supervises and participates in the preparation of various financial statements and reports using Generally Accepted Accounting Principles (GAAP).
  • Directs the installation and maintenance of accounting records to show receipts and expenditures using accrual basis accounting
  • Ensure that financial records and backup documentation (receipts and invoices) are ready for both internal and external audits.
  • Process monthly field accounts using Zahir and other financial accounting software to perform monthly reconciliations and reports for monthly submission to UCP Wheels headquarters.
  • Reviews financial statements with headquarters management and finance personnel.
  • Directs the maintenance of general and subsidiary ledgers, accounts receivable, revenue distribution, depreciation, cost, property, and operating expenses, and insurance records.
  • Facilitate payment to partners for training, per diem, etc in accordance to USAID guidelines.
  • Responsible for the procurement and tracking of wheelchair inventory, both In-Kind and purchased, for the Indonesia office, including processing VAT exemptions under USAID policy.Directs and participates in cost analyses and rate studies.
  • Prepares statements and reports of estimated future costs and revenues.
  • Establishes system controls for new financial systems and develops procedures to improve existing systems.
  • Develop and maintain a comprehensive and efficient filing system.
  • Coordinates preparation of external audit materials and external financial reporting.
  • Directs the installation and maintenance of new accounting, timekeeping, payroll, inventory, property, and other related procedures and controls.

Technical Knowledge:
Financial accounting standards (PSAKs) or GAAP required.
Knowledge of Indonesia tax laws and reporting requirements required. Grant or fund accounting preferred.
Education/Experience:
Bachelor’s degree in Accounting or Finance required; Master’s degree (M.B.A.) or equivalent preferred.r Four to ten years related experience and/or training; or equivalent combination of education and experience. Work experience in a USAID or other international donor-funded project.
Computer Skills:
Advanced knowledge of Microsoft Office Suite including Excel; Zahir accounting software (or similar accounting software).
Oral/Written Communication:
Fluency in Bahasa Indonesia. Proficiency in written and oral English required.
Compensation / Benefits
Rp 6.000.000-Rp.8.000.000 monthly depending on experience + health benefits, according to office policies.
