BACKGROUND
In
late 2015, there will be local elections in 269 cities in 11 provinces. The new
local election Law Number 1/2015 -which SIAP 1 also contributed to through
policy advocacy on campaign financing stipulations - introduces key
reforms including campaign expenditure
cap (a complement to the existing donation cap), and state financing of some
types of campaign activities. These are designed as a cost control measure, to
create a more level playing field. KPU, KPU Province, and KPU Kabupaten/Kota
are assigned by the law to determine the campaign expenditure cap by
considering numbers of residents,
geographic scope of the districts, and local cost standards. The state
financing of certain campaign activities is organized by KPU through
facilitation of public debate, distribution of campaign materials, and media
advertisements under state budget.
The
upcoming local election has caused public concerns due to limited preparation time,
caused by delays in the law making process. In addition, concerns remain on the
classic problem of vote buying, campaign finance regulation compliance, voter
awareness about campaign financing, as well as the general performance of
election management bodies. Thus, SIAP-1 plans to conduct
monitoring in 3 provinces, 3 cities and 3 districts to promote transparency and
accountability of campaign financing and its reporting by engaging 18 local
observers.
In this regards, MSI SIAP-1 seeks the
expertise of team leader consultant to supervise related consultants (hired
separately) and review all submitted campaign finance monitoring results.
Furthermore, he/she will also develop a book to disseminate the monitoring
results and lesson learned on local election monitoring. The consultant will
also serve as the key person in coordination with KPU and Bawaslu.
SCOPE OF WORK:
A.

all monitoring results from coordinator observer

communicate closely with KPU and Bawaslu
3. To develop a
book containing monitoring results and lesson learned
B.
Key Responsibilities and Activities:
1.
Supervise the Election Monitoring Consultant in developing training
module
2.
Work closely with coordinator observer to develop monitoring strategy & plan
3.
Review all monitoring results from coordinator observer
4.
Maintain communication and ensure smooth & regular information flow
between local observers and coordinator observer
5.
Ensure the monitoring process is in line with the agreed plan and
strategy
6.
Submit any fraud incident reports to Bawaslu
7.
Regularly meet with MSI SIAP-1 Experts (hired separately) to conduct the
campaign finance report analysis based on collected data from local observers
8.
Evaluate the election monitoring process and provide recommendation
9.
Develop a book containing monitoring results and lesson learned

The team leader will be required to provide:

Comprehensive analysis on campaign finance monitoring results
·
Fraud Incident Reports submitted to Bawaslu (if any)
·
Book on monitoring results & lesson learned
The team leader will be paid the consultancy fee upon completion of
the following milestones:
·
50% after submitting Comprehensive analysis on campaign finance
monitoring results, includes Fraud Incident Reports submitted to Bawaslu (if
any)
·
50% after submitting Book on monitoring results & lesson
learned
The team leader will be
paid as Lump sum amount (excluding travel cost - if needed).
Qualifications
1.
Individual/personal
consultant
2.
Bachelor
degree in law, political/social sciences, or related field
3.
At least
three years of relevant work experience at the national or regional level in
organizing and/or observing election processes
4.
Experienced
in research and depth analysis on campaign finance
5.
Good
understanding on Election law and regulation
6.
Excellent
organizational and coordination skills
7.
PC literate;
familiarity with Microsoft Office
8.
Have a good
communication skill and good personality
9.
Have an
experience working with government agencies is preferred
