Tetra Tech ARD is currently accepting expressions of
interest for the Decentralized Governance Specialist, Jakarta
based, on
our USAID LESTARI project. USAID’s LESTARI project supports the
Government of
Indonesia to reduce greenhouse gas (GHG) emissions and conserve
biodiversity in
carbon rich and biologically significant forest and mangrove ecosystems.
LESTARI runs from 2015 through 2020, and focuses on seven
landscapes in Aceh, Central Kalimantan and Papua.
Job Summary:
The Decentralized Governance Specialist is
responsible for mentoring the LESTARI Landscape Governance Specialists and relevant government partners to adopt LESTARI
principles of reduced GHG emissions through HCV and HCS conservation as well as
low emissions development on other, already degraded land. This is captured in effective spatial plans, medium term
development plans (RPJM) and annual budgets. S/he identifies and
capitalizes on opportunities at the District, Provincial and National level to
promote LEDS and conservation, especially through Mid-Term Development Plans
and the Annual Budgeting process.
The Decentralized Governance Specialist also
adapts the and applies specific tools developed by LESTARI to improve local
governance for LEDS and biodiversity conservation, such as the Sustainable
Investment Screening Tool. Requirements include previous experience facilitating decentralized governance initiatives in
spatial planning, development planning and budgeting, preferably at the
district level in resource rich, outer island locations ; familiarity
with USAID procedures and regulations; and demonstrated ability to play a
leadership role working on a multi-disciplinary team. Master’s
degree in in related field required.
