IUWASH Job Vacancy: Sanitation Technical Specialist, Jakarta

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program (2011 – 2016) funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services. 

To achieve the above, assistance provided by the project is divided under three main technical components, including: 
  • Mobilizing demand for WatSan service delivery; 
  • Improving and expanding capacity for WatSan service delivery; and
  • Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
IUWASH will apply different approaches and interventions with its local partners, such as local Water utilities, local and national government institutions, NGOs and communities to address water, sanitation and hygiene. The Sanitation Technical Specialist, based in Jakarta (Job Code : STeS - NAT)

Objective
The Government of Indonesia is substantially expanding its assistance to the development of improved household-level sanitation facilities (also referred to as “on-site” systems). While this is greatly needed, government agencies lack several critical tools to effectively deliver community access to improved household-level sanitation.
To fill this gap, and while working in close coordination with IUWASH and the Ministry of Public Works & Housing (MPWH), the Consultant will assist IUWASH with the development of technical guidelines and materials in support of the delivery of standardized household-level facilities.
Specific Tasks
Specific tasks for achieving the objective under this assignment include the following:
  • Oversee a commissioned study of the effectiveness of various on-site systems in treating domestic wastewater and reducing contamination in accordance with national standards. The study will involve an examination of different technical models, a review of their effectiveness in treating domestic waste water, and a review of their costs and other relating parameters. This is expected to result in an endorsement by MPWH of the preferred specific model(s) that can then be promoted to the public at-large.
  • Develop simple construction manuals for each of the models endorsed by MPWH. These manuals are expected to be used by small / micro-scale construction contractors and must necessarily be very easy to understand. The manuals are outlining the designs, construction methods, associated bill of quantities, cost estimates, and associated maintenance requirements for selected household-level sanitation facilities.
  • Assist in the development of training programs for small / micro-scale construction contractors, using the above simple construction manuals. Whereas the training curricula will be developed by an external specialist, the Consultant will deliver the technical materials that are relevant for the construction of the on-site systems.
  • Assist the project’s national-level BCC specialist in the development of sanitation promotion materials, including leaflets, flipcharts, etc.
  • As requested, respond to requests from regional IUWASH offices for assistance in the development and implementation of their sanitation programs.
  • Assist national staff in the compilation of fact sheets, quarterly and specialized reports.
  • Frequently coordinate with the directorate PPLP of Cipta Karya of the MPWH during the course of the assignment.
Assignment & Reporting Relationships
Period of Performance:  5 – 8.5 months.
The Sanitation Technical Specialist will be based in the IUWASH office in Jakarta as a member of the national IUWASH sanitation team. The position entails traveling to regional IUWASH project locations. Close coordination with relevant national and regional IUWASH staff and key stakeholders is crucial to the success of this assignment. As concerns supervision:
  • Routine technical supervision and guidance will be provided by the National Sanitation Coordinator and the Senior Sanitation Advisor.
Qualifications
  • Bachelor’s or master’s degree in environmental engineering or related fields.
  • At least eight years of professional experience in the Indonesian sanitation sector;
  • Strong writing skills in Bahasa Indonesia and English.
