GIZ Vacancy : Senior Advisor Forest & Climate Change Policy for FORCLIME Project, Jakarta

The Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH is a German international cooperation enterprise for sustainable development with worldwide operations. The GIZ Forests and Climate Change Programme (FORCLIME) assists the Indonesian Ministry of Environment and Forestry (MoEF) as well as subnational governments to design and implement legal, policy and institutional reforms for the conservation and sustainable management of forests, at local, provincial and national level.
 
The overarching goal of FORCLIME is the development and refinement of government built institutional and governance frameworks to support the implementation of Indonesia’s forest sector reform (establishment of forest management units, FMU) a reduction in GHG gas emissions from deforestation and forest degradation (REDD+), biodiversity conservation, and livelihood improvement of local communities. The programme applies a mix of policy advice, human capacity development (HCD) at national and provincial level (West-, East- and North Kalimantan) as well as practical field testing of concepts and methods in the pilot districts in Kalimantan (Berau, Kapuas Hulu and Malinau). In this context the programme partners at national and subnational level need support in the development or strengthening of appropriate and effective forest and climate change policies including strategies, regulations and guidelines.
 
FORCLIME’s Strategic Area 1 Forest and Climate Change Policy aims to improve the national and subnational forestry policies, regulations and guidelines in accordance with national climate protection targets, agreed forest governance principles and national development objectives. After successful development of the National Forestry Plan RKTN 2011-2030, and the Medium-Term Strategic Plan of the MoEF (RENSTRA 2015-2019), the relevant actors will be supported in implementing these plans through specific policy recommendations for the pilot provinces with the aim of incorporating them into the relevant planning. Another focus of the strategic area is on the development of elements of REDD+ architecture (e.g. FREL, MRV, safeguards, benefit sharing mechanisms) and instruments for good governance (corruption prevention, conflict resolution). In addition, mechanisms for the evaluation, documentation and replication of lessons learned and best practices (e.g. biodiversity conservation, SFM, community participation) will be set up to allow broad-scale implementation.

Senior Forest and Climate Change Policy Advisor

  1. Responsibilities:
  1. The Advisor is responsible for the management of Strategic Area 1 - Forest and Climate Policy with the following objective: National and sub-national forest policies, regulations and guidelines are improved in line with a) national climate change mitigation targets b) forest governance principles and c) development targets.
     
    His/her responsibilities include:          
  1. Coordination of the strategic area activities with other Programme strategic areas, thematic areas, programme partners and focal points in order to assure the achievement of Programme objectives on national, provincial and district level;
  2. Providing forest and climate change policy advice to governmental and non-governmental organizations on the forest sector reform process, FMU development, climate change mitigation (REDD+) in line with the forestry sector as well as climate change and green economy strategies of the Government of Indonesia;
  3. Planning, organizing and coordinating resources required for the operation of Strategic Area 1 in consultation with the FORCLIME Administration and Finance team.
  4. Monitoring of the strategic area outputs
  5. Coordinating the activities of short-term consultants in Strategic Area 1 including regular communication, work planning and quality check of products and reports;
  6. Cooperating with relevant agencies in ensuring the integration of civil society and private sector into processes, in particular developing public consultation processes on local level.
  7. Ensuring close and coherent cooperation with other Strategic Areas especially SAM 2 (Sustainable Forest Management & Climate Change) and SAM 3 (Sustainable Forest Management and Private Sector Engagement) for local level implementation as well as the FORCLIME FC module especially on REDD+ related elements.
     
    B.    Tasks
Professional advisory tasks
He/She
  1. Supports Programme partners in the revision of subnational and national and policies, strategies, regulations and/or guidelines of the forestry sector (FMU, REDD+, biodiversity conservation, SFM, community participation, conflict prevention, etc.) in accordance with national climate protection objectives, forest governance principles and development goals. A major focus will be on providing advice to the provincial stakeholders. This includes for instance advice on the revision of subnational forest and climate change policies and strategies, the set up of an improved technical guideline for forest inventories in FMUs, the upscaling of lessons learnt from forest carbon accounting (RL/MRV) at district level into the national and provincial REDD+ and RAN-GRK policy process, or support to climate change mainstreaming (REDD+) at international, national and subnational level (e.g. climate change advisory board at MoEF, supporting subnational REDD+ working groups)
  2. Supports the national FMU Secretariat of MoEF in the coordination and mainstreaming of the FMU development strategy (e.g. model FMU support and investments, internal and external cooperation and communication, professional advisory services for FMUs establishment, community participation, climate protection, conflict prevention)
  3. Support national and subnational partners in the improvement of the REDD+ architecture (e.g. FREL, MRV, safeguards, benefit sharing mechanisms) including  the set up of a district wide FREL, MRV capacities and an MRV manual, the development and piloting of a REDD+ safeguards information system (SIS) at national and provincial level (East Kalimantan including FMU Berau).
  4. Supports the FORCLIME team to convert strategic reports recommendation into policy briefs targeting key decision makers.
 
Networking and cooperation
He/She
  1. Ensures cooperation, regular contact and dialogue with partners; carries out networking and cooperates with relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
  2. Communicates local interests (province and districts level) and efforts, forwards these and encourages sharing ideas and information for the benefit of FORCLIME
  3. Establish strategic partnerships with external partners and engage with other GIZ Programmes (e.g. PAKLIM, GE-LAMA-I, BIOCLIME, Good Governance, PCC, ICCTF, Transformasi) to provide a strategic approach on a cross-sectoral development of policy frameworks (e.g. climate change, good governance)
  4. Cooperate closely with FORCLIME FC on the setting up a REDD+ architecture (FREL, MRV) at local level (e.g. by upscaling experiences to national level)
 
Knowledge management
He/She
  1. Compiles relevant information and transfers knowledge on the topic of forest sector reform (e.g. FMU, recentralization, agrarian reform) and forest relevant climate change policies (REDD+, RAN-GRK, etc.);
  2. Contributes to strategies and technical concepts for FORCLIME’s knowledge management, including guidelines, manuals and procedures;
  3. Draws up reports and presentation documents;
  4. Assists with research activities and studies which benefit the achievement of FORCLIME’s goals and objectives.
 
Other duties/additional tasks
He/She
  1. Contributes to GIZ’s Growth and Innovation Strategy at country level;
  2. Performs other duties and tasks at the request of management
  3. Undertakes frequent visits to the pilot provinces and districts  and national level to ensure FORCLIME partner activities are proceeding as planned.
 
On reporting:
Contribute to the development of briefing notes and associated material as required by counterparts and GIZ.

Work modalities:
The Advisor will report to the Program Director of the GIZ FORCLIME Program.
 
    C.    Required qualifications, competences and experience   
           
Qualifications
  • Master of Science in Forestry or an area that is related to the project/programme objectives or comparable working experience
  • International Master or PhD in Forestry
 
Professional experience    
  • Minimum 15 to 20 years’ professional working experience in forestry and climate change, with professional experience in a comparable position
  • Proven understanding of the Indonesian forestry, natural resource management and environmental sector especially on the FMU development, climate change mitigation policies in the forest and land use sector (REDD+)
  • Expertise in providing advice to the set up and/or revision of strategic plans and guidelines
  • Expertise in moderation and facilitation
  • Knowledgeable with regards to the current forest sector reform (FMU, Law 23/2014, Mataram Declaration) and climate change (REDD+) discussion
  • Knowledgeable on forestry issues and forest finance schemes
Other knowledge, additional competences
  • Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Knowledge Tree)
  • Fluent written and oral knowledge of English
  • Willingness to up skill as required by the tasks to be performed –corresponding measures are agreed with management
  • Willingness to frequently travel to the pilot provinces and districts in Kalimantan
