Background / General description:
The decentralized East Asia and Pacific External Affairs (EAPEC) team is organized to deliver communications support across the region. Headquarters- and country-based teams work together as One Team to ensure alignment across country, regional and corporate communications efforts. Senior team leaders manage country communications programs and provide assistance across the region as needed. The Communications Manager and the communications team based in Washington, D.C., help bridge the corporate, regional, country and sectoral/thematic agendas and provide communications support to the Regional Vice President.

The Communications Officer is based in the Jakarta Office and is a member of the Indonesia Communications Team. S/he contributes to planning, developing, and implementing effective communications and outreach strategies to support the WBG’s corporate, internal, and operational activities in Southeast Asia. S/he is also expected to contribute to the online communications strategy, and work with the web teams based in Indonesia and in Washington, D.C. A keen understanding of Indonesia’s political landscape and the ability to prepare political analysis is essential.

The Communications Officer reports to the Communications Team Lead in the Jakarta Office, and to the Communications Manager based in Washington, D.C.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2-year term appointment.

Duties and Accountabilities:
  • Strategies: Responsible for significant portions of the planning, design, and implementation of strategies to promote effective communications with external and internal audiences (e.g., on projects/programs, WBG products, and issues campaigns). It helps conceptualize and determine the types of information and communications interventions that are best suited to addressing issues or problems. Able to think big but also to operationalize ideas, and display commitment for effective implementation.
  • Risk management: Analyzes and engages in risk identification and mitigation, and focus includes current events, public opinion, social or political issues, and other external or internal developments related to the WBG and its work in Indonesia. The candidate must have a strong understanding of Indonesia’s political landscape and its myriad stakeholders, including its dynamic civil society.
  • Technical and advisory support: Helps advise teams (i.e., Unit Manager, project/program leaders, and other relevant WBG staff) on trends, news developments, or changing/unexpected circumstances that may impact the WBG and its work, and helps determine strategic responses. Provides communication support to WBG operational teams and government implementing agencies. These include: review and comment on key documents, capacity building to undertake communication interventions, consultations, and stakeholder engagement activities through lending and non-lending activities (i.e., projects, programs, analytical work, etc.).
  • Relationships and Representation: Maintains and helps initiate effective professional relationships with key external and/or internal constituencies (e.g., the media, civil society, academia, businesses, government agencies, etc.). Helps address external and internal target audiences on WBG policies and positions that are sometimes complex and/or sensitive, via media briefings, conferences, etc. Responds to routine and non-routine inquiries about the WBG to enhance two-way communications and dialogue.
  • Products: Writes, edits, helps conceptualize, assigns tasks and provides guidance to others charged with the preparation, production, and dissemination of both routine and complex communication products (e.g., media packets, news releases, brochures, Q&As, presentations, briefing notes, online and social media content, speeches, etc.) about the WBG, its policies and operations in Indonesia.
  • Social Media and Publishing: Contributes to relevant social media outreach and audience engagement using blogs and other social media platforms. Advises others in their use to ensure effectiveness; identifies and supports content contributors, and ensures consistent and appropriate voice depending on the audience/channel. Publishes content to appropriate content management systems in compliance with WBG standards and policies.
Selection Criteria:
  • Master’s degree in Communications, International Relations/Public Affairs, Journalism, Political Science, or other related disciplines, with a minimum of 7 years (post or concurrent with Master’s degree) of relevant experience.
  • A minimum of 5 years’ experience in writing and/or editing; proven writing and editing skills in both English and Bahasa Indonesia, with a strong command of English and an ability to convey complex ideas in a clear, direct, and lively style.
  • Knowledge of communications approaches, tools, and methodologies for planning, executing, and monitoring communications strategies.
  • An established network in civil society is preferred, as is familiarity with influential figures.
  • In-depth knowledge of international trends and political/economic issues related to development; some knowledge and interest in the programs and operations of the World Bank are preferred.
  • Strong computer skills; proven ability to use standard technology packages, eg. Word, Powerpoint, Excel.
  • Initiative and drive for results with proven problem-solving skills and the ability to propose innovative solutions.
  • Strong diplomatic, interpersonal, and teamwork skills; sensitivity to working in a multicultural environment.
  • Ability to work capably under stress and to juggle multiple tasks under tight deadlines.
  • Personal and professional integrity, and proven ability to work under minimum supervision.
