The Deutsche Gesellschaft für
Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation
enterprise for sustainable development with worldwide operations. Green
Economy and Locally Appropiate Mitigation in Indonesia (GE-LAMA-I) is a
joint program by the National Development Planning Agency (BAPPENAS) and GIZ.
In implementing this development cooperation project, GIZ is collaborating with
the World Agroforestry Center (ICRAF) on behalf of the German Ministry for the
Environment, Nature Conservation, Building and Nuclear Safety (BMUB). GE-LAMA-I
supports the commitment of the Indonesian government mitigating climate change
in land based sector by strengthening the sub-national governments
(particularly districts) to plan and monitor green economy development (which
include low carbon development objectives) and to develop four locally
appropriate mitigation actions (LAMA) that have the potential to be scaled up
to national level (NAMA).
GE-LAMA-I is
structured into three work packages which are closely interlinked:
- Work Package 2: to develop the institutional capacity of the sub nationals to develop LAMA/NAMA and to plan, mainstream and monitor green economy development at local level
- Work Package 3: to develop tools and methods that can help the local governments to plan and monitor green economy plan and LAMA/NAMA development in participatory way.
GE-LAMA-I works in six districts in
two provinces i.e. East Kalimantan and Central Java. In addition, GE-LAMA-I
works closely with similar project named Locally Appropiate Mitigation Action
in Indonesia (LAMA-I) that works in another six districts in another two
provinces i.e. Papua and South Sumatra. While LAMA-I is also jointly
implemented with BAPPENAS, the implementation agencies from the development
partner side is led by ICRAF in collbaroration with GIZ and CCROM-IPB. Unlike
GE-LAMA-I, LAMA-I is funded by the Danish Government (DANIDA).

Team Leader for Work
Package 1 (Policies)
based in GE-LAMA-I

- Responsibilities
- Manage the policy component of GE-LAMA-I including planning, monitoring and implementing the component portfolio and leading the team. Furthermore, the staff will be responsible for managing stakeholder and partners (incl. ICRAF and CCROM-IPB) relations, including communicating, networking and conducting the advisory processes, in order to achieve the targeted results
- Support the Principal Advisor in building a smooth and productive relationship with the GoI counterparts particularly in Bappenas, Ministry of Agriculture and Ministry of Forestry. Furthermore, the staff supports the Principle Advisor of GE LAMA I in the development of funding proposals and communication with BMUB about GE LAMA I.
B. Tasks
In performing the
tasks, the staff will work closely with WP3 team leader and the provincial
coordinators on policy development at sub-national level
- Professional advisory services
- Assessment of the needs of policy development at national and sub-national level to support green economy mainstreaming and monitoring as well as to promote the selected LAMAs/NAMAs to be developed by the project
- Develop strategies and implementation pathways to develop the needed policies which include the elaboration of the ways to work with different interest groups in pursuing the targeted policies
- Formulate policy concepts and discuss the concepts with relevant stakeholders
- Promote the policy concepts using innovative ways within the limit of a development cooperation agency like GIZ can do
2. Management and coordination
- Formulate and monitor plan of operations (PoO)
- Report the progress and result achievement according to the project monitoring guideline
- Lead internal team in managing the component portfolio
- Manage external stakeholders to support the policy development works
- Support the Principal Advisor in the managing the communication with GoI
3. Communication and networking
- Leading communications and networking with stakeholders of GE LAMA I, including the project implementation partner ICRAF
- Develop a network of stakeholders for GE LAMA I in order to provide basis for enhanced capacity development, substance expertise and advisory processes in a strategic manner
- Provide inputs to related team members of GE LAMA I for website development, communication and information material related to GE LAMA I
4. Knowledge management
- supervise related staff of GE LAMA I for managing inputs for and conducting the knowledge management system of the project in accordance with GIZ rules and regulations
5. Other duties/additional tasks
- performs other duties and tasks given by the Principal Advisor
- Carries out tasks relevant to the project, which may not be explicitly mentioned in the job descriptions.
C. Required
qualifications, competences and experience
- Have a minimum of ten years experiences in project management i.e. managing budget, personnel and stakeholders
- Strongly familiar with climate change program development in Indonesia including RAN/RAD GRK and REDD+
- Strong knowledge and able to show initiatives on how to develop and promote NAMAs
- Have long term experiences on policy formulation and policy advisory/advocacy works
- Have some experiences in program and project development
- Hold master or Phd degree in relevant academic fields, among others: forestry, agriculture, environmental governance, natural resource management/economics;
- Have a good personal network with key positions in the relevant ministries
- More than 15 years experiences in relevant worksOther knowledge, additional competences :
- Very good working knowledge of ITC technologies (related software, phone, fax, email) and computer applications (e.g. MS Office)
- Fluent written and oral knowledge of English
- Service orientation and proactive working style
- Good communication skills
