Job Description

The Program
The Indonesia Health Program is a partnership between Australia’s Department of Foreign Affairs and Trade (DFAT) and the Government of Indonesia. Effective investment in health outcomes that promote sustainable economic growth, poverty reduction and regional security are at the core of DFAT’s work in health. The program is an innovative and cross cutting portfolio which supports the Government of Indonesia to meet its national development goals. The portfolio includes investments in health system strengthening, maternal and child health, governance, HIV and Emerging Infectious Diseases.

The Position
The Senior Health Adviser will assist the DFAT Counsellor in providing strategic direction to the health portfolio and health related programming across DFAT’s Indonesia Health Program. It will provide analysis, strategic and policy advice across the full range of activities and engagements of the Australian development cooperation program, including but not limited to health-specific investments, to generate better health outcomes. It will advise on priority areas including, but not limited to:
  • Measures to enhance the coherence and effectiveness of the health outcomes of Australia’s development programs
  • Support negotiation of health investments with the Ministry of Health, sub-national government and other key ministries to seek alignment across ministries and maximise DFAT investments.
  • Strengthening the conceptual and operational relationships between sectoral programs within DFAT
  • The delivery of Australian development cooperation, its effectiveness, and options to remedy any problems that may emerge
  • Analysis of health policies and priority areas of reform for the Government of Indonesia, the performance of the health sector in Indonesia, providing the analytical basis for program design, implementation and review
The Person
The ideal person will provide a unique blend of technical and policy expertise in the health sector, together with outstanding negotiation, communication and stakeholder management skills, able to quickly gain the confidence of senior officials of government. The ideal candidate will have
  • Substantial experience in development and delivery of international development programs in the health sector to improve access and health outcomes for the poor, working with communities, managing contractors, local governments and other donors
  • Demonstrated track record in providing strategic policy advice in health sector governance, health economics, epidemiology, health services management, public policy, political and institutional analysis
  • Experience working in the health sector in Indonesia with an understanding of Indonesia’s new health reform agenda
The position is classified as Discipline D/Level 4 under the DFAT Adviser Remuneration Framework.
