Job Title: COMMUNITY LIVELIHOOD SPECIALIST
JOB SUMMARY
Partnership for Resilience (PfR) is a Nederland Government’s funded
project that will be implemented by CARE Indonesia for a period of 3 years in
Kupang, NTT. The overall objectives of the project is to increase community’s
resiliency toward climate related disaster. The project combines Disaster
Risk Reduction, Climate Change Adaptation and Ecosystem Based Approach with
key activities as follows: (1) increase community’s awareness and knowledge
of disaster; (2) improve CSO’s capacity in preparing for disasters, and (3)
Link participatory action planning with government support and network with
decision makers.
RESPONSIBILITIES AND
TASKS
Working under the Project Manager (PM), the Community Livelihood
Specialist will be responsible for planning, implementation, monitoring and reporting of livelihoods
interventions in project area in collaboration with a local partner
organization. He/she will work closely with local partners to ensure
effective project implementation in the field. He/she will also liaise with
and manage relationships and capacity building with government departments.
The Community Livelihood Specialist has an overall responsibility of
implementing various tasks related to livelihood strengthening component of
the project. S/he will work with the community to develop a climate adaptive
livelihood strategy, which is resilient towards disaster with a good balance
of managing natural and ecosystem resources sustainably. This will include
identifying gaps and potential, and developing capacity building strategy,
identifying key stakeholders and designing a strategy to work with them,
preparing meetings, conducting surveys, facilitating community mapping on
vulnerability, assets and capacity, assessing community corresponding needs,
defining community priorities, and in general, bridging communication and
collaboration project staff and community. S/he will need to ensure that
plans are well executed and the goals are met.
- Conduct baseline/KAP survey and keenly compile data or information from the sources regarding the Livelihood sectors with assistance from Community Leader.
- Work with the community to establish indicators of achievement.
- Work with the community to design and implementation livelihood projects.
- Facilitate trainings and awareness raising.
- Work with partners or consultants during implementation of activities.
- Assist, coordinate and link livelihood-related Community Group with service providers/market to ensure sustainability.
- Collaborate with the related cluster to ensure coordinated intervention.
- Produce monthly reports and other documents as required to assist decision making.
- Provide input and recommendation to improve project performance and support the entirety of the project.
- Ensure the financial administration is by standard and project complies with donor regulation.
- Conduct any other duties that may reasonably be assigned related to position’s function.
TASKS:
- Assist with development of detailed plans and schedules for project implementation, including detailed activity and procurement planning.
- Ensure timely and good quality implementation of activities to meet project outputs. The position holder will be expected to:
- Assist with training and implementation of PRA and community planning.
- Design and implement livelihood assessments, focusing on key food security issues, including local food identification (pola pangan harapan) and food saving (harvest management).
- Work with field officers and partners to design and deliver appropriate agricultural and micro enterprise services to beneficiaries, including introduction of LEISA techniques through participatory Technology Development (PTD) cycles.
- Collaborate with local partners/ vendors to design & implement other appropriate livelihoods interventions, including skill development, processing, market linkage.
- Work with other TPOs to plan and manage project activities and conduct capacity building for staff and partners.
- Coordinate with other technical staff in both project areas to share information and ensure standardization and quality in approaches. In addition, all technical staff should coordinate directly with relevant counterpart staff in CII HQ on technical approaches.
- Ensure integration of vulnerability, gender and equity, and natural resource management/ environmental issues into plans, activities and monitoring.
- Coordinate with support units as necessary, and ensure that procurement and handling are carried out according to relevant CII principles and procedures.
- Assist with management of project budgets and reporting and ensure timely submission and review of information for financial and admin reports (e.g. vehicle report, travel advance and expenses).
- Ensure timely, good quality reporting on activities, and assist with compilation of routine progress reports.
- Work with supervisor and relevant technical staff on design, implementation, analysis and use of M&E relating to project activities, including data collection and entry.
- Assist PM to coordinate with other CII project managers, partners, sub-district/ district/ provincial government and other non-governmental agencies in project areas.
- Perform additional assignments relating to CII programs as reasonably requested.
- Tasks may expand and/or be adjusted in accordance to the real needs in the field.

QUALIFICATIONS
- Possess bachelor degree in livelihood, agriculture and microenterprise or any relevant background.
- Demonstrate sound knowledge and skills on livelihood issues, especially those related to agriculture and microenterprise sectors.
- Have extensive experiences in the sought sectors, know effective approaches for livelihood interventions, and able to apply them in a participatory manner.
- Understand gender issues and gender-sensitive approach in the programming.
- Good communications skills, including negotiation skills.
- Good interpersonal skills, including patience, diplomacy, willingness to listen and respect for beneficiaries.
- Willing to spend a considerable amount of time in the field.
- Honest, responsible, self motivated and able to take initiative under minimum supervision.
- Able to give helpful directions, detailed instructions and demonstrations.
- Demonstrate ability to work independently as well as a part of a team in a cross cultural environment.
- Able to negotiate and to clarify expectations of both the beneficiaries and team.
