Abt Associates Inc, the International Economic Growth Division
manages projects that are pioneering new approaches to agriculture, food
security, climate change, and competitiveness—as well as monitoring and
evaluating projects within these sectors. We work throughout Africa, Asia,
Latin America, and the Middle East for chiefly governmental clients, including
the US Agency for International Development (USAID), the Millennium Challenge
Corporation, the Inter-American Development Bank, the Asian Development Bank,
the World Bank and the Bill & Melinda Gates Foundation.
Opportunity
Abt Associates seeks an Finance Officer for a land use planning
project in Indonesia. Responsibilities would include working closely with Admin
& Finance Manager and also Chief of Party on tasks including, but not
limited to:
Key
Responsibilities:
1. Project Tax and Financial Management and
Administrative Support.
- Assist project adm & finance manager in the preparation and submission of project monthly financial accounts and supporting documentation, including tax information required by e-SPT software.
- Prepare monthly income tax and withholding tax payments before the 10th in the following month.
- Prepare monthly income tax submissions for Project staff.
- Assist in the data compilation and preparation of Annual Personal Income Tax Returns (SPT Tahunan PPh 21) for Project staff.
2. Office Tax and Financial Management and
Administrative Support.
- Assist the Adm & Finance Manager as required with filing of receipt for cashbooks, photocopying and binding, preparation of bank transfer forms, the management of petty cash and other financial and office administration.
- Assist with the administration, data compilation and tax calculation of MCA Indonesia Representative Office monthly tax returns, including income tax, withholding tax articles 21, 23 and 26, and VAT. This includes preparation of SPT Masa and Daftar Bukti Potong, and administration of Bukti Potong and SSP forms received from various projects.
- Ensure that all monthly hard copy and soft copy (e-SPT) tax returns are physically lodged with the tax office in a timely manner.
- File hard copy monthly tax returns in accordance with Abt Associates Inc procedures.
3. Finance and Accounting
- Daily input financial transactions into Quicken accounting software.
- Prepare payment vouchers and have them signed by authorized signers.
- Reconcile the Fixed Asset Register to Quicken bi-monthly.
4. Other
- Provide assistance to other areas of the program as requested.
Qualifications / Experience:
The Finance Officer will require the following
combination of applied skills, knowledge and behaviors to successfully
contribute to team goals:
- Diploma degree in accounting or finance, preferably with a minimum of three years work experience in an international organisation;
- Demonstrated experience in the preparation of compliance returns in respect of Personal Income tax, Withholding tax and Value Added Tax;
- Knowledge of development assistance contracts and projects, in particular those funded by the MCAI-Bapenas,
- Ability to prioritise, plan and organise workflow to tight timeframes, handle multiple tasks, and be flexible with changing priorities;
- Verify financial transactions, particularly expenses allocation and validate supporting documents
- Monitor fees payments to consultants, invoices, etc
- Prepare payment voucher, bank cheque and bank slips for processing
- Gather and analyse data, make payments and input all tax obligations and payment (income tax article 21/26, income tax article 23/26, income tax article 4(2) and VAT)
- Ability to interact effectively with national and international personnel;
- High computer skills on MS Office programs, knowledge of Quiken accounting software, with working knowledge of e-SPT software(s);
- Good level of proficiency in spoken and written English skills, fluent in Bahasa Indonesia.
- Other relevant duties as reasonably requested by Adm & Finance Manager
Skills/Knowledge Required
·
Knowledge
of U.S. Government rules and regulations for project implementation in
Indonesia.

Expertise
in Indonesian accounting, finance, and related procedures.
· Strong
organizational and communications skills, knowledge of Quicken and other
accounting systems, excellent computer and spreadsheet expertise.
·
Fluent
in Bahasa Indonesia and English.
