Through community-based, culturally grounded, participatory program approaches, ChildFund Indonesia works with 16 local partners in 32 districts in eight provinces. In 174 villages where we work, we support 318 ECD exclusive and/or integrated health posts (Posyandu), 87 child-friendly schools and 96 child forumThrough these community-support mechanisms, ChildFund Indonesia ensures local leadership support and ownership of project activities.

ChildFund Indonesia is currently seeking:
Title: Program Officer

Reporting Relationship: Zonal Manager – Western Zone
Terms of Contract: Initial contract will be Fixed Term, 1 (one) year, with possible extension upon satisfactory performance.

Oversees local partners and programs including sponsorshi/NSP/GOLAH/grants; strengthens  capacity among local partners in program implementation through facilitation and mentoring, management, evaluation and promotes networking with program stakeholders

DUTIES/RESPONSIBILITIES
  • Provides management oversight to local partners during the development of area strategic plans (ASP) and annual operating planning & budgeting (AOPB).  
  • Monitors the implementation of programs, ensuring goals and objectives are achieved. This includes oversight of compliance with program plans and budgets. 
  • Tracks and manages budgets allocated for the program (burn rate).
  • Works closely with the National office relevant technical specialist to ensure the appropriate level of technical support is available to support the quality of implementation.
  • Monitors, from both field and desk,  work plans, reports and performance for compliance with donor requirements and project design document (PDD).
  • Identifies the challenges faced by LPs in implementing the program, and by working together with technical specialists, addresses the challenges to ensure the challenges don’t affect program implementation.
  • Coordinates with the sponsorship team to mainstream sponsorship activities into the overal program.
  • Identifies best practices in program for building up new grants/proposal. Provides relevant and required data to zonal manager for building up proposals.
  • Provides technical assistance in the facilitation of community workshops and programs.
  • Conducts periodic field visits, including home visits to enrolled children, to program beneficiaries to monitor progress, assesses program effectiveness and recommends program modification. Ensures local partners update the family service card.
  • Provides basic analysis of problems, compiles and provides recommendation to zonal managers and relevant technical specialist on M&E related matters such as level 1 and level 2.
  • Responsible for consolidating and verifying summary activity report data.
  • Effectively documents all information related to program/grant successes, innovations and promising practices and disseminate through appropriate mechanisms. 
  • Ensures identification of  research areas, conduct research and documents learnings.  
  • Supports processes of project baselines and evaluation. 
  • Liaises with other child focused organizations for the development of best practices. 
  • Participates and represent ChildFund Indonesia, as required by ChildFund Indonesia,  
  • Participates in key donor engagements and technical working forums at zonal, region and National level when applicable.  
  • Other duties as assigned.
QUALIFICATIONS/EXPERIENCE
  • 5+ years’ experience. 
  • Computer proficiency in general office software applications (i.e. Word, Excel, Outlook) 
  • Demonstrated experience with the design, implementation, management and evaluation of programs preferred.  
  • Demonstrated experience and skill in analytical/problem-solving skills and detail orientation. 
  • Excellent interpersonal and communication skills, and a team player. 
  • Ability to work sensitively with people from a variety of social backgrounds.
  • Outstanding written and oral communication skills in English including strong analytical and report-writing capability. 
  • Strong experience in networking, community mobilization and facilitation. 
  • Experience in training and capacity-building of counterpart staff and local partners. 
  • Must be able to travel to program locations; where applicable.
EDUCATION/certifications
Bachelor’s or higher-level degree preferred and/or equivalent relevant work experience in lieu of degree.
