The Indonesia Urban Water
Sanitation and Hygiene (IUWASH) Project (or, the “Project”) is a sixty-month
program funded by the United States Agency for International Development
(USAID) and implemented under the leadership of DAI. IUWASH works with government,
the private sector, NGOs, community groups and other stakeholders to improve
access to safe water supply and sanitation in Indonesia’s urban areas.
The
overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making
significant progress in achieving its safe water and sanitation Millennium
Development Goal (MDG) targets by expanding access to these services. The
expected results to be achieved are: 2 million people in urban areas gain
access to improved water supply; 250,000 people in urban areas gain access to
improved sanitation facilities; and the per unit water cost paid by the poor in
targeted areas decreases by at least 20%. To achieve the above, assistance
provided by the project is divided under three main technical components, including:
1.
Mobilizing demand for water
supply and sanitation service delivery;
2.
Improving and expanding
capacity for water and sanitation service delivery; and
3. Strengthening policy and the
financial enabling environment for improved water supply and sanitation service
delivery.
PDAM Serang District struggles with issues
concerning raw water resources sustainability, both surface water and water
spring. Based on vulnerability level measurements and studies (CCVA), Serang's
water resources is gradually decreasing, including those used by PDAM
Al-Bantani as their raw water source. The discharge has declined to 35% up to
50% from the initial discharge. As an example, in 1990, Sukacai water springs
has a discharge of 60 liter/second, comparing to today's discharge which only
reaches 27 liter/second (about 55% decrease).
Decreasing discharge and quality level of
water resources will worsen with climate changes that affect rainfall patterns
that tends to be shorter (decreased number of rainy days) but with a higher
intensity (heavy rain or storms), also the dry seasons getting longer and more
dry. As a result of changes land use and the climate, it will affect to the
stability of slopes and ground soil that can lead to landslides or land
movements that can damage various water resource facilities, and
infrastructures which will also damage PDAM's water distribution facilities
and/or other public facilities.
In order to ensure the implementation of
climate change adaptation activities in PDAM Serang District and PDAM Lebak
District, IUWASH will assists in the construction of 10 infiltration ponds in
Serang District as a pilot for the local government, corporations or local
communities to replicate in their respective areas. In addition to the
infiltration ponds program, IUWASH will also assist in rehabilitating the
intake pumps and generators in the Kalanganyar intake, which is expected to be
a solution for the problems that occur, which is ensuring service
sustainability.
The implementation of these activities will
be conducted by a third party (contractor), which will be selected in
accordance with the procedures established by the IUWASH team, both technically
and administratively.
The objective of this technical
assistance program is to assist of the process of monitoring and
evaluating the implementation of the infiltration program in Serang District
and rehabilitation in Kalanganyar intake will be implemented correctly,
including the quality, quantity and timing of the implementation.
To achieve these objectives IUWASH need high caliber incumbent to fill the

Location: Serang or Lebak District.
Responsibilities:

To provide daily support to local communities; local government; PDAM staff on construction
of up to 10 SR

To arrange and monitor local procurement and transport of
materials (sand, cement, etc),

To arrange with local communities on providing unskilled and
skilled labor,
-
To organize the various training events (in which our
national team will be the nara sumber / trainers),
-
To Provide daily supervision during construction,
-
To document progress and results of SR construction
(including photo's) to be used later in simple buku saku construksi Sumur
Resepan Kab Serang

As liaison with CSR forum to bring staff from local companies
who already pledged CSR funding for replication of SR
Post & Reporting Relationships
PLCC coordinates daily concerning daily work
plan, work progress, problems in the field, and so forth with UWSS WJDB team or
the raw water team regarding technical aspects. PLCC resides in Serang District
or Lebak to facilitate the coordination with the local community and
supervision of field work
Qualifications
1. A minimum of Diploma degree on Civil
Engineering or Environmental Engineering
2. 1-3 years’ experience in drinking water
related works
3. Have experience in community organizing
4. Willing to work on holidays or weekends
if needed.
3. Have a motorcycle
