Programme Manager, Internationalising Higher Education (IHE)
Purpose of job: Purpose of Communication and Public Relations Officer job is to provide supports in making sure successful delivery of the co-funded EU Support to Higher Education in ASEAN Region (EU SHARE).
S/he will provide project management supports, and coordinate internal and external resources. In doing so s/he adheres to British Council’s standards for project, contract and financial and client management.
S/he will work with a range of internal and external stakeholders to ensure that the project is managed.
S/he will report to Programme Manager – SHARE. There is an expectation to explore cross-cutting between SHARE and other British Council’s higher education programmes to maximise reaches and impacts across target audiences.

The British Council Indonesia operation comprises 2 offices based in Jakarta and Medan, which jointly employ over 100 staffs. Our work is structured into 3 main strategic business units: Arts, Education & Society and English.
Indonesia is a high priority country for BC, for UK government stakeholders and for many other external partners and potential partners, including the EU, other multilateral agencies and global foundations.
The global objective of SHARE is to strengthen regional co operation, enhance the quality, regional competitiveness and internationalisation of ASEAN higher education institutions and students, contributing to an ASEAN Community in 2015 and beyond.
At the core of EU SHARE is the desire to enhance co operation between the EU and the ASEAN Economic Community (AEC) and create lasting benefit from the harmonisation of higher education across ASEAN.
Accountabilities, responsibilities and main duties:
- Communication and PR Officer is accountable for successful delivery of the co-funded SHARE programme.
- S/he is responsible for managing the delivery of SHARE project, delivering the project outputs to the satisfaction of the client (i.e. the EU) and British Council.
Communication and PR Officer’s main duties include:
- Delivery and management of SHARE visibility aspects as agreed with the Team Leader and Programme Manager.
- Develop and coordinate implementation of international communication plan among the SHARE Consortium members
- Develop and coordinate implementation of external communication plan with EU, ASEAN universities, ASEAN and EU member states’ institutions, media, etc
- Coordinate and manage SHARE website’s contents, the scope, design, regular improvement and functionality
- Develop and manage communication tools such as electronic newsletter, press releases, project publications, etc
- Develop the online and digital content concerning all the online media channels this also includes expanding the British Council’s presence
- Liaison with partners, programme stakeholders and beneficiaries.
- Attending and supporting meetings or events with partners, beneficiaries and the client, including taking minutes, supporting follow up action points, a communication dimensions (this would possibly entails travelling to ASEAN member states)
- Respond to external inquiries about SHARE
- Working with British Council Marketing and Communication Team to ensure corporate compliance and greater reach/impact
- Ensure the database of stakeholder and media contacts are well maintained, accurate and updated, in coordination with EU and ASEAN
- Manage information created and received in compliance with the British Council’s information management standards, policies, the UK data protection principles and local legislation and in line with EU and ASEAN guidelines
