Background
The
Government of Indonesia (GOI), under the Ministry of Home Affair, and
SNV has signed a joint cooperation agreement on 7 October 2013 in
various sectors of development including Renewable Energy promotion. In
this regard, SNV
intends to promote medium size biogas digester utilizing cattle waste
or tofu waste as the alternative energy which will be utilized by the
communal cattle group for cooking.
We
are now looking to establish a panel for ongoing work of appropriately
qualified partners that have already been trained in SNV’s medium sized
biogas design.
Objective
The objective of the assignment is to construct new biogas digesters size 30m3 and 50m3 in Muaro Jambi, Lombok and potentially
other areas of Indonesia and make sure that all of the constructed
digesters are of high quality and functioning well.
Timing
The
panel will run for two years from June 1 2015 to May 30 2017. The life
of the panel can be extended at the sole discretion of SNV Indonesia.
Potential Scope of Work
SNV is looking for a construction partner/ LCB’s/ construction company for the following assignment:
- To construct biogas digesters under supervision of SNV RE Advisor utilizing local masons and monitor the gas production, gas consumption, outlet overflow, slurry discharge, leakages and feeding amount per day.
- To arrange all construction materials, mason and labor related to the digesters construction and provide guarantee and maintenance services to the digesters.
- To monitor the digester performance including burning hours, cooking practice, and thermal heat of the flame.
- To finding potential site for digester construction with require user’s contribution.
- To record the daily information and make a report including problems encountered and possible suggestions for improvements.
- To support training to the local masons, users and slurry utilization.
- Payment to the construction partner will be based on per digester as per the pre-approved Bills of Quantities and market prices.
Deliverables & Timeframe
The consultant is expected to submit the following deliverables when engaged as a service provider.
- Satisfactory completion of digesters construction as instructed by RE Advisors.
- A narrative, financial and time reporting.
- Feedback for improving digester construction methods and design.
Terms and Conditions
Being on the panel is no guarantee of work from SNV, however it does enable SNV to directly source work from panel members.
A contract including a final budget for each scope of work will be negotiated with the organization prior to commencement.
Organizations
must agree to provide a one year warranty for all work conducted. 10%
of the total budget can be retained for SNV until this warranty period
is over.
Required Skill
- Minimum 2 years’ experience in the field of biogas digester construction in the communities.
- Having experience to conduct training to local masons.
- Good track records on transparent financial system, establishing and maintaining effective working relationships with communities, households, local governments and financial institutions.
- Ability to deliver assignments with high quality and within set deadlines.
