Position Overview
The Director, Programmatic Policy Indonesia will have overall
responsibility for developing program related polices to ensure that
sustainable small-scale fisheries and the associated enabling
environment remain a priority for the Government of Indonesia as well as
developing, refining and delivering the government engagement outcomes
within Rare’s Indonesia Country Strategy. Working closely with the Vice
President, Indonesia, other members of the Indonesia team and the Fish
Forever Program s/he will help the Government of Indonesia secure
concrete action towards the adoption of community-led, rights-based
management in relevant fisheries/communities.

This is a collaborative and dynamic role reporting to the Vice
President, Indonesia. As a member of Rare’s Global Development Network,
the Director, Policy will receive support to develop policy and public
funding initiatives of relevance to Indonesia’s development objectives
and aligned with bilateral and multilateral donors. S/he will also work
with the Environmental Defense Fund (EDF) and a wide range of
stakeholders, both internal and external, to engage the Government of
Indonesia and partners in successful policy and financing initiatives
and will represent Rare in appropriate District, Provincial and National
forums.
Responsibilities
The Director will be responsible for building effective partnerships
with the Government of Indonesia and key stakeholders to mobilize
institutional and financial support, in particular the public financing
opportunities essential to the implementation and sustainability of
these policy initiatives. S/he will lead the strategy for helping
government and key stakeholders understand the challenges and
opportunities necessary to support sustainable small scale fisheries,
within the context of Rare’s comprehensive national fisheries strategy
(Fish Forever). S/he will design and manage work plans to secure
Indonesian government support for Rare’s community-led solutions. Other
responsibilities include the following:
- Promote government adoption of TURF-Reserves and the associated enabling environment at a district, province and national level and help build enthusiasm across Rare and its partners for concrete action towards the adoption of community-led, rights-based management in relevant fisheries/communities;
- Provide advice and policy support as a thought partner to the Government of Indonesia for the implementation of sustainable small scale fisheries in Indonesia;
- Improve collaboration, achieve programmatic alignment, and where possible facilitate the deployment of complementary competencies in support of sustainable small scale fisheries, in particular TURF-reserves, in the context of a comprehensive national fisheries strategy;
- Identify opportunities to secure funding for policy and financial initiatives and liaise with Rare’s Global Development Team in order to align on opportunities for local and national investment with development partner/donor objectives in support of sustainable small scale fisheries; and
- Represent Rare in relevant policy negotiations, track outcomes and ensure sharing of strategic information.
Experience and Education
The ideal candidate will have a deep understanding of Indonesian
policy and experience with the political landscape of Indonesia to be an
effective negotiator and strategist for policy development and
implementation. S/he will be knowledgeable in ways to secure the long
term institutional and financial support for community-led natural
resource management initiatives, particularly regarding fisheries
initiatives. Additional requirements include:
- At least 10 years of work experience in public policy in Indonesia with strong understanding of marine affairs and fisheries related policy within the political landscape in Indonesia;
- A background effectively partnering with the Government of Indonesia and its development partners, experience working within the Government of Indonesia is a plus;
- Demonstrated success in networking and developing effective partnerships across a range of stakeholders and leading the procurement of funding from discovery to award;
- Proven ability to work in a culturally diverse environment that requires collaboration with others in dispersed locations;
- Working knowledge of the national budget and financing instruments in Indonesia;
- Experience in conservation and natural resource management strongly desired;
- Fluency in both written and spoken Bahasa Indonesia and English;
- Willingness to travel frequently within Indonesia and other locations; and
- A Master’s degree in public administration, development economics or related field.
