GIZ Vacancy: Policy Advisor for SREGIP Project, Jakarta

Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

The Sustainable Regional Economic Growth and Investment Program (SREGIP) will start in January 2015 and move the focus to Bappenas’ and other relevant national and regional partners’ capacities in improving national policies and regulations relevant to achieve the project objectives. The activities on the national level will address the need to improve the business environment and the service delivery for the SME in the selected value chains. It will offer advisory services for example to improve the business and investment climate, the national strategies and frameworks for sustainable tourism and agribusiness, mechanisms to foster innovation in the private sector, etc.
 
SREGIP is looking for 1 (one) qualified Indonesian candidate from 1 July - 31 December 2015 (with a possibility for extension) for the position of Policy Advisor to be based in SREGIP Office Jakarta.
 
  1. Responsibilities
    The policy advisor is responsible for
  • Managing area of responsibility, i.e. the development of sustainable agriculture framework to foster an environmental sustainable development of agriculture value chain in West Kalimantan.
  • assisting programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups, especially from the private sector
  • close collaboration with the advisors in NTB and West Kalimantan on the respective duties including cross-cutting topics, such as on investment climate, private sector cooperation, Technology & Innovation, gender in sustainable agriculture
  • Initiating partnerships on sustainable Agriculture with the partner sector, in collaboration with the advisor for the cooperation with the private sector
 
    B.    Tasks
  1. Project Implementation
    The policy advisor
  • assists and monitors the development and implementation of SREGIP programme plans and activities in close consultation with counterparts for the field of sustainable agriculture
  • contributes to preparing and implementing the coordination process, joint programme activities and work at the regional level
  • develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives.
  • advises partner institutions at the national, regional and local level as well as staff members of the SREGIP programme on approaches and activities related to sustainable agriculture; 
  • deals with the design, preparation and implementation of workshops, seminars and other events in particular on sustainable agriculture. This includes:
  • the elaboration of terms of reference;
  • the identification of national and international experts;
  • the provision of technical and organizational support to expert missions;
  • the communication and coordination of activities with Indonesian partner organisations such as the Ministry of Agriculture as well as other relevant stakeholders from the public and private sector;
  • develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives.
 
    2.    Networking and cooperation
    The policy advisor
  • Identifies relevant stakeholders for sustainable agriculture and ensures regular contact, dialogue and coordination with them
  • supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the programme environment and with other projects to improve and maintain good working relationships
  • actively develops the synergies with other GIZ programmes whose activities are related to sustainable agriculture
  • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the programme.
  • communicates and liaises with other donor programmes whose activities are related to sustainable agriculture.
 
    3.    Knowledge management
    The policy advisor
  • ensures knowledge transfer on sustainable agriculture from experts to partners at national, regional and local level
  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • draws up reports and presentations, and other documents
  • ensures the implementation of activities related to sustainable agriculture including administrative management
  • supports the principal advisor and team leader for sustainable agriculture with regard to reporting, monitoring and knowledge management.
 
    4.    Coordination tasks
    The policy advisor
  • assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • supports the team leader for sustainable agriculture in the moderation and management of the sustainable agriculture team
  • coordinates relevant project activities at local level in consultation with the regional coordinator as well as the team leader for sustainable agriculture, and in cooperation with the partners, both with regards to implementation and organisational aspects
  • compiles relevant information for joint activities and assignments
  • handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting)
  • deputizes the Principal Advisor and team leader for sustainable agriculture.
 
    5.    Other Duties/Additional tasks
    The policy advisor
  • has a supporting function with regards to the communication/liaison with BAPPENAS for sustainable Agriculture.
 
    C.    Required qualifications, competences and experience

       Qualifications
  • Bachelor/master degree in an area that is related to the programme objectives, with a focus on Industrial and management.
 
Professional experience
  • at least 5 years’ professional experience in a comparable position.
 
Other knowledge, additional competences
  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • fluent written and oral knowledge of the European language widely used in the country and a working knowledge of German
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
  • impressive track record in a service provider and governance role.
