VACANCY: EXECUTIVE SECRETARY/ HEAD OF INDONESIA JIC SECRETARIAT (MFP3)

Organizational Context
The Government of Indonesia (GoI) embarked on a negotiation process with the European Union (EU) regarding a Voluntary Partnership Agreement (VPA) under the Forest Law Enforcement, Governance and Trade (FLEGT) Action Plan in 2007. Central to the VPA is a timber legality assurance system (TLAS) or Sistem Verifikasi Legalitas Kayu (SVLK) as laid down in Forestry Minister’s Regulation P.38/Menhut‐II/2009 and its amendments P.95/Menhut‐II/2014. SVLK assures that timber and timber products harvested and processed in Indonesia are originated from legal sources and comply with Indonesian laws and regulations.

Functions/Key Results Expected
  • To plan and to ensure the implementation of all Secretariat activities;
  • To prepare the Terms of Reference (ToR) and reports for relevant JIC activities; Closely coordinate with MoEF and MFP   team to facilitate the implementation of meetings, discussions, and workshops of the JIC and its related meetings which     includes but not limited to:  
    • Impact Monitoring;
    • Periodic Evaluation;
    • Annex revisions (as required);
    • Independent Market Monitoring);
    • Joint Communication;
    • Joint Expert Meeting;
    • Technical Working Group Meeting
    • Joint Working Group Meeting
    • Joint Implementation Committee Including all preparation meeting  
  • To coordinate and to report the results of the activities to the Focal Points through the relevant Directors and Chairman of   the Negotiations (including MoM, RoD etc)
  • To facilitate translation of documents;
  • To facilitate meetings with other relevant stakeholders related to the implementation of the FLEGT‐VPA and SVLK;
  • To facilitate a field visit as necessary And other tasks as directed by supervisor Impact of Results
Good coordination with relevant stakeholders and MoEF and good delivery of the Secretarial tasks will strongly support the implementation of the FLEGT VPA

Recruitment Qualifications 
Education and Skill: 
  • Bachelor degree in relevant subjects. Preferably with good understanding of Forestry Sector and/or timber certification and international negotiation process;    • Extensive experience in working with multistakeholders, including with government institutions and structures; • Good leadership and managerial skill is a must, including good experience as event organizer. Preferably have prior experience in working for bilateral and multilateral international projects; • Good understanding of project administration, including development of TOR, event organizing, administering letters;   • Good interpersonal skills including ability to liaise with numbers of different stakeholders and numbers of different teams within the Secretariat ; • Good responsive skills and ability to work under pressure and tight deadlines. • Good communication skill, both Bahasa Indonesia and English, in verbal, writing, reporting, and presentation;   
Experience: 
  • Min. 5 years of relevant experience in managing Secretariat and facilitating negotiation between parties 
Language Requirements: 
Fluency in English and Bahasa Indonesia
