The Deutsche
Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH is a German
international cooperation enterprise for sustainable development with worldwide
operations. The GIZ Forests and Climate Change Programme
(FORCLIME) assists the Indonesian Ministry of Environment and
Forestry as well as subnational governments to design and
implement legal, policy and institutional reforms for the
conservation and sustainable management of forests, at local, provincial
and national level.
The
overarching goal of FORCLIME is the development and refinement of government
built institutional and governance frameworks to allow a reduction in GHG gas
emissions from deforestation and forest degradation (REDD+), biodiversity
conservation, livelihood improvement of local communities and a facilitation of
local communities towards Green Economy in Indonesia. The programme applies a mix of policy advice, human capacity development
(HCD) as well as practical field testing of concepts and methods for
sustainable development in the pilot districts in Kalimantan (Berau, Kapuas
Hulu and Malinau). In this context the development or strengthening of
appropriate and effective finance and incentive/benefit sharing schemes at
local level are crucial to built and sustain local capacities and structures
for sustainable low carbon development or green growth in the forest sector.
The
central government, as well as subnational governments have already set up
fiscal transfer and financing schemes such as DAK Environment (dana alokasi
khusus lingkungan hidup), the GERHAN program with funds derived from dana
reboisasi (reforestation fund), or village financing schemes (e.g Conservation Districts, the GERDEMA model
in the district of Malinau etc.). These schemes are not yet effective, but can
serve as models for public finance schemes supporting REDD+ and green
development on local level. With the new Village law the central government
plans to push village development with significant money transfers in support
of the village development plans. GIZ FORCLIME has identified the need to
further develop feasible finance and incentive scheme consistent with the
REDD+/green economy concept at district/provincial and village level in its
target areas in Kalimantan. The lessons learned of this work shall be used to
enrich the public green finance discussion at national level.
Green
Economy/Public Finance Advisor
- Responsibilities:
The Advisor is
responsible for supporting subnational partners in the setup of appropriate
public finance and benefit sharing schemes for green development in the forest
sector. In that context, he/she will engage in directly supporting activities
of FORCLIME’s strategic area Green Economy on regional and local level and feed
information from the field to the national level discussion. The position is
based in Jakarta and focuses on linking national initiatives to local level
implementation.
His/her responsibilities
include:
- Supporting the implementation of FORCLIME Strategic Area 4 effectively and efficiently in order to assure the achievement of FORCLIME’s goals and objectives on provincial and district level;
- Providing technical advice to and working closely with governmental and non-governmental organizations to support the development of public finance and benefit sharing schemes in line with the forestry sector as well as climate change and green economy strategies of the Government of Indonesia in the target districts of FORCLIME;
- Coordinating the activities of short-term consultants in Strategic Area 4 including regular communication, work planning and quality check of products and reports;
- Cooperating with relevant agencies in ensuring the integration of civil society and private sector into processes, in particular developing public consultation processes on local level.
- Ensuring close and coherent cooperation with other Strategic Areas especially SAM 1 and SAM 3 for local level implementation as well as the FORCLIME FC module.
- Produce policy papers and policy recommendation and present these to national and local decision makers
B. Tasks
He/She
- Analyses existing public financing and benefit sharing schemes in the forestry sector both national and regional (e.g. DAK, LH, GERHAN, HTR, GERDEMA) and provide input for optimizing these schemes
- Provides expertise for the conceptional development of public financing schemes relevant for the forestry sector.
- In cooperation with partners develops concepts for benefit sharing mechanism for REDD+ /public finance schemes to local government entities (province/district).
- Supports the development of local incentive schemes for green economy such as tax schemes for sustainable development and link them to existing green economy schemes (e.g. kabupaten konservasi, green villages, desa konservasi etc.)
- Provide capacity development for an improved financial management schemes on district and village level.
- Conducts economic/social analysis of potentials for improved public finance opportunities (policy, planning and budgeting processes)
- Provides technical support to strengthen cross-sectoral and intra-sectoral coordination in regards to public sector budgeting process and environment and climate expenditure tracking (expenditure reviews);
- Supports the FORCLIME team to convert strategic reports recommendation into policy briefs targeting key decision makers

qualifications, competences and experience
Qualifications
- Masters/MA in Economics or an area that is related to the project/programme objectives or comparable working experience
Professional experience
- Minimum 5 years’ professional experience, with professional experience in a comparable position
- Proven understanding of Indonesian public finance schemes in the natural resource management and environmental sector
- Expertise in village finance approaches
- Knowledgeable with regards to the current REDD+ and green economy discussion
- Knowledgeable on forestry issues and forest finance schemes
Other knowledge, additional competences
- Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Knowledge Tree)
- Fluent written and oral knowledge of English
