Chemonics Seeking Multiple Candidates for Environmental Policy Reform and Advocacy Program, Jakarta

Chemonics International, a leading international development consulting firm based in Washington, D.C., seeks qualified Indonesian specialists for an anticipated USAID environmental policy reform and advocacy project in Indonesia. This project, called Indonesia SOROT, will provide support to the Government of Indonesia on national level policy reform and advocacy actions to promote the reduction of greenhouse gas emissions and the conservation of valuable marine and terrestrial biodiversity. The ideal candidates will have a record of successfully implementing donor-funded international development programs as well as a passion for making a difference in the lives of people around the world.

Chemonics is seeking qualified applicants for the following positions:

Chief of Party: Chemonics seeks a long-term, Jakarta-based Chief of Party responsible for SOROT’s overall management, technical direction, and administration. The COP is a senior-level leader capable of leading a diverse team with at least 15 years of relevant experience in international development projects. S/he will be responsible for ensuring the effective coordination of SOROT project activities with those of relevant Indonesian ministries and agencies, Indonesian civil society organizations, international donors, and other USAID funded initiatives. The COP must demonstrate a proven ability to lead multiple workstreams while still communicating a holistic vision for project implementation success. Advanced degree in relevant field required; technical skills in environmental policy reform, biodiversity conservation, wildlife trafficking, and/or fisheries management preferred. Proficiency in Bahasa Indonesia and strong network of relevant stakeholders preferred.

Deputy Chief of Party: The ideal candidate is a senior-level manager with 10 years of relevant experience in international donor funded projects. The DCOP will provide close oversight of day-to-day implementation, personnel management, reporting, and monitoring. The DCOP will serve as a resident specialist in key technical areas of SOROT, with a strong preference for technical expertise in sustainable palm oil and other extractive land use based industries. Advanced degree in relevant field required; proficiency in Bahasa Indonesia and familiarity with Indonesia preferred.

Resource Rights, Governance, and Policy Reform Specialist: The ideal candidate is a senior-level expert in the field of improving low carbon and conservation oriented land use governance. The specialist will develop and implement a comprehensive strategy for improving national level land use governance instruments and systems through policy, legislative, and regulatory frameworks. The candidate must have a track record in effective public policy development or reform; the design and institution of administrative reforms and information systems;  institutional strengthening; and, coalition building, preferably in the environmental sector. Proficiency in Bahasa Indonesia and English and understanding of Indonesia’s environmental challenges required.

Biodiversity Conservation/Wildlife Trafficking Specialist: The ideal candidate is a senior-level expert in the field of improved management of conservation areas and protection of key marine and terrestrial species. The specialist will develop and implement a comprehensive strategy to improve the management of conservation areas and the protection of key species, especially those targeted for wildlife trafficking. The specialist must have a minimum of three years of experience in efforts related to the prevention of wildlife and wildlife product trafficking, including policy reform, data gathering, surveillance, investigation, prosecution, customs operations, and monitoring related financial flows. Experience in supporting government or non-governmental platforms that coordinate anti-trafficking planning and enforcement operations preferred. Proficiency in Bahasa Indonesia and English required.

Institutional Development/Advocacy Campaign and Social Marketing Specialist: The ideal candidate is a senior-level expert with a background in designing implementing, and leading advocacy and lobbying campaigns, including experience with social marketing, strategic communications, and/or behavior change communications. The specialist will develop and implement a comprehensive strategy to strengthen and sustain the efforts of civil society organizations advocating changes which support reductions in greenhouse gas emissions and the conservation of valuable biodiversity. The candidate must exhibit a commitment to environmental values and a willingness to contribute to forest conservation, climate change and biodiversity conservation programs. The specialist should bring familiarity with polling techniques, the use of mass media and social networks to influence and gain public support, the negotiation and formation of alliances across interest groups, and/or working with existing mass organizations. Familiarity with Indonesian culture and society or experience working with diverse cultural backgrounds and a willingness to learn about Indonesian society required. Proficiency in Indonesia Bahasa and English strongly preferred.

Technical Specialists in the following fields:
  • Environmental policy reform, analysis, and legislative drafting 
  • Gender integration, especially within forest and marine communities 
  • Stakeholder engagement and relationship management, especially with government and policy makers 
  • Private sector engagement, including a strong understand of palm oil, pulp and paper, and other forest-based businesses 
  • Conservation finance specialist with public finance and REDD+ expertise 
  • Land claims and indigenous community rights advocacy 
  • Grants and capacity building program management
Qualifications:
  • Minimum 5 years relevant experience
  • Prior experience in one or more of the areas outlined above 
  • Experience working with international donors or organizations preferred 
  • Interest in working with a multi-cultural, international team in a dynamic and fast-paced environment 
  • Advanced degree in a relevant field preferred 
  • Strong verbal and written communication skills in English and Bahasa Indonesian and excellent written and oral communication skills
