National Oceanic and Atmospheric
Administration (NOAA) Assistant - Indonesia
Chemonics International Inc. seeks a National Oceanic and Atmospheric Administration (NOAA) Assistant for
the USAID-funded Indonesia Marine and Climate Support (IMACS) Project. The goal
of the IMACS Project is to contribute to the sustainable management of
Indonesia's marine and coastal ecosystems through support to the Ministry of
Marine Affairs and Fisheries (MMAF).
The IMACS Project is now in its fifth and final year, and is
seeking a short-term, National Oceanic and Atmospheric Administration (NOAA)
Assistant to help the NOAA representative operations team, to conduct
short-term in-country training, workshop, and event requirements for the
project in a holistic manner. The position of Short-Term National Oceanic and
Atmospheric Administration (NOAA) Assistant will be responsible for assisting
in the management, design arrangement and execution of training programs,
workshops, and events carried out or supported by NOAA. The assistant will do this work in compliance
with USAID regulations and the contract signed by USAID and Chemonics.
National Oceanic and Atmospheric Administration
(NOAA) Assistant will at all times adhere to and act according to the Chemonics
Professional Code of Ethics (“Living Our Values”) and will make the principles
of the Code a part of the project’s culture and standard operating procedures.
National Oceanic and Atmospheric Administration
(NOAA) Assistant will also ensure that a good and professional relationship
with the Ministry of Marine Affairs and Fisheries is fostered and maintained
throughout the life of the project.
This
position is based in Jakarta, beginning on/around May 15, 2015 through on/around
June 25, 2015, working approximately 20 days for the Level of Effort (LOE).
Responsibilities
The
Short-Term National Oceanic and Atmospheric Administration (NOAA) Assistant
will ensure short-term training, workshops and events meet organizational and
administrative quality goals, including all record keeping, data on
participants and bills from vendors are complete in a timely and cost-effective
manner. Specifically the Short-Term National Oceanic and Atmospheric
Administration (NOAA) Assistant will carry out the following tasks, among
others as needs dictate:
- Coordinate all logistical aspects of trainings, workshops and events including, but not limited to, arranging travel, processing travel clearances, fielding consultants, arranging the venue, confirming training participants, preparing invitations, banner and backdrops.
- Label and maintain all administrative files in regards to trainings, workshops and events including travel clearances/itineraries, consultant transport and lodging information, and all other non-accounting related documentation.
- Provide administrative support to the operations and NOAA’s technical teams in Jakarta.
- Responsible the training, workshop, event reimbursements and bookkeeping, and monthly expenditure reports and back-ups to Chemonics’ home office.
- Ensure that evaluations are completed for each training.
- Prepare brief reports of trainings convened or attended by NOAA’s technical teams and Task leaders and the financial report of the training(s) she/he is responsible for.
- Assist the operations team in hosting project visitors and arranging meeting details.
- Answer inquires and supply available project information from counterparts or work partners, as necessary.
- Fulfill other administrative and financial functions, and travel, as required.
Qualifications
- Bachelor’s degree in business management required or in lieu of at least two years working experience in donor related program.
- Experience in arranging logistical, travel and venue is required.
- Experience in working with stakeholders such as government officer and fisheries industry related is an advantage.
- Familiarity with MMAF governance systems and roles of key stakeholders both national and local levels of government.
- Experience in providing administrative support on donor related program specifically working with USAID program is an advantage.
- Good communication and written in English is required.
- Strong communication skills.
