Assignment: WASH Micro finance Facilitator 

Responsibility: Demand triggering and supply chain coordination for water/sanitation lending pilot project 

Location: 3 Districts in East Java - Mojokerto, Jombang, Kediri. 

Duration: 6.5 months, with possibility to extend

Reports to: Water.org WaterCredit Officer, with close coordination with Bina Artha Ventura Regional and Area Managers

Background About Water.org
Water.org is a U.S.-based, non-governmental organization working to increase access to water, sanitation and hygiene (WASH). Since 1990, Water.org has been implementing WASH programs in conjunction with local NGOs and financial institutions. Water.org has significantly expanded its WaterCredit initiative over the last several years, which works by building the capacity of carefully-selected local financial institutions to educate clients about the importance of proper hygiene and sanitation and also offer loans for water and sanitation facilities. Partner financial institutions develop and launch loan products to finance household level facilities such as toilets and water tanks, or community level facilities such as piped water networks. 

WaterCredit programs support financial institutions through a combination of financial assistance and technical support, or solely technical support.

Since 2003, Water.org has implemented WaterCredit programs with 52 financial institution partners, facilitating over 500,000 WASH loans totaling over US$97 million. Water.org has offices in five countries and works in Latin America, Africa, South Asia and Southeast Asia. Water.org has an office in Jakarta, Indonesia and currently partners with several Indonesian financial institutions to support the launch of water and sanitation loan products. 

Water.org is engaged with PT Bina Artha Ventura (BAV) and seeks two consultants to support a BAV pilot program for micro lending for household water/sanitation facilities. The pilot will be conducted in five BAV branches in East Java: Pungging, Dlanggo, Sooka, Ploso and Ringinrejo. The consultant will work closely with the BAV branch staff during the six month assignment. There is potential for extension of the contract upon completion of the assignment.

About PT Bina Artha Ventura
BAV is an Indonesian Ventura company started in 2011 to deliver financial services to the economically active low income population in a fair, transparent, efficient and sustainable manner. The company offers uncollateralized group-loans ranging from US$ 150-300 to economically-active, low-income women. The target of BAV group loans are women with a daily income of US$ 2-6, mainly living in semi-urban and semi- rural areas. BAV’s lending approach is joint liability group lending with no collateral requirements. As of February 2015 BAV serves over 130,000 clients and seeks to reach 1,000,000 clients by 2020.

BAV clients are organized into groups of 5-7 members. Groups are organized in centers of 2-4 groups bi weekly (every two weeks)center meetings in the client residential areas are the primary point of contact between BAV and the clients.

Each BAV pilot branch office has a services area radius of approximately 15 kilo meters and Serves around 100 center meetings.

About APPSANI Network
The APPSANI (Indonesian Association of Sanitation Entrepreneurs) network is an association of sanitation entrepreneurs, or “providers”, with approximately 130 members across five provinces, primarily in Java. The APPSANI providers promote hygiene and sanitation in rural communities and provide sanitation services in those communities, particularly through the sale and construction of low-cost toilet and septic tank facilities. BAV is exploring collaboration with APPSANI providers to deliver septic tank and toilet construction facilities to BAV clients that obtain water/sanitation loans.

Assignment
In partnership with Water.org, BAV will undertake a pilot project to test loans for water and sanitation facilities such as toilets, septic tanks, bathrooms, wells, and water pumps. BAV seeks to disburse a minimum of 250 water and sanitation microloans during a six-month pilot period from June-November 2015 in five BAV Branches: Pungging, Dlanggu, Sooko (Mojokerto District), Jombang (Jombang district) and Ringinrejo (Kediri district), with particular emphasis on sanitation loans for facilities to be constructed by APPSANI sanitation entrepreneurs. Water.org seeks to contract two WASH Microfinance Facilitators (“Facilitators”) to support the six month pilot project.

The detailed activities are as follows:

1. Deliver or Organize Delivery of Demand Triggering and Loan Product Marketing to BAV Clients
The goal of the demand triggering is to:
  • Increase awareness about health, hygiene, and sanitation in target geographies 
  • Stimulate demand for household water and sanitation facilities
  • Inform households about the availability of supply chain actors (e.g. APPSANI entrepreneurs) who can build/install water and sanitation facilities
  • Inform households that BAV is offering financing for those who cannot pay for new facilities up front
The Facilitator will be responsible for ensuring the delivery of demand triggering to designated BAV target areas. The Facilitator can deliver the triggering directly in person or through collaboration with other local stakeholders including but not limited to APPSANI entrepreneurs, Puskesmas staff, Sanitarians, PKK women’s cadres, and STBM Facilitators. 
The Consultant will coordinate with BAV to align the demand triggering with the BAV Center meetings and ensure that priority locations receive demand triggering at the beginning of the pilot period. To ensure that all target areas are reached with demand triggering, the Facilitator will be responsible for monitoring and tracking the delivery of demand triggering. 
Upon completion of each education and demand triggering session, the Facilitators or other local stakeholders may collect information from women that express interest in the BAV WASH loan product. This information can be shared with local BAV Branch Managers so they can follow up to undertake loan appraisal.

2. Facilitate Collaboration Between BAV and WASH Supply Chains
The Facilitator will play a key role ensuring coordination between BAV staff and WASH supply chain actors, particularly APPSANI Entrepreneurs. The loan process is still being developed by BAV and Water.org, but the Facilitator will work to support the process for client referrals, loan application, loan approval, hiring/contracting of WASH supply chain actor (E.g. APPSANI Entrepreneur), and construction. He/she will identify bottlenecks and work with the relevant parties to address them.  This will require supporting communications between BAV branch staff and supply chain actors.

The Facilitator may also be asked to identify additional qualified WASH supply chain actors beyond APPSANI entrepreneurs (e.g. bore well drillers).

3. Quality Control 
The Facilitator will support the pilot by monitoring the quality and timeliness of loan disbursement and WASH facility construction. He/she will particularly focus on monitoring the quality of toilet facilities constructed by APPSANI entrepreneurs.

Applicant Qualifications / Skills
Required:
  • Knowledge of health and hygiene education materials development 
  • Delivering health and hygiene education and training to low income households 
  • Knowledge of basic sanitation facilities and technical specification. 
  • Delivering construction of sanitation facility trainings to the masons or APPSANI entrepreneur
  • Ensuring construction of sanitation facilities built properly 
  • Experience with STBM program
Preferred experience:
  • Experience working with APPSANI network of sanitation entrepreneurs or other sanitation entrepreneur network 
  • Existing relationships with Puskesmas, Sanitarians, STBM Facilitators, and/or PKK cadres
  • Familiarity with microfinance, particularly group lending
  • English language skills
