Consultant for Better Management Practice (BMP) Module Training development for Smallholder Rubber Management

Background
The debate concerning sustainability of agriculture production is on-going, as problems with deforestation, loss of biodiversity and social issues are still associated with commodity cultivation and expansion, such as rubber, oil palm, cocoa and many more.

Despite the current challenges, rubber remains one of district's key economic products and therefore offers significant potential for innovative green growth interventions that can enhance the sector. Three interventions have been identified to tackle unsustainable production of rubber, poor productivity and market barriers such as lack of producer linkage to buyers, price volatility and farmer organization. Briefly, these interventions comprise of:

1. Support the sustainable and resilient expansion of rubber production.

Land suitability identification identifies areas that are most suitable for the sustainable rubber production in the long-term. The map should be incorporated into the district's spatial plan to ensure legal clarity before support is targeted to ensure farmers expand their rubber plantations in areas of long-term suitability.

2. Promote better management practices (BMP) to increase rubber productivity.

The objectives of BMP approach are to support smallholders to increase their productivity while reducing their environmental impact. A training needs assessment will ensure locally appropriate training materials are developed and these will be piloted at a farmer field school in a selected area. This approach will be scaled up using joint learning between farmer groups.

3. Support an inclusive business model to improve the rubber value chain.

The inclusive business approach seeks to increase the income, production and the wellbeing of smallholder farmers, while simultaneously generating benefits for participating market actors. This can be achieved by creating a rubber value chain map, exploring the potential of a rubber factory in the district, developing a quality based price mechanism and opening smallholder farmer groups' access to financial services.

Objective
In order to achieve this, three objectives have been set, comprising of:

(1) Support the transition to a sustainable production system through improved land use planning and environmental awareness,

(2) Support economic growth and reduce poverty through increasing the productivity of smallholder rubber plantations, and

(3) Strengthen and develop farmer organizations in order to ensure impact at scale and effective transfer of knowledge and improving the ability of smallholders to organize themselves.

Scope of Work
SNV is looking for a consultant with these scope of works below:

1. To develop Better Management Practice (BMP) training module, together with other SNV partners and Master HIT trainer. This includes the aspect of harvesting, maintenance, re-planting, institution and other necessary aspects upon the discussion with Team Leader.

2. To work with Illustrator on the finalisation of BMP training module.

3. To conduct at least one pilot testing training to smallholders using Better Management Practice module.

4. To conduct stakeholder and supply chain analysis in relation to smallholder rubber management in the selected sites.

5. To liaise with related local government, implementing partners, private sectors and any other partner NGOs as appropriate to obtain maximum benefit and efficient use of resources in the implementation of assistance the program.

6. Undertakes missions within the selected sites to evaluate and improve implementation and monitoring-evaluation of the project.

7. Assisting the team leader in the rubber project related management.

Deliverables & Time frame

The consultant is expected to submit the following deliverables:

1. Better Management Practice training modules for smallholder rubber management

2. Report on the pilot testing of BMP training.

3. Report on the stakeholders and supply chain analysis in the selected sites.

The maximum number of days available to achieve these deliverables is 80 days during the period of 1st May 2015 to 31st December 2015, including site visit in Sumatera & Kalimantan.

Required Skills:

1. University degree with relevant background in forestry, agriculture, social, economy, or development study.

2. Minimum 5 years' experience in the field of rubber companies' management or rubber management based on communities in the integration of rubber issues in relevant fields e.g. rubber better management practices, pricing and marketing, working with rubber smallholders.

3. Having experience to conduct training to smallholders is good advantage.

4. Excellent communication and inter-personal skills, and the ability to establish and maintain effective working relationships with colleagues, partners, external actors and allies.

5. Good understanding and knowledge on agriculture, forestry and climate change issues in Indonesia.

6. Experience working at national and international levels including working within the NGO sector and a strong background in initiating and implementing programmes.

7. Fluent English and Indonesian.

8. Advanced computer skills;

9. Ability to work under-pressure, meet deadlines, prioritise workload and 'multi-tasking'.
