Marine Affairs Specialist - Indonesia

Chemonics International Inc. seeks a Marine Affairs Specialist for the USAID-funded Indonesia Marine and Climate Support (IMACS) Project. The goal of the IMACS Project is to contribute to the sustainable management of Indonesia's marine and coastal ecosystems through support to the Ministry of Marine Affairs and Fisheries (MMAF).

The IMACS Project is now in its fifth and final year, and is seeking a short-term, Marine Affairs Specialist to support the MMAF strategic planning team in focusing on the Marine Affairs aspect of the mandate of MMAF within the current planning phase and going beyond the current planning phase to 2020-2025. In particular, an objective of the assignment is to consider how Marine Affairs can be developed within the mandate of MMAF and how it relates to the development of the maritime sector that has become the focus of government policy making.

This position is based in Jakarta, beginning on/around May 1, through May 31, 2015, working approximately 20 days.

Responsibilities
The Marine Affairs Specialist will prepare materials and participate in events to support the MMAF Planning Bureau. The Marine Affairs Specialist will complete the following tasks:
  • Review the Rencana Pembangunan Jangka Menengah Nasional (RPJMN) from Badan Perencanaan Pembangunan Nasional (BAPPENAS) on the Marine and Fisheries National Mid-term Development Plan 2015-2019 and provide expert advice to the Rencana Strategis (RENSTRA) team and MMAF in relation to Marine Affairs in accordance with requests from MMAF.
  • Facilitate or develop capacity the MMAF Strategic Team and stakeholders to develop a long term view of Strategic Plan 2015 – 2025, based on the three development pillars of MMAF: Sovereignty, Sustainability, and Prosperity.
  • In conjunction with retained experts, support MMAF Strategic Planning Team to develop a framework  for the development of Strategic Plan 2015 – 2025.
  • Provide projection analysis of the Indonesia’s marine affairs and fisheries based on the aquaculture and capture fisheries projections.
  • Facilitate the MMAF Strategic Planning Team and stakeholders to assess the implementation readiness of each scenario.
  • Conduct and facilitate series interview, focused group discussions, panel expert and workshops to support the MMAF Strategic Planning Team in developing the Long Term Strategic Plan 2015-2025.
  • Represent IMACS forums and other key meetings and events, speak on program issues in the area of aquaculture, participate in policy dialogue, discuss policy initiatives, report on progress achieved and/or present policy papers/ideas to influence the agenda in aquaculture, ocean marine activities and fisheries.
  • Participate in IMACS-MMAF workshops and FGDs as a speaker/panelist or participant as required.
  • Be part of the IMACS strategic planning support team, assisting MMAF & contribute as required.
Qualifications
  • Minimum Master’s degree in a field of study relevant to Marine Affairs. 
  • Minimum 10 years of experience at a senior academic level or high level government officer, international consultant or marine industry executive.
  • Experience in working in teams, comprising of senior government officials, university professors, recognized scholars, fisheries experts, senior industry members and other eminent people.
  •  High level program/activity planning and reporting skills.
  • Experience in undertaking activities aimed at increased political support and access to financial resources for strategic planning and implementation of activities.
  • Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed.
