WYG International Job Vacancy: National Financial Management, Jakarta

WYG has been shortlisted for a GIZ funded project in Indonesia Strenghtening the Training System for Sub-National Financial Management (KKD/KKDK).

Building on the results of the ‘Local Government Financial Management Training’ of the ‘Decentralization as a Contribution to Good Governance’ (DeCGG) Programme which was implemented between 2011 and ended in March 2014, the TRANSFORMASI programme aims at further strengthening the training system for sub-national financial management (KKD/KKDK).

The consulting contract is scheduled to start on 01.06.2015 and will end on 31.08.2016

We are currently seeking candidates for the National Senior Expert on Local Finance Management position with the following qualifications and skills:
  • At least 10 years of proven experiences in research, teaching and training on areas within the field of sub-national financial management and fiscal decentralisation
  • Relevant experience in advising on training material development
  • A proven record of completed project cycle management as well as relevant publications on public financial management
  • An economist, political scientist, social scientist, lawyer or comparable academic background would be appropriate for this post
  • Relevant experiences with advising national-level institutions, particularly the Ministry of Finance
  • Experiences in working with Development Partners would be an asset, especially with German Development Cooperation
  • Very good written and oral command of English is required
Tasks of the national senior expert on LFM

The tasks of the national senior expert will entail:
  • Support the Direcotorate General of Fiscal Balance and training centers to restructure KKD/K handbooks and guidelines; to assess all modules in depth; to establish an evaluation system which guides a process of consultations with content experts of specific topic areas in local financial management;
  • Facilitate day-to-day work between the consultants team, GIZ TRANSFORMASI, national counterpart and the training centres
  • Ensure assigned staff from the Ministry of Finance are actively involved in the technical revision and refinement of the modules;
  • Support the revision of the existing syllabus and the development of a didactical concept for the modules, following up-to-date principles of adult learning;
  • Prepare and organise topic-specific consultations with topic specialists from each centre to go into the details of each module, refine and develop appropriate additional training tools such as case studies, exercises etc.
  • Provide final editing and proofreading of modules to finalise the training material;
  • Support the process of developing e-learning modules in close collaboration with e-learning short-term expert; including networking with appropriate institutions to develop and host e-learning material, selecting appropriate elements of the modules for e-learning and steering the development of audico-visual elements;
  • Facilitate dissemination of modules and e-learning to all centres/ trainers, support test trainings based on refined, revised and standardised modules, and assist the evaluation of these test trainings;
  • Support the national counterpart and the centres to develop a monitoring and evaluation system which allows to verify in how far new standardised modules are being used and regularly updated (outcome level) and in how far capacities of trained staff has improved their quality of work (impact level).
  • Provide advisory on how to set up a system which allows all training centres and concerned national institutions to constantly work together to maintain quality standards for training modules and trainer qualifications.
  • Support the Team Leader in preparing regular reports and quarterly report
  • Participate in GIZ TRANSFORMASI team meetings
