OXFAM Vacancy of Project Manager Restoring Coastal Livelihood, Makassar

Program
The dramatic rise of large scale aquaculture industries in Indonesia in the 1980s and 1990s and the resultant loss of mangrove ecosystems saw a massive shift in the capacity of coastal communities in South Sulawesi to maintain traditional livelihoods. As a result, poverty in these communities has increased steadily in the last decades with a disproportionate impact on women and women headed households. 

The official policy and legal frameworks of the government, as well as a lack of capacity of these communities to engage with governments, have also contributed to increased poverty.
This project presents an opportunity to address many of these issues, through capacity building of civil society organizations and governments in Community Based Coastal Resource Management approaches and mangrove and other ecological restoration. This will support the creation of sustainable livelihoods and strengthen the capacity of communities to engage with their governments in the development of pro-poor and gender sensitive polices and programmes. Women will develop their leadership skills whilst working to secure their access to and control over productive resources.

Oxfam looking for Project Manager Restoring Coastal Livelihood

One (1) position to be based in Makassar
Grade C2; starting immediately. Contract length is until 31 August 2015 with possibility of extension
Overall purpose:
Lead and manage the Restoring Coastal Livelihoods team to ensure that the programme is successful in the aims outlined in the agreed Oxfam and CIDA project implementation plans.

Key Responsibilities.  
  • Lead, be accountable for and manage project implementation including preparation and implementation of programme plans, budgets, finances and monitoring and evaluation to achieve desired impact.
  • Lead programme team, partner organisations and technical consultants;
  • Manage performance of project staff in problem analysis, project implementation, financial management, partner management, providing other support as needed;  
  • Lead team in liaising with, communicating and representing the project with government and other stakeholders, including external agencies, CIDA and Oxfam Canada 
  • Network with other organisations doing similar work in Indonesia and internationally to learn from them and introduce best practice into the project implementation 
  • Timely preparation of project reports, budgets, implementation plans and other documents as required by CIDA, Oxfam Canada and OGB.
  • Effective liason and communication with other teams in OGB
  • Other activities related to project as required by APM
Competencies:
  • Strong interest in and commitment to development of sustainable livelihoods in coastal areas
  • Strong commitment to women’s rights, with a practical approach to ensuring women are empowered in the implementation of this project  
  • Significant programme management experience 
  • Demonstrated experience of efficiently preparing  and managing budgets and finances to a level of 8 million CAD  
  • Good people management skills and able to motivate and manage the performance of the team 
  • Facilitating, supporting, advising, influencing and capacity building skills. 
  • Good team leader who is self aware, flexible and  able to be self motivated  
  • Analytical skills with ability to honestly assess, evaluate and draw up plans for action to ensure the desired impact .    
  • Effective organisational skills; ability to meet deadlines. 
  • Effective writing skills; effective verbal communication skills  
  • International experience of development work
