International Organization for Migration (IOM) Indonesia is looking
for an Individual Consultant for Developing IDP Management Guidelines in
Indonesia according to the terms of reference below:
- POSITION INFORMATION:

- BACKGROUND AND NATURE OF THE CONSULTANCY
IOM Indonesia in collaboration with National Agency for Disaster
Management (BNPB) is implementing a project on Capacity Building for IDP
Management that aims at strengthening the capacity of government
officials at national and local level through trainings, Information
Technology (IT) solutions, Guideline and Standard Operating Procedures
(SOP) development. IOM has been widely known as an organization with
focus on displacement issues and internationally acknowledged role in
Camp Coordination and Camp Management (CCCM). Thus, the project will
focus on development of the IDP management and CCCM/CCG relevant
guideline and trainings.
The guideline will serve as a basis for SOP development and training
preparation and implementation. The IDP management guideline and
relevant SOPs will be developed during a series of working sessions with
relevant professionals during the period of mid March – mid June 2015.
In order to provide a basis for a good quality of guideline, a
well-structured academic paper is required to fulfill this need. Thus,
IOM Indonesia is seeking to employ a consultant to develop academic
paper for IDP management guideline and relevant SOPs as required by
BNPB. The academic paper is expected to adopt the outline of academic
paper determined under the Annex 1 of Law No. 12 year 2011 and will be
presented into guideline format for BNPB’s legalization process.
Objective: To develop academic paper for IDP management guideline of
BNPB that consists of the review on relevant material and the content of
the guideline (Chapter 5) as well as relevant SOPs.
Methodology: The expected methodology used for the guideline and SOP
development is desktop review of the relevant references and
regulations, regular discussions with relevant working group in BNPB for
guideline development, evaluation and analysis of overall system
applied in BNPB, BPBD and their relevant partners on IDP management.
- TASK TO BE PERFORMED UNDER THIS CONTRACT AND REALISTICS DELIVERY DATES:
3.1. Develop and submit first draft of the academic paper and present
the draft to BNPB’s working group; 3.2. Develop and submit the second
draft of the academic paper and present it to BNPB in a workshop; 3.3.
Develop and submit relevant SOPs related to IDP management in close
coordination with BNPB’s working group; 3.4. Finalize and submit the
academic paper based on inputs from workshop and present it into
guideline
During his work, the consultant is expected to be involved in series
of discussions with key persons in BNPB, BPBD and other institutions for
obtaining the guideline content and attend regular meetings with IOM.
- TANGIBLE AND MEASURABLE OUTPUTF OF THE WORK ASSIGNMENT
The end products expected to be delivered by the end of consultancy:
a) Final document of academic paper on IDP management guideline b) Final
document of relevant SOPs on IDP management c) Presentation of the
guideline and SOPs’ draft document and final document to BNPB
- PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS (VALUES OF SERVICES RENDERED IN RELATION TO THEIR COST)
The output quality, targeted and detailed of the work performed as
established in above as well as compliance with contracted delivery
dates.
- REMUNERATION AND TERMS OF PAYMENT
The consultant is expected to submit the financial proposal for this
consultancy work. The payment of the work will be done based on
following stages (see deliverables table above):
• First payment : 30% upon completion of deliverables no 1 (end of
month 1) • Second payment : 30% upon completion of deliverables no 2 and
partially no 3 (first draft of SOP) • Third payment : 40% upon
completion of deliverables no 3 and 4
The proposed fee for this work is all inclusive while all costs
related to the relevant workshop arrangements will be borne to IOM.
- REPORTING LINES (TYPE OF SUPERVISION THAT WILL BE PROVIDED)
The Consultant will work in close coordination with the IOM Indonesia CCCM team under direct supervision of the Project Manager.
- CONSULTANT'S WORK PLACE
The assignment will be performed in Jakarta, Indonesia with regular meetings with BNPB and IOM
- DURATION OF CONSULTANCY CONTRACT
The above deliverables shall be completed within three months that
will be divided into deadlines of deliverables as mentioned above. Thus,
the activities will be conducted from mid March – mid June 2015
10-. QUALIFICATIONS OR SPECIALIZED KNOWLEDGE/EXPERIENCE REQUIRED
• An advanced degree (Master or Phd) in relevant field of experiences
• 5-10 years professional experiences in development of academic papers
for guidelines and regulations related to disaster management • Prior
experiences in disaster management related activities especially IDP
management • Experience in drafting or developing technical guidelines
and SOPs on emergency operation and/or disaster management • Proficiency
drafting documents in English and Indonesian language • Excellent
skills on facilitating discussion, legal review; knowledge of CCCM an
advantage • Good synthesizing and writing skills in Indonesian and
English for legal documents
