GIZ Vacancy - Senior Leadership Advisor NAMA SUTRI (Jakarta)

The Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH is a German international cooperation enterprise for sustainable development with worldwide operations. In order to fulfill Indonesia´s international commitments in reducing national greenhouse gas emissions in the transport sector as the third largest source of energy-related CO2 emission in Indonesia, a new project will be launched: “NAMA SUTRI” (Nationally appropriate mitigation actions – Sustainable Urban Transport in Indonesia). The programme is developed by the Ministry of Transport with the assistance of GIZ. It has been awarded through the NAMA FACILITY, which is funded by the UK Department of Energy & Climate Change as well as the German Federal Ministry for the Environment (BMUB).

NAMA SUTRI aims in its pilot phase to contribute to climate change mitigation through establishing funding mechanisms for the financial promotion of sustainable urban infrastructure development as well as the provision of technical advisory services on such projects to seven pilot cities.

In a pilot phase NAMA SUTRI addresses urban transport infrastructure development promotion with specific focus on public transport improvement, parking management and non-motorised transport. NAMA SUTRI seeks a qualified Indonesian candidate for

Senior Leadership Advisor

A.      Responsibilities
The incumbent is responsible for the
  • Support of the NAMA-SUTRI program’s initiative to provide professional advice and input to, and to cooperate with, a broad range of target groups particularly at senior level in the fields cooperation and agreements with Indonesian public sector stakeholder to achieve the overall objectives of NAMA-SUTRI
  • Support of the Program Director as member of the program leadership team; the incumbent is expected to assist and contribute in the overall task management and strategy development
  • Innovation and knowledge management as well as transmission of innovation and program marketing to a wide range of audience in the Indonesian public and private sector
  • Assistance in the further development of financial and technical component of NAMA-SUTRI particularly with respect to the acquisition of co-financing budgets from further donors  
  • Integration of results and experiences into team efforts and into all relevant groups.
  • Support of the Program Director in the exchange and development of approaches with the public sector in Indonesia about the specification of further new programs and projects in the field of transport & climate, sustainable urban transport and green logistics.
B.       Tasks
  • Be the Indonesian “face and voice” (Indonesian senior contact person besides the internationally sourced Program Director) of the NAMA-SUTRI program for the Ministry of Transportation (MoT), the Ministry of National Development Planning (BAPPENAS) and ICCTF on overall NAMA-SUTRI as well as “GIZ transport & climate” concerns at leadership level
  • Gives program strategic and public administration process advice to the program staff as well as relevant stakeholders of the program
  • Provides guidance to the Program Director about accessing relevant counterparts within the Indonesian public sector, about appropriate progress in the task communication; attends meetings together with the Program Director or independently, if suitable  
  • Analyzes and makes recommendations
  • Attends and actively contributes to weekly internal meetings and presentations with NAMA-SUTRI and other GIZ staff
  • Attends and actively contributes in occasional external meetings with senior level representatives of MOT, BAPPENAS, ICCTF and as public sector stakeholders as well as selected private sector companies
  • Prepares and delivers presentations and speeches at high ranking events and conferences within the objectives and activities of NAMA-SUTRI
  • Provides guidance and input to program components in cooperation with other professional staff and consultants
  • Assists in and/or carry out other program activities and any other tasks according to needs, as agreed with the Program Director
C.      Required qualifications, competences and experience
Qualifications
§  University degree at PhD level with relevant specialisation and qualification in the field of transport engineering
 
Professional experience
§  At least 20 years’ professional experience in leadership positions within the public sector of Indonesia
 
Other knowledge, additional competences
§  Very good knowledge of Bahasa Indonesia and the English language
§  Duty Station        : Jakarta
§  Working Time      : 10 hours per week (25%)
