The
Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH is a
German international cooperation enterprise for sustainable development
with worldwide operations. In order to fulfill Indonesia´s
international
commitments in reducing national greenhouse gas emissions in the
transport sector as the third largest source of energy-related CO2
emission in Indonesia, a new project will be launched: “NAMA SUTRI”
(Nationally appropriate mitigation actions – Sustainable
Urban Transport in Indonesia). The programme is developed by the
Ministry of Transport with the assistance of GIZ. It has been awarded
through the NAMA FACILITY, which is funded by the UK Department of
Energy & Climate Change as well as the German Federal
Ministry for the Environment (BMUB).
NAMA
SUTRI aims in its pilot phase to contribute to climate change
mitigation through establishing funding mechanisms for the financial
promotion of sustainable urban infrastructure development as well as the
provision of technical advisory services on such projects to seven
pilot cities.
In a pilot
phase NAMA SUTRI addresses urban transport infrastructure development
promotion with specific focus on public transport improvement, parking
management and non-motorised transport. NAMA SUTRI seeks

A.
Responsibilities
The incumbent is responsible for the
- Support of the NAMA-SUTRI program’s initiative to provide professional advice and input to, and to cooperate with, a broad range of target groups particularly in the fields of Sustainable Urban Transport and MRVs
- Active contribution to achieving the program´s results and preparation of deliverables in a timely and qualitative sell satisfactory manner as specified in the program concept
- Innovation and knowledge management as well as transmission of innovation to a wide range of persons
- Integration of results and experiences into team efforts and into all relevant groups.
B.
Tasks
1.
General NAMA-SUTRI Program
§
Analyzes and makes recommendations using
advanced transportation planning and statistical methods, financial
subsidy mechanism modeling, as well as budgeting and financial
analyses;
§
Provides guidance and input to program components in cooperation with other professional staff and consultants;
§
Develops work plans and budget estimates for program components;
§
Prepares and conducts public presentations and materials;
§
Prepares training materials and conduct training session on sustainable urban transport themes, MRVs and subsidy mechanisms (as
per the candidates specific specialization);
§
Prepares planning reports involving extensive written and graphical material;
§
Gathers
and analyzes data and information; prepares transportation planning or
financial subsidy mechanism studies and analyses and acts as a resource
for data used in the course of the program
§
Researches planning literature, news articles etc. to prepare abstracts and bibliographies;
§
Assists with planning studies or surveys as a team member or performs portions individually under close supervision;
§
Answers inquires and disseminates information regarding topics related to the program;
§
Coordinates and serves as support staff for meetings; attends various transportation meetings as required;
§
Develops work plans and program based M+E system for all targeted work in cities, and maintain and update it regularly;
§
Links and coordinates program to other related on going projects (other GIZ projects, INDII, CDIA, etc.)
§
Prepares reports.
2.
Tasks specific to SUTP & MRV Unit of the program
§
Be the “face and voice” (contact person) for
the Ministry of Transportation (MoT) and the Ministry of National
Development Planning (BAPPENAS) on transport MRVs (measuring, reporting
and verification mechanisms)
at GIZ Indonesia
§
Give technical advice to MoT and BAPPENAS working groups on transport MRVs
§
Link program to ongoing activities of SUTIP, TRANSfer and others
§
Establishment of a MRV System for urban transport in Indonesia
o
Exchange with other more general projects of
GIZ and other organizations in the field of MRVs and work towards the
development of applied concepts and blueprints for sustainable urban
transport MRVs in Indonesia
o
Development of a common MRV methodology agreed upon by the relevant stakeholders in the pilot cities and at national level;
o
Provision of technical advice for the
standardisation of data collection and processing of urban transport
data in the five cities as part of the operationalisation of the MRV
strategy (MRV Roadmap Process);
o
Monitoring of the implementation of the national program and the impacts of mitigation actions in the pilot cities;
o
Provision of support and technical advice for
reporting on GHG emission reductions, co-benefits, upscaling potential
and leverage effects in Indonesia and internationally.
o
Desired
output: A consistent system for the monitoring, reporting and
verification (MRV) of emission reductions and co-benefits of urban
transport development projects is in place at the end of the program
and is applied by national and local implementation partners.
(Indicators: a) Relevant and reliable urban transport data for the
bottom-up calculation of GHG emissions (vehicle fleet, modal share,
travel data, fuel) is available in five pilot cities and at
national level. b) The MRV strategy is applied and institutionalised
according to the monitoring and evaluation plan (to be developed
throughout the first 6 months of program implementation)
§
Support of the Financing Systems Unit in the following:
o
Development of technical rules and
regulations, including the definition of qualification criteria for
co-financing high-quality sustainable urban transport measures (e.g.
technical and environmental standards,
operation and maintenance plan, upscaling potential)
o
Assistance in the pilot testing of the
mechanism by review technical success of the co-financed projects (in
terms of achievement of SUTP and reduction of GHG emissions)
o
Contribute
to development and implementation of a fundraising strategy to leverage
additional funding from national and international public and private
sources;
§
In
cases when for the above tasks additional external resources will have
to be deployed for specialized contributions, the incumbent shall
identify those contribution packages, prepare terms of references
for third party subcontracts, monitor and evaluate its proper
execution and eventually align outputs in the overall context of the
program
§
Organize and manage the program tasks to be carried out in Indonesia
§
Regularly report back to GIZ Eschborn (TRANSfer) and PAKLIM
§
Help preparing missions, workshops, etc.

Required qualifications, competences and experience
Qualifications
§
University
degree at masters level with relevant specialisation and qualification
in the field of transport engineering, civil engineering or similar
Professional experience
§
At least 3 years’ professional experience in a comparable position
Other knowledge, additional competences
§
Good
working knowledge of ITC technologies (related software, phone, fax,
email, the internet) and computer applications (particularly MS Office)
§
Very good knowledge of Bahasa Indonesia and the English language, ideally a knowledge of German
§
Willingness to further develop skills as required by the tasks to be performed
